Ladies and Gentlemen: Pursuant to Section 4 of the Natural Gas Act and Part 154 of the Federal Energy Regulatory Commission’s (“Commission”) regulations, Transcontinental Gas Pipe Line Company, LLC (“Transco”) submits for filing and acceptance a substitute revised record to its Fifth Revised Volume No. 1 Tariff (“Tariff”), which tariff record is listed below. The substitute tariff record, which updates the list of non-conforming service agreements effective September 30, 2011, replaces the tariff record Transco filed on August 31, 2011 in Docket No. RP11-2471000. List of Non-Conforming Service Agreements

Statement of Nature, Reasons and Basis On August 31, 2011, Transco submitted in Docket No. RP11-2471-000, Version 3.0.0 of Part VI, Section 1 of its Volume No. 1 Tariff to update the List of Non-Conforming Service Agreements to add a service agreement dated August 16, 2010 between Transco and Angola LNG Supply Services LLC (“Angola LNG”). On August 30, 2011, in Docket No. RP112470-000, Transco filed the August 16 Agreement, which pertains to Rate Schedule FT firm

Federal Energy Regulatory Commission September 8, 2011 Page 3 transportation service under Transco’s Pascagoula Expansion Project (Contract No. 9115188), for inclusion in Transco’s Volume No. 1A Tariff.1 The agreement contains an Exhibit B and Exhibit C that do not conform to the Exhibit B and Exhibit C of Transco’s proforma Rate Schedule FT service agreement. On September 7, 2011, in Docket No. RP11-2470-001, Transco filed a substitute agreement between Transco and Angola LNG dated September 7, 2011 that supersedes the August 16 Agreement. Accordingly, the List of Non-Conforming Service Agreements submitted herein is revised to reflect the superseding September 7 agreement. Transco submits the revised list as a substitute for the list filed on August 31, 2011 in Docket No. RP11-2471-000. In accordance with Section 154.112(b) of the Commission’s regulations, Transco hereby submits Version 3.1.0 of Part VI, Section 1 of its Tariff to update the list of non-conforming service agreements to reflect the superseding agreement with Angola LNG. Effective Date Transco respectfully requests that the Commission grant a waiver of Section 154.207 of the Commission’s regulations and accept the revised tariff section effective on September 30, 2011, the anticipated in-service date of Pascagoula Expansion Project. Materials Submitted Herewith In accordance with Section 154.7(a)(1) of the Commission’s regulations, the following material is submitted herewith: An eTariff XML filing package, filed as a zip (compressed) file, containing: (1) The tariff section being revised in RTF format with metadata attached; (2) A transmittal letter in PDF format; (3) A clean version of the revised tariff section in PDF format for publishing in eLibary; (4) A marked version of the revised tariff section in accordance with Section 154.201(a) of the regulations; and (5) A copy of the complete filing in PDF format for publishing in eLibrary. Posting and Certification of Service In accordance with the provisions of Section 154.2(d) of the regulations, copies of this filing are available for public inspection, during regular business hours, in a convenient form and place at Transco’s main office at 2800 Post Oak Boulevard in Houston, Texas. In addition, Transco is serving copies of the instant filing to parties on the official service list for Docket No. RP11-2471, its affected customers, interested State Commissions and other interested parties.
