Peka Peka to North Ōtaki Submission Form This submission is for the Peka Peka to North Ōtaki Expressway proposal lodged by the NZ Transport Agency and KiwiRail with the Environmental Protection Authority (EPA). One notice of requirement for a new designation for the construction, operation and maintenance of a section of North Island Main Trunk railway through Ōtaki.

Applications for 24 land use consents under Greater Wellington Regional Council jurisdiction relating to bulk earthworks, vegetation clearance, the construction of bores, the disturbance of river bed and the bed of a wetland, the placement of structures and rip rap in river beds, the reclamation of river beds and a wetland, the removal of structures (culverts in river beds), and the removal of vegetation in river beds and a wetland.

Applications for 19 water permits under Greater Wellington Regional council jurisdiction relating to temporary damming and diversion of water during construction works (surface water and groundwater), permanent damming and diversion of water (surface water and groundwater), and the take and use of water for construction activities.

Applications for six discharge permits under Greater Wellington Regional council jurisdiction for the discharge of sediment and chemical flocculants (during construction) in treated stromwater to water and to land where it may enter water, and the discharge of treated cement water to water and to land where it may enter.

1) Submitter Details: Stresscrete Wellington Ltd Stresscrete Wellington Ltd is a private company that has been operational on the Otaki producing precast concrete for the Wellington region for over 30 years

Stresscrete Wellington Ltd is a privately owned, precast concrete manufacturer situated in Otaki. The operation producers precast concrete for the greater Wellington region from local river aggregates (via Winstone aggregates). The operation is based on an 8ha site, leased from the Wellington Regional Council with the necessary resource consents in place. The enterprise employs between 30 – 50 staff, depending on the state of the construction industry. It has been in operation for over 30 years, producing precast concrete for the general construction market and iconic Wellington buildings such as Te Papa, the Westpac Stadium, Sports center and airport.

4) Stresscrete Wellington Ltd –conditional support for the application Stresscrete Wellington Ltd conditionally support the application for the Peka Peka to North Otaki Expressway. State Highway 1 is an important distribution link for building materials into the Wellington region. Access to reliable aggregates from the Otaki river and conversion to precast building components in site, is an efficient use of resources and reduces the highway transport of aggregates to off site manufacturing. Any improvements to the state highway net work will improve these efficiencies into the Wellington area. Our submission relates to the portion of the expressway that will be adjacent to our site, specifically bridge 5 and the associated enabling works

5) Access Issue Under Proposed Bridge Structures The efficient manufacture of precast building components requires access for trucks to oversize dimensions

Consideration needs to be given to access for both normal highway dimension loads and oversize dimension loads. This will require consideration of both height and length of vehicles and loads under the proposed bridge structure in times of normal river flow and in flood. 5.b) Solution It is our understanding that two accesses will provided at with headroom of 4.2 and 6.0m respectively under the new bridge. One for normal use and one for the larger over dimensional loads. We fully support these proposed access routes and request that the angles and inclines be worked to allow access for over dimensional loads in normal river levels. In times of flood, we would ask that our existing ability to access and cross the railway further North be retained, with the existing permit and permission structure in place.

6) Concluding Statements: Stresscrete Wellington Ltd are supportive of the new expressway and remain available at any time to meet and discuss our specific access requirements . Our access concerns are based upon the fact that without adequate all weather access for normal and over sized loads, our operation would not remain viable. We understand that these are early days in the proposal and request that we be included in the planning and design process when it comes to designing the height required under bridge 5 and alternative access routes. We suggest that the Management plans that will be prepared as part of the design and construction process, include the operation effects on the adjoining activities. These management plans should be prepared with consultation with the relevant parties, including the adjoining business’s dependant on adequate site access for survival.
