VACANCY ANNOUNCEMENT The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of rural electrification projects under several sources of funding INCLUDING Government of Uganda and various Development Partners. REA now invites applications from competent Ugandan Nationals to fill the following posts: A) PRINCIPAL ADMINISTRATION AND HUMAN RESOURCES OFFICER- (1) Job Title: Principal Administration & Human Resources Officer Department: Finance & Administration Unit: Administration & Human Resource Grade: REA 4 Reports to: Manager, Finance & Administration Job Purpose To facilitate the development, updating and guiding overall implementation of various Administrative and Human Resource policies, strategies, systems and procedures to support the achievement of REA’s objectives. Ensure that appropriate employees are recruited, selected, deployed, developed and retained by the Agency in accordance with the policies, procedures, specific Terms and conditions of service; and current legislations. Key Duties/Responsibilities : • Develop, update and monitor overall operation of various Human Resource and Administrative policies, strategies, systems and procedures leading to the achievement of organizational objectives. • Provide comprehensive advice and guidance on terms and conditions of employment aligned to current legislations, field best practices and REA’s Human Resource Policy. • Manage and coordinate Organizational Development and Change Management in line with the corporate strategy. • Directly work with Management Team to coordinate the staff performance management process and instil a high performance culture. • Initiate, design and effect appropriate recruitment, selection, and placement policies and procedures in line with the Terms and conditions of service. • Develop and implement cost effective fleet management, asset management systems and procedures that support the realization of REA’s strategic objectives. • Develop and monitor the implementation of the Unit/Section of Administration and Human Resource Business Plans and Budgets. • Initiate systems for implementation of effective training, development and leadership programs in line with the REA’s strategy and objectives. • Ensure staff insurance schemes are in place and are effectively managed. • Ensure implementation of health, safety and welfare services in line with the Human Resources Policies. • Monitor and enforce standards of service delivery including core values by staff. • Perform any other duties in line with the function that may be assigned by the supervisor.
C) PV Officer (1)
Job Title: Photovoltaic Officer Department: OFF-GRED Grade: REA 5 Reports to: Manager Job Purpose: To coordinate the implementation of solar photovoltaic PV access activities aimed at accelerating the dissemination of solar product especially among the income segment of the population in order to displace the use kerosene as a main source of lighting. Key Duties/Responsibilities : • Coordinate the implementation of off-grid standalone solar energy related activities. • Design and implement a solar energy access programme aimed at providing basic electricity services to low income segment of the population • Ensure quality of solar products on the market in compliance with UNBS standards. • In corroboration with the Community Outreach Unit undertake public awareness campaigns to inform consumers of the benefits and characterizes of good quality products. • Provide technical assistance, including training to designated key stakeholders in the solar industry. • Monitor and evaluate, on the on-going basis, the performance of solar activities and their impact to targeted communities. • Represent REA on committees and forums which support the development PV in Uganda in various agencies/institutions. • Perform any other duties as may be assigned by the Head of Department. Qualifications and Experience • A Bachelor’s Degree (Hon) in any of the following disciplines: Engineering, Physics, Marketing or Business Studies. • A Master’s Degree or Post Graduate Diploma/Certificate from a recognized institution in Solar PV technology/marketing or related energy studies will be an added advantage. • At least 5 years of experience in the PV industry, with experience in design, installation and marketing or promotion. • Experience working with rural communities on rural development issues will be an added advantage. D) PROJECT ACCOUNTANT - (1)
Job Title: Assistant Information Technology Officer Department: Finance and Administration Unit: Information Technology Grade: REA 7 Reports to: Senior Information Technology Officer Job Purpose The Assistant IT Officer will be responsible for the day to day handling of IT related issues at REA. The position entails ensuring that IT services are available to REA staff at all times with minimal downtime. Key Duties/Responsibilities : • Provide first point of IT Support contact for all REA staff. • Troubleshoot technical issues to resolution and/or escalate to service providers as required. • Log all incidents and service requests in REA’s designated service desk system. Where necessary logging on behalf of REA staff. • Manage service desk tickets, planning and prioritizing systematically to minimize backlog and ensure operational efficiency. • Ensure system and data security is maintained at a high standard, ensuring the integrity of the REA network is not compromised. • Expedite the repair of hardware faults and software configuration problems, notifying or forwarding to relevant service providers in a timely manner. • Monitor performance of REA systems, ensuring issues are appropriately escalated and resolved. • Demonstrate commitment to and promotion of a culture of service excellence and continual improvement within the ICT section. • Assist with ongoing development of related departmental policies and procedures, including appropriate controls around the agency’s change management. • Perform any other duties as assigned by the Supervisor.
Qualifications and Experience: • A Bachelor’s (Hon) degree in Computer Science or Information Technology or its Equivalent • At least 3 years relevant IT/industry experience and/or qualifications/ experience in the following areas: WAN, LAN, Windows Server, Windows Desktop, Microsoft Office, Email management, database management and web content management • Any Microsoft, Cisco, Security, UNIX/Linux, ITIL, Cobit 5, Network and IT Service management Certifications is an added advantage Job Title: Project Accountant Department: Finance & Administration

G) ASSISTANT COMMUNITY OUTREACH COMMUNICATIONS OFFICER (ACOC) – (1)
Job Title: Assistant Community Outreach Communications Officer Department: Project Development and Management Unit: Community Outreach Grade: REA 7 Reports to: Principal Community Outreach Communications Officer Job Purpose The position entails enhancing the visibility of the Agency and its activities through appropriate publicity and marketing of REA products and services to communities in the rural areas; liaise with other stakeholders such as MEMD, UEDCL, UETCL, UMEME, and REA Concessionaires and District leaders amongst others. Key Duties/Responsibilities : • Working with beneficiary communities on issues of rural electrification • Liaising with the planning unit to ensure all community schemes applicants are mobilized and get sensitized on procedures of getting electricity • Sensitize communities on energy efficiency, production use of energy and issues of health and safety when using electricity • Increasing community awareness on all REA projects including PVTMA and the OBA programme and NORAD subsidy programme. • Giving marketing support to the Concessions Management team and service territories • Perform any other duties as assigned by the Supervisor. Qualifications and Experience:
I) ASSISTANT FINANCIAL & ECONOMIC ANALYST (1) Job Title: Assistant Financial & Economic Analyst. Department: Investment Planning & Promotion Unit: Investment Grade: REA 7 Reports to: Manager Investment Planning & Promotion Job Purpose Contribute to the achievement of the mandate of the Investment Planning & Promotion department. Key Duties/Responsibilities: • Participate in the preparation of feasibility studies for identified priority projects. • Provide support to the Master Planning process for service territories and continuously update Service Territory Business Plans on an annual basis. • Promote business approaches including low cost technologies to realize cost savings and bring services closer to sparsely populated areas. • Maintain an up to date database of average costs of construction materials, average consumption patterns of the territories, average consultancy costs, tariffs charged, average costs of alternative energy sources. • Participate in the preparation of TORS for Consultants for the under taking of feasibility studies. • Handle coordination between ERA and Service Territory Concessionaires especially on issues related to tariffs. Qualifications and Experience: • An Honours Bachelor’s (honours) degree in Economics, Development Economics or Business Administration. A Master’s degree in relevant field shall be an added advantage. • Minimum of 3 years in a reputable Organization doing a similar role. • Possession of a demonstrated ability to carry out energy demand forecasting, economic and financial feasibility assessment of the energy sector projects applicable to rural electrification. • Knowledge of the use of statistical software for data analysis. • Knowledge of the energy sector and possession of experience in the preparation of energy sector feasibility studies. J) OFFICE ATTENDANT (1) Job Title: Office Attendant Department: Finance and Administration Unit: Administration and Human Resources Grade: REA 9 Reports to: Administration Assistant Job Purpose The Office Attendant will ensure that offices are clean and provided with supplies. Key Duties/Responsibilities: • Ensuring that offices are clean and orderly • Assisting the Administration Assistants with filing work • Collect, deliver messages and documents to their destinations as directed by supervisors • Preparing and serving office refreshments • Photocopy, bind and fax documents as directed by supervisors • Assisting the receptionist with guiding visitors • Any other duties as may be assigned by supervisors
