Messages From the Deans College of Business I am proud and privileged to invite you to review the re-established and redesigned Newsletter of the College of Business. During academic year 2010-2011, our faculty, staff and students have been very active and productive in various fields. First, in October 2010, after going through a long process and several activities and interviews, we were granted the certification to maintain the accreditation of our business programs by the Association to Advance Collegiate Schools of Business (AACSB). AACSB has 1,200 members in 78 countries. There are over 12,000 schools and colleges of business around the world, but only less than 5 percent have earned the accreditation by AACSB. We owe this wonderful achievement to the full support and encouragement from our president, Dr. Gibralter, and our provost, Dr. Simpson, as well as the rest of FSU community, the Advisory Board of the College and our wonderful students who played an active role during the AACSB team’s visit. Our MBA program enrollment has grown by approximately 50 percent in the past two years, and in the past year, our faculty members published a total of 60 articles in refereed journals and made numerous presentations at national and international conferences. Three of our MBA students (Thomas Teets, Matthew Mallozzi and Peter Letourneau) had an award-winning paper published in the student track of the 2011 Business Research Yearbook of the International Academy of Business Disciplines. The College of Business has taken important steps toward globalization by encouraging and facilitating our faculty and students’ involvement in teaching and learning in countries outside the United States. I am pleased to announce that in the past academic year, nine faculty members and several students from our College had some kind of educational experience in six countries (Bosnia, China, Ecuador, Germany, India and Japan). Additionally, we signed agreements with La Rochelle Business School in France, Oriental College and Hunan University of Commerce in China as well as IBSAR and Santhigiri College in India for recruitment and exchange of students and faculty. Our Advisory Board members have provided us with suggestions to revise the College of Business vision, mission and master goals; participated in business classes; made presentations; and given our students numerous internship opportunities. Further, our faculty, students and staff have been very active in the local community. Dr. Evan Offstein has been busy providing the local businesses with professional consulting services. Drs. Shah and Sigerstad will co-present on the topic of Visioning and Strategic Planning as part of the 2011 Regional Leadership series spearheaded by the Greater Cumberland Committee. Dr. Sudhir Singh, associate dean of the College of Business, organized the Trident Initiative Annual Conference, which generated enthusiastic participation of professionals and entrepreneurs from the local community. Our students have been involved in management, marketing

and entrepreneurship projects with and for local businesses. We are proud of our relationship with the local community and continue to foster collaborative relationships between the College of Business and the rest of the University, as well as the surrounding community. The most recent exciting event for our students has been our partnership with global enterprise application software leader, SAP AG, through the University Alliances program, a global initiative that is being embraced by 1,000 member campuses in over 60 countries. This endeavor will provide our participating faculty with the resources necessary to teach technology-driven integrated business processes and strategic thinking in their courses. Students will acquire valuable hands-on experience with state-of-the-art software as applied to their chosen fields, with significantly enhanced opportunities for employment both locally and globally. Courses utilizing SAP software are being piloted as early as fall 2011 by Drs. Richard Johnson, Joanna Shore and Shakil Rahman. It has always been our goal to provide students with a supporting and nurturing environment that facilitates their learning and helps them reach their highest potential. I believe that we have been successful in achieving this goal. I am truly proud to be part of such a wonderful College and a member of such a highquality team of faculty and staff. Please visit us on our College of Business website and learn more about our programs as well as the achievements of our faculty, staff and students. Dr. Ahmad Tootoonchi Dean of the College of Business
College of Education The “Rural-to-Urban Professional Development School Program” continues to grow and has received over $130,000 in grants and other forms of support since its inception. All teacher candidates still experience the urban school visitation. This past year 20 teacher candidates worked in the Baltimore schools during the January Intersession. The College of Education graduated its third cohort of teacher candidates from the undergraduate Early Childhood/Elementary teacher education program at the University System of Maryland – Hagerstown (USMH) this past spring. This initiative was developed in collaboration with Hagerstown Community College and Frederick Community College. Candidates who have completed the first two years of teacher education at these community colleges can complete the third and fourth years of the teacher preparation program through FSU at USMH. The Colleges of Education at FSU and the University of Maryland at College Park have admitted the first cohort of graduate students into the doctoral program being offered at USMH. These students will be working on a doctorate of education in educational leadership within this program developed through the collaboration between the two institutions and the support of the University System of Maryland. The first cohort will receive degrees from UMCP, but the plan is to have FSU take

full responsibility for the program within several years. Five members of the COE at FSU have received “Affiliate Faculty” status after review by the UMCP Faculty Council and will be teaching in the program along with colleagues from College Park. Dr. Richardson, a faculty member of UMCP, and I are teaching a course this fall at USMH. The Naylor Family Trust has earned interest to allow the College to award another Naylor scholarship. The second scholar will study full-time in the Master of Education Special Education program, a particular focus on the inclusion of students with Down syndrome or autism into the general classroom. The remarkable dedication and tenacity of the faculty and staff of the College of Education at FSU have allowed us to maintain our outstanding programs and effective instruction during this period of fiscal challenge. Faculty members continue to give above and beyond to make sure students succeed with a minimum of disruption from the economic downturn. Dr. Clarence E. Golden, Jr. Interim Dean of the College of Education
College of Liberal Arts and Sciences One of the critical core values of the College of Liberal Arts and Sciences (CLAS) is "a high standard of excellence in teaching, service, research and other professional endeavors." During the last year, our faculty have demonstrated extraordinary achievements, as evidenced by the number and quality of faculty publications, presentations, performances, reviews and exhibits, as well as the many hours faculty have spent in academic, community and professional service. And this impressive list only touches on the contributions, many unreported, made by our faculty. Confirmation of the quality of this work is provided by the number of awards, funded grants, honors and other distinctions bestowed on the faculty. Especially in times of budgetary constraints, it is important to develop and enhance partnerships and collaborations with regional businesses. CLAS is working with the University to develop relationships with Maryland Industrial Partnerships to enhance the prospects for economic development within the region. The College collaborates on the local level with the Evergreen Heritage Center as well as Alliant Techsystems. These types of alliances may bring additional financial resources to the area and opportunities for faculty research, student internships and jobs for our graduates. Planning is under way for the construction of the new Center for Communications and Information Technology. Several meetings have been held between FSU constituents and the ASG architectural consultants to design the building that will house Mathematics, Computer Science, Graphic Design, Mass Communication, WFWM, FSU TV-3, a planetarium, the Office of Academic Computing and Instructional Technologies and other offices on campus. To address state workforce shortage areas, CLAS created new academic programs. A new minor in sustainability was implemented in the fall of 2010 as a result of recommendations from a CLAS Sustainability Committee Working Group

that met for approximately two years. The new RN to BSN program continued to grow, and an accreditation team was on campus during the spring of 2011. A collaborative engineering program was implemented on-site at Arundel Mills Regional Education Center, and a Bachelor of Science Psychology program was offered at the USM–Hagerstown campus. Also, the Biology Department continues to work with Hagerstown Community College to develop a collaborative Biotechnology program. As a means of enhancing regional engagement, the College again sponsored the Savage Mountain Summer Arts Academy and maintained a number of other summer programs for middle and high school students and teachers in the areas of science and technology. CLAS supported the first annual Science and Engineering Festival and the fifth annual Appalachian Festival. The College continued its work with the Appalachian Center for Ethnobtanical Studies grant. Also, Mountain City Traditional Arts, located in downtown Frostburg, continued to provide the region with educational workshops, musical presentations, displays of art work, literary readings and other folklore and folklife programming. The Center for Creative Writing in the Lyric Building on Main Street expanded its community presence. Additionally, FSU and the Department of Communication Studies hosted the 26th annual Maryland Communication Association Conference. Another important achievement was the success demonstrated by CLAS faculty in obtaining external grant funding. Seventeen grant awards, totaling $983,000, were received in fiscal year 2011. Additional college program accomplishments can be viewed on our newly redesigned website at www.frostburg.edu/colleges/clas/ index.htm. CLAS will continue to place the highest priority on lifelong learning and professional development for faculty, as stated in our CLAS Strategic Plan. For it is through example that faculty will instill this same commitment to lifelong learning in our students. Dr. Joseph M. Hoffman Dean of the College of Liberal Arts and Sciences

Faculty Achievement Awards, 2011 Academic Accomplishment Dr. William L. Anderson Department of Economics Dr. Anderson has been honored for significant contributions to his field and the FSU community. His extensive body of work consists of 25 peer-reviewed journal publications, three book chapters, nearly 30 presentations at national conferences, nine published book reviews and 20 other publications in various newspapers and magazines. He recently authored a book about Austrian Economics, a branch of neo-classical economics, which will be published later this year. Dr. Anderson has been a consultant on prominent legal cases and has been interviewed by Russia Today and the BBC for his expertise on economic policy. Dr. Anderson’s teaching ranges from helping new freshman majors up to challenging graduate-level students; his ratings have been consistently high. As one of his colleagues states, Dr. Anderson is “hardworking, determined and always willing to go the extra mile to get the job done effectively.” Academic Accomplishment Dr. Scott P. Johnson Department of Political Science Over the past few years, Dr. Johnson has produced an impressive collection of scholarly work, the most prominent being a two-volume encyclopedia titled Trials of the Century: An Encyclopedia of Popular Culture and the Law. This work contains a chronological summary and analysis of over 100 American trials and is quickly becoming a valuable reference work for high school and college libraries around the country. Dr. Johnson has authored articles on Supreme Court decisions and criminal evidence in law journals and instructors manuals and study guides for two leading textbooks on criminal justice; he has also given numerous conference presentations on constitutional law and criminal justice. Finally, Dr. Johnson has been instrumental in mentoring FSU students, many of whom have gone on to law school and successful legal careers.

Faculty Achievement Awards, 2011 University and Community Service Dr. Yan Bao Department of Accounting Dr. Bao has been instrumental in FSU’s China Initiative by helping the University build an academic relationship with Hunan Normal University in China. Dr. Bao has generously volunteered her time to translate recruitment materials and correspondence and has worked to assist Chinese students at FSU through orientation, advising, class selection and registration. In fall 2009, Dr. Bao spent her sabbatical in China, working toward the goal of offering FSU’s MBA program at Hunan University of Commerce in 2012. In addition, she is one of the founding members of Allegany Academy, Inc., a nonprofit corporation established to help open the first charter school in Allegany County. Regarding her service, one of her colleagues said it best: “Dr. Bao is an outstanding, effective and skilled ambassador for the University.”
The Faculty Achievement Awards are made possible through generous gifts to the FSU Foundation, Inc.

USM Regents' Award, 2011 Public Service Gerard LaFemina Department of English Mr. LaFemina was honored at the spring meeting of the University System of Maryland Board of Regents with the Regents’ Faculty Award for Public Service. The USM Regents’ Faculty Award is the highest honor that the Board bestows to recognize exemplary faculty achievement. Mr. LaFemina’s honor marks the fourth time in the past five years that an FSU faculty member has been honored by the Regents. Mr. LaFemina’s nomination highlighted his work piloting the Frostburg Center for Creative Writing, a literary arts outreach program developed within the Department of English and sponsored by the College of Liberal Arts and Sciences. As director of the center, Mr. LaFemina created partnerships with the arts, educational and business communities; developed quality educational and cultural programming; and promoted the economic impact of arts programming to the community at large. He facilitated the move of the center to Main Street in Frostburg where they now serve as a partner in Arts Walks and other downtown activities. Under his direction, the center has served over a thousand writers during the past three years through such innovative programs as their veteran workshops, the Visiting Writers series, the first annual One Act contest held in 2010 with entrants from throughout the country and the annual Nightsun Writers Conference in 2010 that drew writers from five states. Mr. LaFemina has also offered programming for the past three years as part of the Savage Mountain Summer Arts Academy for high school students. These weeklong, residential camps in Creative Writing and Garage Band have been very popular and well attended by students from the local region and throughout the state. Other activities and events he has sponsored include several book groups and writing groups; free monthly craft talks with established writers; The Process of Making talks, which bring a writer and artists together with an audience to investigate the process by which “art” gets made; a regular writing workshop at the Group Home for Young Women at the Cumberland YMCA; and the annual Western Maryland Small Press Fair, which brings publishers and editors from around the region to Frostburg to meet with writers, readers and students from four states and the District of Columbia. An active member of the Allegany Arts Council, Mr. LaFemina has served on their Board of Directors since 2005. He often partners with the Allegany County Library System to offer workshops and discussion groups and offers readings of his work within the local community.
