SCOPE and LIMITATIONS
This paper is about the Quezon City Biogas Emission Reduction Project, and not the whole Payatas Landfill Transformation Program. The group mentions the latter merely to provide a solid ground for the institutional framework and private sector involvement.
Some of the parts of this paper, i.e. terms in the memorandum of agreement and operational structure, are crafted by the group based on the secondary references and interviews conducted. Though the group exerted efforts to secure the documents needed, the following reasons made the group decide to improvise just to be able to provide a more comprehensive and informative report:
1. Confidentiality of the MOA. The group requested both parties, i.e. Payatas Operations Group and Pangea Green Energy, Inc., for the MOA but it seems that the agreement is confidential that both do not want it to be borrowed or photocopied. However, a POG representative let the group take a look at their copy of the MOA. This is where the data came from.
2. Unavailability of the Administrative Order creating POG. The group personally requested the said AO; however, as per the POG representative, their office has not secured a copy of the Order.
3. Unavailability of the Resource People. The group tried to set an appointment with the resource people (as provided by the Professor) but to no avail of the latter.
