Enjoy the summer, Community volunteers needed but think safety first for New Cadet Visitation Day Dear West Point community, Summer is in full swing, and with that brings the many summer activities we enjoy with our families and friends. It also brings increased time in vehicles on the road, as we enjoy more time outdoors and travel to various off-duty destinations. In a recent message, Gen. Raymond Odierno, the Chief of Staff of the Army, expressed his concerns about a series of recent private motor vehicle (PMV) mishaps Armywide that resulted in Soldier fatalities. There have been 45 PMV mishaps involving fatalities Army-wide so far in 2015; 20 percent of those casualties occurred just within the past few weeks. More concerning is the fact that more than half of those victims involved some form of indiscipline: speeding, failure to wear a seatbelt or a motorcycle helmet and alcohol, to name a few. I can’t reiterate enough the importance of safety in everything we do, both on and off duty, and especially while on the road. The profession of arms is a dangerous one, and we take great effort to assess and mitigate risk to ensure we execute every mission successfully and safely. We must apply that same level of risk assessment and mitigation into our off-duty activities. As a commander, nothing is more frustrating than to lose a member of our unit to an off-duty incident, especially one that could have been prevented with safe behavior and good judgment. As you’re out on the roads, watch your surroundings and share the road with other motorists, bikers and pedestrains. Remember to wear your seatbelt, drive defensively and to give yourself plenty of time to arrive to your destination. Most importantly, no matter what type of vehicle you’re operating, just one drink can impair your judgement and put yourself and others at risk. As we enter the peak of the summer, please re-engage with your Soldiers and cadets on the importance of driving and operating their PMVs in a safe and responsible manner. One poor decision can have life shattering and/or career consequences. One fatality is one too many. Proper behavior, discipline and risk management extends to off-duty time as well. As you’re planning your summer activities and travel, keep safety in mind. Have a plan and use good judgment to avoid any accidents or injuries. You are all vital members of the West Point team and I am counting on your safe return. Have fun, and stay safe! Go Army, Beat Navy! Superintendent Lt. Gen. Robert L. Caslen Jr.

IN FOCUS: YOUTH IMPACT PROGRAM

July 9, 2015

3

Youths from schools in the Bronx and Harlem arrived at West Point June 15-26 for academic and athletic assessments, then broke up into teams for the remainder of the camp for football and strength training exercises. The Youth Impact Program is a summer program that partners with universities across the country and a local NFL team to work with male students who have not been successful in traditional learning environments. This is the first time West Point has been involved in the YIP.

West Point hosts inaugural NFL-inspired YIP

Story and photo by Kathy Eastwood Staff Writer

The U.S. Military Academy’s inaugural Youth Impact Program invited youths from schools in the Bronx and Harlem to give them a taste of athletics and leadership––West Point style. Roughly 80 boys from the Frederick Douglass Academy, Hugo Newman Preparatory School, Urban Assembly of Bronx Academy of Letters and Bronx Latin School attended the program during their last two weeks of school June 15-26 to spend the days learning leadership skills, academics and football at the U.S. Military Academy Preparatory School. The program is led by cadet-athletes and is designed to make use of the USMA resources to help in the all-around development of at risk youth. Stanford, Michigan and Northwestern have also worked with the Youth Impact Program.

The group visited MetLife Stadium, home of the New York Giants, for a tour and football practice and had their meals in the Cadet Mess Hall on days at West Point. The event culminated in a football tournament at Shea Stadium and awards banquet June 25. “This is the first time we have done this,” Class of 2016 Cadet Caleb McNeill, Army West Point defensive back, said. “I think the kids are having a good time.” McNeill said the number of youths attending varied during the days of the camp. The youths were bussed from the Bronx and Harlem arriving at 9 a.m. for academics during the morning and football in the afternoon. The Youth Impact Program is the brain child of Riki Ellison, a three-time Super Bowl champion, who started the program in 2005 and was created with a joint education program and supported by the National Football Youth Football Fund.

The program is for boys ages 9-12 who enroll in a rigorous program focusing on academics, life skills and athletics. Cadet football, basketball, lacrosse, track and field athletes and swimmers participated in the program. “This is going very well,” Class of 2016 Cadet Tucker Van Dyke, sprint football player, said. “It’s been amazing how much they have grown during these two weeks. Most responded very well. The New York Giants gave us access to their football stadium for practice and they got to tour areas like the press room.” Cadets from the YIP program visited Hugo Newman Preparatory School and other schools in May to notify them they had been selected to attend the program at West Point. The notification ceremony included students signing a ‘letter of intent’ and receiving Army West Point Athletics hats while students promised they would bring a great attitude and willingness to learn to the program.

Leaders gather to learn, discuss “Principled Negotiation” Air Force Col. Bryan Coon from the Army War College speaks with Soldiers from the 82nd Airborne Division and 10th Mountain Division as they engaged in an application session to apply their principled negotiation skills to their real world problems.

By Maj. Mike Rybacki Department of Behavioral Sciences and Leadership The inaugural “Army Leader” West Point Negotiation Project Workshop was held at the U.S. Military Academy from June 1719. Sixty Army, Air Force and Brazilian leaders joined efforts to learn and discuss “Principled Negotiation” through a highly interactive and experiential workshop. This cohort of leaders represented Fort Campbell, Fort Bragg, Fort Drum, the Army War College, the National Training Center, USMA and the Brazilian Army. Participants included leaders from the rank of sergeant through colonel. The “Army Leader” West Point Negotiation Project Workshop was crafted in response to requests from Army units to BS&L (WPNP) to provide negotiation skills training. This workshop encouraged leaders to challenge their own assumptions about negotiations, learn the seven-element principled negotiation framework, develop a systematic measure of success, apply principled skills to real-world scenarios, and develop additional problem-solving strategies for future negotiations. Participants learned and grew through a mixture of plenary working groups and role-playing opportunities. Participants highlighted role playing, debriefs and the application session as three very meaningful components to the workshop. The purpose of the role playing was to provide participants an opportunity to practice real-life negotiations with an active audience. Scenarios for the role-playing exercises consisted of

everything from “difficult conversations with a boss” to “host nation local national contract support.” After each case study, the participants were led through a debrief where the participants determined what worked well and what they’d do differently next time. Each of these debriefs provided a unique opportunity to leverage the diversity of perspectives from others attempting to negotiate the same case. During the application session, each of the participants were able to develop a strategy for their own real world negotiation problem.

This workshop was run by the West Point Negotiation Project, which is a faculty-led initiative to improve negotiation effectiveness for leaders. In addition to this workshop, WPNP leads an annual Cadet Conference (since 2009) that invites USMA, U.S. Naval Academy, U.S. Coast Guard Academy, U.S. Air Force Academy and ROTC cadets to collaborate and grow their negotiation skills. Cadets and officers interested in learning more about Negotiation are encouraged to enroll in MG390 “Negotiation for Leaders” and/or visit the WPNP website at www.wpnp.org.

Army Community Servce celebrates 50 years of service Submitted by Army Community Service West Point Army Community Service held its 50 Years of Service Proclamation Signing Ceremony June 26. The Garrison Command Team signed the proclamation witnessed by current and former ACS staff, volunteers, community members and partners. This historic moment dedicated the West Point Army Community Service Center as the Emma Marie Baird Army Community Service Center. Lt. Col. Baird is known throughout the Army as the “Mother of Army Community Service.” Baird began serving Soldiers and families when World War II began. In 1943, she served in the Woman’s Auxiliary Army Corps later called the Woman’s Army Corps (WAC). Her first assignment was in support of Army Emergency Relief. She continued working in family programs, which included working in 1957-1961, as the first WAC to become the Personnel Officer for Staff and Facility at the U.S. Military Academy. In 1963, she was charged with establishing Army Family Programs, now called Army Community Service.

On July 25, 1965, the Army Chief of Staff dispatched a letter to all major commands announcing the approval and establishment of Army Community Service. On Nov. 16, 1967, ACS opened its doors at West Point. Staffed with one officer, one full-time Army civilian and operating with 21 volunteers, mostly Army wives, the mission of ACS was to provide support to deployed service members and lending closet support. Today, ACS is a comprehensive blend of quality of life programs in support of Department of Defense activities. The programs and services offered through ACS are intended to provide support services, education and information to assist Active Duty and Reserve Component Soldiers, Warriors in Transition, cadets, DOD civilians, retirees, veterans, survivors and their families. While based on West Point, ACS provides services to 10 counties within New York State. Within the last year alone, ACS provided services to over 137,000 military families. ACS will also have a booth honoring our 50 Years of Service at the West Point Community Fair at 4 p.m. July 29 at Eisenhower Hall.
