[email protected] CoR members will adopt their position on the long-awaited European Commission's Communication on the social dimension of the EMU, which aims at adding a social pillar to the existing EMU ones (economic, budgetary, banking and political). According to the CoR, guaranteeing high-quality employment and social standards are essential to gain back citizens' trust in the European project. This is why it puts forward a number of proposals and recommendations, including further developing the proposed scoreboard of key employment and social indicators, introducing a system of financial aid to EMU countries as well as an EU unemployment benefit insurance scheme. The rapporteur on the dossier, Jean-Louis Destans, will be available to present the press with the main points of the CoR position.

The European Commission's (EC) ambitious initiative towards a single market for electronic communications has critical importance for the whole Europe and a far-reaching impact on regional and local authorities. Whilst welcoming the general objective, the CoR opinion points out that a single authorisation procedure may lead to a greater legal uncertainty and a race to the bottom. Rapporteur Frank Zimmermann also notes that Member States have legal and technical obligations that stand in the way of a European regulation of the radio spectrum use. He is therefore in favour of a gradual harmonisation. He further considers that a regulation is not the appropriate legal instrument and that large parts of the proposal are not yet ready for adoption.
