Position Summary The HACC Program Development Officer is responsible for leading a 10 month project to support the transition of the Australian Red Cross HACC program toward a national Commonwealth program. This role will work alongside operational staff, program managers and local Program Quality & Development staff to facilitate improvements in systems and operations to meet HACC Commonwealth Program guidelines and Common Community Care Standards (CCCS). The position will be based in Canberra and will support policy and procedure development and implementation including supporting continuous quality improvement into the HACC Programs in Tasmania, South Australia and Australian Capital Territory.
Position Responsibilities Key Responsibilities Improve client participation and client centred approaches in service planning, delivery and review. Build nationally consistent good practice processes that are flexible enough to reflect contextual difference and local variation. Review and refresh of HACC program policy and procedure documents (where required) across the nominated jurisdictions to ensure alignment with organisational strategy, program objectives and Common Community Care Standards (CCCS). Identification of policy/procedure gaps in the nominated jurisdictions and development of relevant documentation to fill these gaps, in consultation with relevant program managers. Provide education and training for relevant Red Cross people regarding CCCS and implications for practice. Inform Program Managers of changes identified in existing practices in order to meet CCCS and contribute to the development of a plan to introduce these changes. Work to be undertaken in a manner that is complementary to the current PQ&D and local service delivery role. Design nationally agreed outcome measures for the HACC program to report on the difference it makes in vulnerable people's lives. Working with key program experts identify key HACC business processes to develop specifications to configure new Client and Case Management application. Position Selection Criteria Technical Competencies Experience or knowledge of the HACC program and/or Common Community Care Standards. Understanding of Quality Systems and continuous improvement in community programs. Operational experience and achievement in the delivery of community programs. Policy and procedure development skills. Experience leading large continuous improvement and change management processes. Planning and organisational skills including good time management. Well developed oral and written communication skills. Ability to work effectively as part of a team. Ability to collaborate and engage with staff at all levels. Ability to develop innovative service and strategic initiatives. Proficiency in IT software and solutions including MS Office and data bases.
Qualifications/Licenses Relevant tertiary qualifications, (degree/diploma) and/or experience in community services or a related discipline. Current Drivers Licence.
