ASAP FREQUENTLY ASKED QUESTIONS

The article below was previously published in a Council 26 communications piece. We felt it important to share it with the entire crewforce. The ASAP program at FedEx has been in place for 6 years. In that time, more than 20,000 ASAP reports have been filed! More than 200 FedEx crewmembers have benefited from the Certificate Action Incentive that the FAA offers for participating in the ASAP Program. More importantly, as hazards have been identified, the reports have lead to scenarios used in recurrent training, changes in Dispatch, Maintenance and Flight Operations procedures as well as changes in ATC and FAA procedures.  To briefly review, here are some frequently asked questions. How long do I have to submit an ASAP Report? The answer is, it depends. Is the report Sole Source, as in no one knows about the event but you, the crew? If the answer to this question is 'yes', there is no time limit. Is the report Non-Sole Source, meaning that there is a possibility that someone else, besides the crew involved, may know about the event?  (ATC, the company, etc.) If the answer to this question is 'yes' then there are two time requirements of which to be aware. If the event occurred during a domestic flight, you have 24 hours after the end of your duty period to submit. If the event occurred internationally you have 48 hours after the end of your duty period to submit.  Here is an example: It’s a Wednesday evening and you are hub-turning SLC-MEM-SLC. You’re involved in a TCAS R/A on climb out at about 2030 local time. You fly to MEM, hub-turn and block in at SLC at 0700 Thursday morning. Let's walk through the process: 1. The event is non-sole source as you reported your RA to ATC or ATC saw you leave your assigned altitude to follow the RA.

2. The event took place during a domestic flight. 3. The ASAP MOU requires that the report be submitted within 24 hours from the end of duty (0730 Thursday morning) for a non-sole source domestic flight.  Therefore the report must be submitted by 0730 Friday morning. What if I get a notification that I was involved in an event that I wasn't aware of? You have 24 hours from when you received the notification to submit your report. What if I am unable to submit my ASAP report within the required time limit? Contact the ASAP hotline at 901-224-5203. The hotline is answered by an answering machine. The greeting will remind you to leave your name, employee number, date of event, flight number, and a brief description of the event. In this case, it’s recommended that you state the type of event such as  “TCAS R/A Event” as discussed in our previous example. Avoid describing the details of the event until you submit your written report. By calling the hotline the time requirement to submit a written ASAP report is extended by three calendar days. What if I didn't make the time requirement for submission? FILE ANYWAY! The Event Review Committee (ERC) has discretion to accept a report into the program even if the report did not meet the time requirements. FOM 2.15 -Mandatory Reports FOM 2.15 contains a list of events that require a mandatory Flight Safety Report (FSR). If you are involved in a 2.15 event, there is a good chance that it is a non-sole source event as well as a significant safety event.  If you file an ASAP report for these events, not only are you fulfilling the requirement of a mandatory FSR, you are also ensuring that your certificate will be protected should the need arise.*Remember an ASAP report with ALWAYS meet the requirement of a required FSR. An FSR will NEVER qualify as an ASAP report. Four volunteers from the FDX Membership Committee had the pleasure of giving a "Welcome Aboard" presentation on behalf of FDX ALPA to our newest pilots and many of their spouses on Feb 21st 2017. The new hires were assigned as MEM based FOs in the MD-11, B-777, A-300, B-767. Our newest pilots have a diverse background, hailing from a multitude of civilian companies and or the military. IFALPA SAFETY BULLETIN: TURNBACK PROCEDURES IN THE NAT

North Atlantic (NAT) Diversion Update The latest edition of NAT Document 007 – North Atlantic Operations and Airspace Manual (v.2017-1) contains a subtle modification to the NAT contingency procedures in Chapter 13 – Special Procedures for In-Flight Contingencies. The changes have been underlined and italicized below for ease of reading: 13.3.5 Before commencing any diversion across the

flow of adjacent traffic or before initiating any turnback (180°), aircraft should, while subsequently maintaining a same direction 15 NM offset track, expedite climb above or descent below the vast majority of NAT traffic (i.e. to a level above FL410 or below FL280), and then maintain a flight level which differs from those normally used: by 1000 ft if above FL410, or by 500 ft if below FL410. However, if the pilot is unable or unwilling to carry out a major climb or descent, then any diversion or turn-back manoeuvre should be carried out at a level 500 ft different from those in use within the NAT HLA, until a new ATC clearance is obtained. To deactivate Soft Token on the old device, reference the section “Permanently Lost or Replaced Soft Token Device” on pages 17-19 of the attached Soft Token User Guide and complete steps 14. 2. To install and activate Soft Token on the new device, reference the section “Install and Activate Soft Token” of the attached Soft Token User Guide. 1. Most users should be able to use the Automatic Option 1 on pages 2-8 and complete steps 1-16. 2. If the Automatic Option doesn't work, complete the Manual Option 2 on pages 8-16 and complete steps 1-9. RETIREMENT AND BENEFITS SEMINARS FOR MEMPHIS AND COLOGNE BASES

MEM Retirement Seminars: The next available Retirement Counseling Seminar will be held on March 22nd from 1:00-4:00 p.m. CST at the FDX MEC Office, 1770 Kirby Parkway, Suite 300, Memphis, TN 38138. The Retirement Seminar is geared towards pilots preparing for retirement providing general information on all pilots’ retirement benefits and the retirement process. While we encourage all pilots to attend the Retirement Seminar, preference will be given to pilots closer to retirement. For pilots who are unable to attend in person, we will provide access to the seminar via teleconference. In order to streamline the seminars and to ensure the highest level of counseling, we are limiting each seminar to 28 slots. Since the seminars fill up quickly, you should register as soon as possible. CGN Benefits & Retirement Seminar: The R&I Committee will be holding a Benefits and Retirement Seminars for the CGN-based pilots on Saturday, March 11, 2017. Location: Pullman Hotel Time: Saturday, March 11, 2017 Benefits Seminar – 8:30 a.m. to 1:00 p.m. Retirement Seminar – 1:30 p.m. to 5:00 p.m. The Benefits Seminar will provide information on all FedEx and ALPA benefits available to you. The topics

will include health care, life, disability, and retirement, among many others. With a focus on the benefit improvements being implemented in 2017. Since all CGN pilots will eventually be required to rotate back to the US and the domestic health plans, this will be a great opportunity to learn about what you can expect. The Retirement Seminar is geared towards pilots preparing for retirement, providing general information on all pilots’ retirement benefits and the retirement process. ATTENTION MEMBERS: LOCAL COUNCIL PROXY CHANGES COMING MARCH 1

Starting March 1, ALPA pilots who wish to give or receive proxies for local council meetings will use a new electronic program, My Proxy System (MPS). When you are unable to attend a local council meeting, you will be able to use your computers or mobile device—in advance—to authorize another member to vote on your behalf. Please note that MPS only remains accessible for proxy designations until two days prior to the meeting. Effective March 1, paper forms will no longer be a valid way to designate a proxy. MPS streamlines the designation of proxy holders and the validation of proxies for local council meetings, allowing more ALPA members to participate in local council business and helping local councils to conduct meetings more efficiently. The new electronic proxy system was approved as a change to the Constitution and By-Laws by ALPA’s Board of Directors. Look for more details soon.
