EMPLOYMENT:
Increasing labour force; only a quarter of employable youths get jobs; Majority of those employed are underemployed.

The youth representation in the 11 Parliament was 11%. The National Assembly had 37 and the Senate 14. th
Among the 51 youth 17 were women. Majority came in under affirmative action. A total of 28 Bills from the young parliamentarians were discussed in both Houses. The young MPs sponsored a number of laws touching on youth issues e.g. employment and education. A large number of young parliamentarians were out of touch with youth needs. There are young MPs who never contributed anything in the th entire period of the 11 Parliament. The young members supported each other especially in laws regarding youth issues e.g. The National Employment Authority. All the young MPs had at least a University degree.
1. Speaker lobby members, Majority leaders and committee chairs, courtesy of their roles are by default the most vocal Parliamentarians. 2. Records of Parliamentarians sharing surnames e.g Omondi, Nyaga may be mixed up, Hansard entries are hard to distinguish as the records do not always include their initials 3. Mzalendo has gathered data from the Hansards (National Assembly and Senate) as published by Parliament and analyzed the verbal presence of parliamentarians to find out the top performing representatives in both Houses using a simple quantitative metric – the total number of times the Member of Parliament spoke on the floor as indicated by the Hansard. 4. While it is difficult to measure the quality of a single Parliamentarian, oral statements made on the floor of the House are an important performance measure for both MPs and Senators. Citizens can use the number of oral statements made on the floor of the House to tell whether or not their elected representative is participating in policy and legislative discussions i.e. did the MP or Senator make valuable comments? Did they speak on issues important to their constituency? Are they delivering on their campaign promises? 5. To provide a comprehensible metric on Parliamentarians performance, information on their committee participation, individual voting records and attendance data would be useful to have. But with the limited access to attendance, voting records and committee minutes, Mzalendo has chosen to work with the information that is readily accessible. 6. The region of origin for nominated Parliamentarians is derived from the areas they are running for positions in this general election (2017).
