Q) What do you estimate the unique number of users for PRINCE2 on the Learning management System will be over the two years of the contract. It will help to have a view of the potential usage for online users. A) An estimated number would be 5,000 / year but we would like to build the system to support a capacity of up to 80,000 Q) Can you clarify the role of the Learning Management System in the solution – is it mandatory that it has to be hosted by the UN on their own servers, or are you open to a cloud based approach where the LMS is located on external servers to the UN, as long as it meets your requirements? A) We expect the system to comply with our IT standards and be readily hostable on our systems. However, we will evaluate proposals for cloud based approaches. Q) You say that the platform (which we interpret as a Learning management System) should be a ‘open, user friendly platform’ – would you consider a platform that meets all your requirements for flexibility, reporting, updates and growth, but is proprietary code at its core? A) The system does not have to be “open source” to the public but UNOPS must own the intellectual property including the code base. Q) Does the UN already use open source SCORM platforms for online learning such as Moodle in other areas of training? A) UNOPS does have a SCORM based platform for tracking learning accomplishments but it is a custom solution which is why it is critical that the development be compliant with the technical elements in the RFP. Q) Just to clarify, do you expect the translated courses, in French and Spanish to be included in the total price for this bid? A) The translation is part of the turnkey solution and should be offered, but the price breakdown should be provided in financial proposal template provided in the RFP, translation should be priced distinctly. Q) I just wanted to clarify that you do not require any confirmation that we are going to submit a bid – for other UN bids sometimes we have to send in a letter acknowledging we have received the documents. A) As it is open solicitation, where interested bidders can access the solicitation documents online, we don’t demand acknowledgment of the bidding documents or confirmation of participation in this exercise. Q) Is it mandatory that the training content is aligned to a UN context? A) The initial Prince2 training content can be generic and is expected to be already certified. However, it will need to be modified to the development context within 12 months. UNOPS will provide the necessary examples working with the Supplier. The financial proposal should include this as part of Item 1. “Training Courses” and not separately or as part of another element. Q) Producing the eLearning content and then having it translated could take longer than the 3 months indicated on p13. Is this milestone flexible? A) The content in English is not flexible in terms of dates and must be accredited by APMG. It is acceptable that translations be delivered after one additional month. Q) What is meant by the phrase ‘open source the development of language packages’ on p10? A) UNOPS sees language as a major barrier to local government use of Prince2® training and would like to allow users to download course content, translate it, and then upload them for use in the course. These translations would then need to be

vetted and approved for use before launching and becoming part of the languages available for users. Q) The ‘Guidance’ section on p12 indicates that suppliers should teach users how to ‘modify the materials’ – However, as PRINCE2 is accredited, the material cannot be modified unless it submitted once more for accreditation. Will the supplier be required to seek accreditation if further changes are made? A) The Supplier will be expected to handle the accreditation of the changes required to customize the training to a development context. However, further changes made by UNOPS will be the responsibility of UNOPS to accredit. Q) P12, VI, ‘e’ states ‘the Intellectual Property Rights will be owned by UNOPS’. However, the PRINCE2 IPR is owned by the Cabinet Office and as such cannot be transferred to UNOPS. As such, can you confirm this is not a mandatory requirement? A) This intellectual property of PRINCE2® is not mandatory. Some examples of the IP rights UNOPS would like to own are: Code Base, Training Material, translations, and other material developed as part of the RFP
