At the Extraordinary Session of the Joint Political and Security Mechanism (JPSM) held in Addis Ababa on 8 March 2013 chaired by President Thabo Mvuyelwa Mbeki (Chair of the African Union High Level lmplementation Panel), the following decisions were adopted:

Background and Recommendation Pre meeting agreements: The agenda was adopted as presented. There was acceptance in principle of the additional JBVMM force requirements outlined by General Samora Mohammad Younis in January 2013 (Chief of Staff Ethiopian Armed Forces). Kadugli was accepted as a suitable temporary JBVMM HQ before moving to final location in Abyei. There was acceptance that there would be no move of the JBVMM HQ to Abyei until the Temporary Arrangements were implemented and accommodation provided by UN. The Co-Chairs agreed on modalities for implementation of security arrangements and agreed t o sign: The Decisions of JPSM Enclosure 1: lmplementation PIan Enclosure 2: Concerns and Complaints V5 Enclosure 3: Security Matrix V7

Report from Technical Committee: The JPSM adopted the Updated lmplementation Plan of the Technical committee. Decisions included: agreement on additional force requirements for the JBVMM; locations for the sector HQs and operationalisation of the SDBZ. The revised lmplementation Plan is attached at Enclosure 1.

IMPLEMENTATION PLAN APPROVED BY THE TWO JOINT POLITICAL AND SECURITY MECHANISM (JPSM) CO-CHAIRS ON 19 DECEMBER 2012 UPDATED WITH JBVMM DEPLOYMENT DETAILS AGREED ON 8 MARCH 2013 IN ADDIS ABABA

UNISFA ROLL-OUT PLAN 1.

JBVMM Incremental Roll-Out Proposal in Two Phases: First phase: Build-up of Initial Operational Capability (IOC), with JBVMM HQ, 2 Sectors HQs and 4 teams.

Second phase: Build-up of Full Operational Capability (FOC). Operationalization of Phase 1:

Temporary JBVMM HQ will relocate to Kadugli from Assosa, Ethiopia.

One Sector HQ will deploy in Kadugli with two teams responsible for the Sectors 2& 1.

One sector HQ will deploy in Gok Machar with two teams responsible for the Sectors 3& 4. Operationalization of Phase 2:

All Sectors and teams will be operationalized with full strength in their respective sites.

3.2

Four sector HQs and 10 Teams will be operational (the other sector HQs will be at Buram and Malakal during FOC). Deployment and Em'ployment of Teams and Team Sites: The number of team sites and teams in a Sector will change based on current and future joint security assessments. JBVMM HQ can establish team sites within the SDBZ with notification to the JPSM and any establishment of new team sites outside the SDBZ will be with the consent of the two JPSM CoChairs. The total number of monitors authorized will be 90, as per JPSM decisions of 18 September 201 1 and UNSC resolution 2024, with an Initial strength of 70, which will be built up as per progress of operationalization. Force Protection Strength

The Force Protection is agreed at 860 personnel and 266 military support 5.1 personnel.

6.1

m:South Sudan has agreed to provide land within 16 days (from 10 March 2013) at Gok Machar. Sudan agreed for immediate use of land in Kadugli for the JBVMM HQ and Sector HQ. The JBVMM will operate immediately from Kadugli, within its capabilities. In Gok Machar, IOC will be operational within 30 days of provision of land.

6.2.1 FOC: 6.2.1 Provision of land within 30 days (from 10 March 2013) at Buram and Malakal. 6.2.2 Force generation within 60 days. 6.2.3 FOC operationalized within 90 days. The original D-Day for the implementation plan matrixwas 19thDecember 20 12. The matrix has been reviewed and the JPSM have set D-Day at 10 March 2013.

New Sector HQ sites for FOC agreed by both Parties are Malakal in South Sudan and Buram in Sudan. Force generation for FOC will be done within 60 days from 10 March 25013. Concerns and Complaints Submitted to JPSM Co-Chairs In accordance with the commitment to establish a Standing JPSM Secretariat as stipulated in the Agreement on Security Arrangements of 27 September 2012 and the Agreement on the Border Monitoring Support Mission of 30 July 2011, this Secretariat will receive concerns and complaints of the Parties and forward them to the Co-Chairs for allocation to the appropriate competent authority: the JBVMM; the Ad-Hoc committee; the Ad-Hoc committee of the JBVMM Sector HQ (for the 14 Mile Area); the JPSM Co-Chairs themselves; or a new ad-hoc or subcommittee should be created by the JPSM. The Ad-Hoc committee and the Secretariat shall have a permanent office in Khartoum and Juba and ensure a permanent link between the two, including liaison visits.

Where there is a requirement for additional evidential detail and no mechanism for investigation already exists to perform the investigative functions proposed in column (h) the JPSM Secretariat will process the evidential detail for columns (c) to (9 in the matrix and report to the CoChairs for further action. In relation to current complaints and concerns a report will be made by the JPSM Secretariat to the Co-Chairs by 6 February 2013. Reports on all concerns and complaints contained in the matrix are to be made by the appropriate authority (as mentioned . above) to future meetings of the JPSM as part of the formal agenda:
