1. INTRODUCTION Turkey is a country bridging betweenAsia and Europe,neighboring9countries.Thepopulationis71,794,000. Thenumberofdrivinglicenseholdersis17,296,216.The numberofmotorvehiclesis10,236,357. Additionally, almost 6,500,600 motor vehicles are using Turkish Roads for international road traffic per year. TheratioofincreaseofpopulationandmotorvehicleownershipisveryhighinTurkey.Between1995 and2004,thepopulationincreasedby16.29%andmotorvehicleownershipincreasedby72.83%.Duringthe lasttenyears(1995-2004),thenumberofroadtrafficaccidents (92.14%) and injuries (19.35%) also increased. Fortunately,thenumberoffatalitiesdecreasedby26.27% duringthatperiod.
2. HOW TURKEY SUCCEEDED THE DECREASING FATALITIES? Decreasingfatalitiesby26.27%wasnotacoincidence. Turkey took necessary and important measures inordertoreduceseriousaccidents.Themeasureswere takenonroadtraffic(1)engineering,(2)education,(3) enforcement and (4) rescue, first-aid and emergency healthservices. TurkishRoadTrafficLawwasamendedonOctober 17,1996bythelawnumber4199.Thankstothisamendment: 1) HighCouncilforRoadSafetyheadedbyPrimeMinisterwasestablished; 2) RoadTrafficSafetyCouncilHeadedbyDeputyDirectorGeneralforSecuritywasestablished; 3) RoadSafetyResearchCenterwasestablished; 4) TurkishGendarmebegantoactinRoadTrafficactivitieslikenationalpolice; 5) HonoraryRoadTrafficInspectorsbegantoworkin ordertosupportGendarmeandPoliceinspections; 6) Road Safety Education became compulsory during primaryandsecondaryschooling; 7) Amountsoffineswereincreased; 8) Punishmentsbecameheavierlikesuspensionorcancellationofdrivinglicense,imprisonmentetc; 9) Frequent violators became subject to psycho-techniqueassessment;
10)Obligationtogotodrivingschoolforhavingdriving license; 1 1)Incomebeingusedforroadtrafficserviceswereincreased. (1) The Main Activities Achieved on Road Traffic ENGINEERINGduringtheLastDecade: • Security standards of motor vehicles were improved(HarmonizationtoEuropeanUnionLegislation); • Thelengthofmotorway-autoroute-wasincreased by550kmmore; • Thelengthofdividedhighwaywasincreasedby 6,100kmmore; • 1,253blackspotsonroadswereimproved; • 23overloadingcontroldevices,whichareverysophisticated,begantowork; • Modernizationandimprovementofrailwaytransportation; • Underground-Metro began to operate in several bigcities(likeinAnkaraandIstanbul); • High technology (computerized) traffic control centersbegantooperateinseveralbigcities; • Encouragementandsubventiontooperateseatransportation. (2) The Main Activities Achieved on Road Traffic EDUCATIONduringtheLastDecade: • Compulsory road safety education began at primaryandsecondaryschools; • Compulsoryroadsafetyeducationprogramswere broadcastedatlocalandnationalradiosandTelevisonstationsforataleasthalfhoureveryweek; • Several universities increased their functions in favorofroadsafety; • NGOsincreasedtheiractivitiesonroadsafety; • Compulsoryattendanceatdrivingschoolstohave adriving-license; • Compulsoryandextraeducationforheavyvehicle driversinordertodrivecommercialaim. (3) The Main Activities Achieved in Road Traffic ENFORCEMENTduringtheLastDecade: • Patrolcarsequippedwithvideocamerasandcomputerswereputinservice; • Road traffic data collection and assessment centersbegantooperate; • Specialized Road Traffic Police Training Center (School)begantooperate; • RoadTransportationLawcametoforce; • Legislation on using effectively tachometer on heavy vehicles came into force. Heavy fines and punishmenttoviolatorsagainsttakographlegislationwereimplemented; • Coordination between road traffic institutions thankstothea/mcouncils; • National Gendarme began to act on road traffic likeNationalPolice; • National Police enlarged its structure in favor of roadsafety;
•Fineamountswereatsetofdeterrentlevelandsubjecttoincreaseateveryyear; • Enforcementwithtargetsandplans; • Training in service and controls realized by big companieswhohireheavyvehicledrivers. (4) The Main Activities Achieved in Road Traffic RESCURE,FIRST-AIDandEMERGENCYSERVICESduringtheLastDecade: • CommandControlCentersineverycityweremodernizedandimproved; • EmergencyServiceStationswereincreased.There areactually1,094stations; • Ambulanceswereincreased.Thereare1,094ambulancesnow; • KnowledgeandabilityofsocietytoprovideFirst AidandEmergencywerealsobeingincreasedby FirstAidCentersrunbytheMinistryofHealth.

4. CONCLUSIONS Ifwebearinmindhowroadtrafficaccidentsnegativelyaffectindividualsandsociety,ourtargetshouldbe “Vision Zero” like in Sweden. To take preventive measuresarebothmorehumanitarianandeconomical.Therefore,therearestillmanythingstobeachievedinorderto havebetterroadsafetyinTurkey.Weneedtotakemore effective(preventive)measuresinthefollowingareasat
