Ferrars Street Education & Community Precinct The Precinct The Ferrars Street Education and Community Precinct (FSECP), located in Montague in Fishermans Bend, is a community hub including a primary school, community facilities and a park. Consistent with the City of Port Phillip’s vision, policies and a proud history of providing community facilities, social connection and support for children and their families, Council worked with the Victorian Government to develop the vision for the precinct, which is for the facility to become the heart of the community, where early learning, schooling, community spaces and services support a healthy and engaged community.

The Facility The Ferrars Street Education and Community Facility is a catalyst project in Fishermans Bend. The Victorian Government and City of Port Phillip partnered to plan, construct and operate Victoria’s first vertical government primary school with integrated community facilities. The facility is supporting the development of an engaged and well-connected Montague community by providing places which facilitate social cohesion, access to information and services, and the building of community relationships. This infrastructure is vital to community wellbeing and social connections by providing multi-purpose spaces for activities and participation in community life. The co-location of South Melbourne Primary School and Council community facilities in the FSECP has enabled us to create an integrated complex in an environment that provides excellent, wide-ranging services and accommodation for both the school and local communities.

Following more than a year of construction, the facility opened on Tuesday 30 January and houses: • South Melbourne Primary School • Out of Hours School Care • Barring Djinang Kindergarten, a long day care kindergarten for children three years and above • Maternal and Child Health Service • a consulting room for community services • two multipurpose rooms for community use during school hours on weekdays, some evenings and all day on weekends • two sports courts (one indoor and one outdoor). The facility benefits from easy access to public transport, with an upgraded Route 96 tram stop located opposite the building.

With extensive architectural experience in Australia, New Zealand and the United Kingdom, Richard is internationally recognised as an expert in helping schools integrate contemporary teaching and learning philosophies into creative design responses. A strong advocate for collaborative and research-driven design, he regularly collaborates with leading education specialists.

Claire has a passion for planning and designing great cities in the context of transformational growth and change. She is highly regarded for her collaborative leadership and innovative partnerships with community, key stakeholders and across local and state government to deliver exemplar integrated ‘place and movement’ outcomes for our community. Claire advocates for designing healthy, vibrant and resilient streets as places for people, the living lounge rooms of a compact inner city where our community connects, travels and recreates.

Chris Keating, CEO, Victorian School Building Authority Chris Keating is the Chief Executive Officer of the Victorian School Building Authority (VSBA). The VSBA was established in August 2016. Chris was soon after appointed to the CEO role leading the planning and delivery of the State Government’s $2.5 billion investment in Victorian schools and early childhood centres. Chris is overseeing the delivery of 56 new schools and more than 1,000 projects. Before being appointed CEO of the VSBA, Chris led the Infrastructure and Sustainability Division at the Department of Education and Training and has more than nine years’ experience delivering public school building projects in Victoria.

Carol Jeffs, General Manager of Community & Economic Development,City of Port Phillip Carol Jeffs is currently the General Manager of Community & Economic Development at the City of Port Phillip. Carol is a highly experienced and self-driven senior executive whose career spans local government, not for profit and various government agencies. Carol has a Master of Economics and qualifications in LEAN, project management and community engagement. Carol was the Interim Chief Executive Officer at Port Phillip between December 2016 and May 2017 and is the Executive Sponsor for the Ferrars Street Community & Education Precinct.

Richard has a keen interest in dynamic and integrated solutions that extend beyond the boundaries of traditional education typologies. He is the project director of the South Melbourne Primary School, Victoria’s first ‘vertical’ school whose innovative model of a school integrated with its community was named Best Future Project at the World Architecture Festival in 2016.

Noel Creece, Principal of South Melbourne Primary School Noel has been a passionate educator for close to 30 years. He has worked in rural Victoria in small country schools, the Western Suburbs of Melbourne in schools close to 1,000 students and in schools in Geelong of both high and very low socio-economic statuses. He has been a Principal for over 16 years. In that capacity, he has worked in an International School in Dubai as well as in a large primary school near Geelong, Victoria. He took on the challenge of the famed ‘vertical school’ with vigour, energy and a great deal of hope. He has a fairly simple approach – do everything you can for every child you meet. Whether it is in the backblocks of the toughest neighbourhood or the shining lights of Dubai; children need care, hope and instruction. South Melbourne Primary School represents the culmination so far of everything he has ever learnt and everything he still doesn’t know. PRESENTING PARTNERS

About Melbourne Design week Melbourne Design Week is an annual initiative of the Victorian Government linking creativity with business and community. From 15–25 March, local and international design innovators will present a series of exhibitions, talks, studio tours and industry-led events exploring the wide-ranging effects of design on contemporary life. In 2018 Melbourne Design Week looks at the theme Design Effects and delves into the wide reaching nature of design in its broadest sense. From the physical to the creation of experiences, services and identities, it asks: What effect does design have on the environment around us? How is design a catalyst for change? During Melbourne Design Week explore the connection of design to broader issues in our lives such as safety, ageism, heritage, housing, justice, artificial intelligence and Indigenous-led design. Melbourne’s many showrooms, ateliers, galleries, museums and temporary spaces will host exhibitions that respond to the theme Design Effects. From stories of independent practice, to design for industry, the latest technologies for making, and the beauty of everyday objects, these exhibitions broadly explore what effects design has on the environment around us.
