1. Location of the site
Project site is located at located at Narahenpita, adjoining Kirimandela Mawatha (Colombo – 5) in Colombo district, Western province. This land was originally leased to the National Milk Board in the year 1957 for a period of 99 years by the state. In the year 1998, a Cabinet Decision was taken to lease the subject land to the Milco (Pvt.) Ltd. for a period of 50 years, but the lease agreement was not executed. However, the Milco (Pvt.) Ltd. is paying the lease rental of the original lease executed with National Milk Board to the Government.

3.Current use & the Development proposal for the Site
Currently this particular land in extent of 13A-3R-1.02P in Colombo adjoining Kirimandala Mawatha, Narahenpita, presently occupied by the Milco (Pvt.) Ltd. MILCO operates dairy processing factories at Colombo, Digana, Ambewela and Polonnaruwa. Narahenpita factory adjoining Kirimandala Mawatha 55 year-old and it consist with office buildings, stores, laboratory, pasteurized milk factory and packing center, raw material stores, cold room, canteen, quarters, space for Sport Club and religious activities. Presently, the Milco (Pvt) Ltd. is in the process of shifting its factory to Badalgama, in Gampaha District. Further, the Milco (Pvt) Ltd. is planning to establish its marketing office, head office and distribution center within the City of Colombo. According to Milco chairman Sunil Wickramasinghe the shifting of the Narahenpita factory was essential as it was located in a place surrounded by hospitals. Such a place is not suitable for a milk factory. “This factory which commenced at the inception of National Milk Board in 1956, has expanded now with a variety of products and now it has become to a saturated point as far as the location is concerned. It has become a necessity to expand the physical extents of the buildings to expand the capacity, especially when the requirement of storage etc is considered. Further, even though the factory is located at Narahenpita which was not a populated area at that time, the present situation is entirely different. Development Plans which covers the selected land
Development Guide Plan for Kirimandala Mawatha Corridor
UDA has identified the underutilized land in Narahenpita. According to that they have identified this particular site also underutilized. This map shows how they zoning their plans according to the trend of the area. UDA plan to improve roadways and develop the underutilized lands which are in Kirimandala Mawatha. This is one of the the major development project which greatly impact and affected the selected site. Under this development plan the selected land will be potentially impacted with the proposed infrastructure facilities and land use transformations. Improvement of Kirimandala Mawatha up to 4 lanes with pedestrian walkways will solve the critical issues facing by present.

5. Justification for the site selection and development objective/purpose(s)
The selected site is in a good potential strategy location.
•
The Milco (Pvt) Ltd. is in the process of relocating its factory to Badalgama as the current space is not enough for its expansion. As such the land will be available for developing.
•
High connectivity (road transport, rail transport, strong road network). Site is located close to the main transport corridor (Baseline road) and narahenpita railway station.
•
Under the Ministry of Mega polis has proposed to BRT line along the Baseline road. They have identified Narahenpita junction as possible for the BRT station.
•
Under upcoming development plan the selected land will be potentially impacted with the proposed infrastructure facilities and land use transformations. Improvement of Kirimandala Mawatha up to 4 lanes with pedestrian walkways will solve the critical issues faced now.

Located next to the Narahenpita Economic Centre.
•
Site is located in a healthcare Cluster. There are eight private hospitals located around the site; this increases the value and potential of the site and this can be exploited in the proposal.

High land value & Land availability
Above potentials and strengths are good opportunities to gain highest and best use of the selected site.
According to the proposed Zoning Plan Kirimandala mawatha the site belongs to Commercial & Public Utility Zone (Commercial Complex, Economic Centre, Super Markets, Filling Station Bus, Shelter, Public Parking, Banks, Apartments) uses are permissible use for the site.

Existing Hospitals around the site
And also their Hospitals and health related institutions are located in the surrounding area. There are 8 hospitals around the area. (Police hospital, Asiri medical hospital, Asiri surgical, Lanka hospital, Park hospital, Oasis hospital, army hospital and Ninewells hospital) Each cluster will serve major portion of people from every part of the country to visit Narahenpita for full fill their medical purposes. Therefore, there is trend for the health related activities. Being a healthcare Cluster is a potential to the selected site. Because of healthcare attract lot of people in the area. This site has a potential used to expand capacity, improve quality and enhance the affordability of healthcare services. By doing the field observation identified area is lack of community facilities for the visitors. Considering all those things I suggest to propose health related commercial development to this site. Therefore, a planned intervention is necessary to open up this valuable land for urban development purposes. Such developments will improve the quality of the area and thereby uplift the economy of the city.
