SOURCES OF RETURN ON INVESTMENTS UNDER PPP AGREEMENTS IN HEALTHCARE REGIONAL FUND OF COMPULSORY MEDICAL INSURANCE
BUDGET OF THE PUBLIC PARTNER UNDER PPP AGREEMENT
COMMERCIAL HEALTHCARE SERVICES, INCLUDING SERVICES UNDER PRIVATE MEDICAL INSURANCE
STATE GUARANTEES
May only compensate expenses of the private partner for healthcare services guaranteed by the State to people
May only compensate capital expenses of the private partner on construction or reconstruction of the object and purchase of medical equipment
PPP project may be structured with the right of the private partner to render commercial healthcare services to people which are not guaranteed by the state and are paid for by the person himself
Public partner may guarantee minimum size of income of the private partner. In case the private partner receives less income, the public partner will grant subsidy to the private partner
(list of such services is established on the federal and regional levels)
(PPP agreement typically contains guarantees for the private partner in respect of percent of capacity of the medical facility which may be used for rendering commercial healthcare services)
