1. About the University The Yashwantrao Chavan Maharashtra Open University (YCMOU) was set up in July1989 by Act XX (1989) of the Maharashtra State Legislature. The degree/diploma of this University is treated as equivalent to the degree/diploma of any other university for the purpose of employment in government and semi-government establishments. One of the major goals of the University is to create, preserve and disseminate knowledge to its learners and the masses and thus become a ‘Mass-Varsity’. The emphasis, throughout, is on developing educational programmes which qualify a person to get a better job, to start earning on his own or help a working person to improve her/his career. Providing education through classroombased system is expensive, rigid and puts time constraints on the learners. Technology based education of YCMOU provides the following benefits: 

It has outreach to the masses.



It is flexible: ‘learn anywhere and anytime and as per your pace and style of learning’.

2. About the School of Computer Science The School of Computer Science is one of the eight schools of studies located at the headquarters of the University. Through its quality policy, the School aims to enhance and sustain excellence of its educational programmes. It has a vision to create computer literacy by taking computer education to the masses. The School envisages to: 

Develop degree, postgraduate and research level computer programmes for creating professional manpower required by the IT industries.



Develop need-based and job-oriented short-term computer programmes to meet the huge demand of IT skilled manpower in business and industry.



Ensure relevance of programmes by updating the curriculum dynamically.



Provide e-Learning support to its students.



Establish tie-ups with industries and other educational institutions to share experience and knowledge.



Carry out research in multimedia, virtual reality, fuzzy logic, neural networks etc. that will help in developing new methods, tools and techniques useful for computer education and applications.

The School imparts computer education through the Authorized Study Centres.

3. Need for Degree and Diploma in Industrial Science Education is the driving force of economic and social growth of the nation. It is the need of the time to generate skilled manpower suitable for industrial and business sectors. In order to provide technical education to the youth to enable them to acquire competency required by the industry, the university has developed and launched degree and diploma programmes in Industrial Science.

4. Study Centre The Study Centre is authorized to conduct the academic programmes offered by the University. The list of approved Study Centres for Industrial Science programme is given in this Prospectus (See Sec. 18). The list of Study Centres offering BSc (Industrial Science) programme along with the other details can be viewed on the university portal: http://ycmou.digitaluniversity.ac (on the web page of the School of Computer Science) The Coordinator of the Study Centre shall look after all the activities of the Study Centre including the practical of the students. The Study Centres perform the following important functions: 

Conduct the Courses as prescribed by the University in a conventional manner.



Distribute Prospectus to the learner.



Forward necessary information to the University as and when required.



Organize audio/video lectures, counseling sessions at regular intervals according to the YCMOU norms and patterns.



Facilitate delivery of instructional material and arrange practical sessions.



Perform duties as an examination centre.



Provide any other additional facilities for the students’ benefit.

Students should carry out the entire practical at the Study Centre. The Coordinator/Instructor of the Study Centre will supervise the practical activities.

The student can complete the programme in minimum duration as mentioned in the above table. If the student fails to complete the programme within the maximum duration as mentioned in the above table, he/she will be required to re-register for the programme.

7. Eligibility and Documents to be attached along with the Student’s Admission Form: At present there is no provision in the University to admit international students. The other eligibility criteria are given below: Sr

Science For P45: BSc (Industrial Science): Documents to be attached along with the Admission Form of the student are as follows: (ATTESTED TRUE COPIES) 1) Statement of Marks of 10th standard 2) Statement of Marks of 12th standard or equivalent / MCVC / HSC vocational / ITI / Maharashtra State Board of Vocational Education course 3) Leaving Certificate 4) In case of Student’s Name Change, name change can be accepted only if the Gazette copy is provided by the student at the very first time of admission at the Study Centre at the time of admission. Later sending the documents by post, courier etc will not be accepted.

Direct admission to the Second Year of BSc (Industrial Science) Degree Programme 1. The students who have passed (10+3 years or 12+2 year) diploma of MSBTE or equivalent are eligible for 2nd year of BSc (Industrial Science) programme. Such students will not be eligible for further course exemption from Second and Third Year of the Degree Programme. Along with the admission form and fees of the Second Year, the student will be required to fill separate form for exemption of First Year and pay the Exemption Fees of Rs. 1000/- in addition to the university fee share for second year. (The First Year Exemption Form is given in Appendix C).

2. Note: The students who have passed 12th examination after taking the admission to the diploma in industrial science are NOT eligible to take direct admission to second year. However, such students can take admission to the 1st year of B.Sc. (Industrial science) by paying Rs. 1000/- only (instead of first year fee). The best performance of marks obtained in the courses of diploma in Industrial science and courses of 1st year B.Sc.(Industrial science) examination will be considered for first year degree mark sheet. For P44: Diploma in Industrial Science: Documents to be attached along with the Admission Form of the student are as follows: (ATTESTED TRUE COPIES) 1) Passing Certificate of Std X and Statement of Marks 2) Leaving Certificate / Birth Certificate 3) In case of Student’s Name Change, name change can be accepted only if the Gazette copy is provided by the student at the very first time of admission at the Study Centre at the time of admission. 8. Language of Instruction The medium of instruction of both the programmes is English Language only. All the Printed Study Material of the programmes is in English. The medium of examination will be English. However, the Coordinator, Instructor or Counselor may use English, Marathi or any other language to help the students understand the subject well.

9. Educational Network for Programme Delivery The University has its headquarters in Nashik. Keeping in line with its vision of taking education to every doorstep, the University takes care to provide its academic programmes to the students located in different parts of Maharashtra State. For this the University has established 10 Regional Centres and established the network of authorized Study Centres in Maharashtra. The University is not merely an examining body but it takes full responsibility for the entire teaching learning activity and evaluation of students. The instructional package consists of the following components: 

Study material developed by experts using instructional technology.



Good quality instructional text adopted from the market.



Video lectures by experts.



Face-to-face contact sessions organized at the Study Centres.



Practical Component handled at the Study Centres.



Evaluation of students at the examination centres.

In the case of Diploma in industrial Science, the student is required to pay the entire fees along with the admission form at the Study Centre.



In the case of degree programme, the student is required to pay yearly fees along with the admission form while taking the admission at the Study Centre.



The fees include the examination fees for the first attempt.

11. Registration of Students Admissions to the Diploma in industrial Science and BSc (Industrial Science) are made by the Study Centres. The list of approved Study Centres for Industrial Science programme is given in this Prospectus (See Sec. 18). The list of authorized Study Centres offering these programmes is also available at the following link: http://ycmou.digitaluniversity.ac (on the web page of the School of Computer Science) The students can either take admission for diploma or for the degree programme. The students interested in pursuing BSc (Industrial Science) can take admission to the first year. Admission to the second and third year of a degree programme also requires the submission of the admission form. 12. Changing the Study Centre The Student once registered, cannot change the Study Centre in-between the academic year for which the fees have been paid. However, while taking the admission next time, the student can change the Study Centre. The admission form should be filled and submitted to the new Study Centre.

13. Re-registration for the Programmes The registration to the Diploma in Industrial Science will be valid for a period of 3 years. The registration to the programme BSc (Industrial Science) will be valid for a period of 5 years including the year of registering for the first year. The student should complete Diploma in Industrial Science / BSc (Industrial Science) successfully within the said period. After the expiry of the valid registration period, the student should re-register i.e. take fresh admission to the programme by paying to the University, the fees specified in the Prospectus (provided the University continues to offer the programmes at that time). The student should re-register immediately in the next batch after the expiry of the registration period. All the rules and regulations, which exist at the time of reregistration, will apply to the student. However, the student may be allowed to take advantage of credit transfer for the courses as per University rules.

14. Evaluation The evaluation method for each component is given below: Depending upon the nature of the course, the combination of the following components is used for evaluation: 

Theory Examination: Objective test (multiple choice questions) of 40 marks (Student has to get minimum 10 marks out of 40 for passing theory examination)



Assignments: 3 Assignments of 20 marks each. Total marks of all the three assignments will be considered for reporting purpose. (Student has to get minimum 15 marks out of 60 for passing evaluation based on assignments)



Practical Examination: Practical Examination of 60 marks will be conducted. (The student has to get minimum 15 marks out of 60 for passing practical examination)



Major Project: Major Project Examination shall carry 300 marks (Student has to get minimum 120 marks for passing). The distribution of marks is as follows:  Project Report

Passing in a Course: Student should obtain minimum aggregate 40 % marks The evaluation of a course shall be done according to the performance of students in the respective components.

Award of Diploma A student becomes eligible for the award of diploma after successful completion of the entire course components included in the diploma programme.

Award of Degree A student becomes eligible for award of degree after successful completion of the courses included in the concerned degree programme.

Award of Class The class of diploma and degree programmes shall be given according to the following table. The class of the degree will be awarded based on the marks obtained in the courses of semesters IV, V and VI except project course.

15. How to Seek Admission … 1. Collect the Admission Form and Bank Challan from the Study Centre. 2. Read Prospectus, admission form and bank challan carefully before filling up the details. 3. Fill the admission form and bank challan in English, clearly and completely, without overwriting. 4. Attach the attested copies of documents required for verification of eligibility with the admission form. (Mark sheets for supporting eligibility conditions; In case student has passed in more than one attempt all marks sheets must be attached with the admission form). 5. Get the filled admission form and enclosures checked from the Study Centre. The University does not accept any admission form or fees directly from the students at the University. The University does not undertake any responsibility for such admission forms. 6. Pay the Study Centre share of the Programme fees at the Study Centre. 7. Collect bank challan duly stamped by the Study Centre. 8. Make payment of the YCMOU fee share amount along with the service charges in the nearest branch of Bank of Maharashtra or Bank of India or Central Bank of India or Punjab National Bank or Union Bank of India and collect two parts of the challan from the Bank. Ensure that Transaction Number is written clearly on both the parts of the challan. Also ensure that both parts of the challan are duly stamped by the Bank. Fees once paid will not be refunded under any circumstances. 9. Retain one part of the challan with you and hand over the other part of the challan to the Study Centre for attaching it to the admission form (personally ensure that the challan is attached to YOUR admission form). 10. Take receipt of the Study Centre Fee Share from the Study Centre. The challan retained by you (the student) should be treated as the receipt of YCMOU fee share. 11. After three months of last date of Admission, check personally at the Study Centre whether your admission has been confirmed by the university.

Subject: Recognition of Degrees awarded by Open Universities. Sir/Madam, There are a number of open Universities in the country offering various degrees/diploma through the mode of nonformal education. The Open Universities have been established in the country by an Act of Parliament or State Legislature in accordance with the provisions contained in Section 2(f) of University Grants Commission Act, 1956. These universities are, therefore, empowered to award degrees in terms of Section 22(1) of the UGC Act, 1956. A circular was earlier issued vide UGC letter N.F.I-8/92(CPP) dated February, 1992 mentioning that the Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated equivalent to the corresponding awards of the Universities in the country. Attention is further invited to UGC circular No.Fl-25/93(CPP-II) dated 28th July, 1993 (copy enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by students between the two types of universities so that the mobility of students from Open University stream to traditional Universities is ensured without any difficulty. The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to ensure mandatory requirements viz. minimum essential academic inputs required for awarding such degrees. A copy of Gazette Notification regarding specification of degrees issued vide No.l-52/97(CPP-II) dated 31st January 2004 is enclosed. The details are also given in UGC Web site: www.ugc.ac.in May, I therefore request you to treat the Degrees / Diploma / Certificates awarded by the Open Universities in conformity with the UGC notification on Specification of Degrees as equivalent to the corresponding awards of the traditional Universities in the country.
