SW Terwilliger Boulevard Sewer Project SUMMER 2013

works with Portland residents and businesses to protect water quality, public health, and the environment through wastewater collection and treatment, sewer construction and maintenance, stormwater management, and stream and watershed restoration.

Construction will begin in January 2014 on a project to construct 6,800-feet of eightinch gravity sewer in Terwilliger Boulevard from SW Powers Court to Highway 43. The new sewer will connect to the 30-inch Tryon Interceptor sewer, which carries sewage to the Tryon Creek Wastewater Treatment Plant in Lake Oswego.

PUBLIC MEETING

A sewage pump station at Terwilliger and SW Powers Court currently pumps sewage through the Dunthorpe-Riverdale neighborhood to the treatment plant. The pump station will stop operations when the new gravity sewer is complete.

What to Expect During Construction

Traffic Detour and Trail Information

Construction will create noise, vibration and dust and disrupt normal neighborhood activity.

TRAFFIC

• Parking will be prohibited in the work zone. • There may be periods of inactivity between construction phases. • A city construction inspector will be on-site during work hours. If you have an immediate need during construction, the on-site inspector may be able to assist you.

The city’s contractor is likely to use open trench construction to install the sewer using conventional excavation equipment including backhoes, front-end loaders, and dump trucks. Generators could be used to power construction lights and pumps that remove groundwater from excavated areas.

OPEN CUT TRENCH The contractor excavates a trench, installs new pipe, fills in the trench and restores the pavement.

Work on Highway 43 will close one lane in both directions for up to two weeks while installing a manhole and connecting to the existing sanitary sewer line under

The City of Portland and Clackamas County have granted Environmental Services a noise variance permit for construction. Most construction can be accomplished during the day between 7:00 a.m. and 6:00 p.m.; however, it is expected that daytime hours will need to be extended to 7:00 p.m. for up to 60 days, with an additional ten days of construction occurring until 10:00 p.m. to account for unforeseen circumstances. Surface grinding, paving, and traffic line painting activities are expected to require nighttime work between the hours of 9:00 p.m. and 7:00 a.m. during the final ten days of the construction period.

During construction, the Terwilliger Trail will remain open (see map below) for pedestrians and cyclists. There will be advance notification of any closures needed to construct the sewer branches to properties along the trail.

RECOMMENDED TRAFFIC DETOUR

• Let us know if you have concerns such as business operations, disability issues or medical or business deliveries.

Outreach staff will send regular project updates via mail and email. Current updates and schedules will be posted online at www.portlandoregon.gov/ bes/swterwilliger.

• SW Terwilliger Boulevard will be closed to all traffic from the Iron Mountain Trail Head to Highway 43 for the duration of the project.

The City of Portland recommends taking SW Taylors Ferry Road to get to SW Terwilliger from the north. For safety reasons, SW Terwilliger will be closed 24 hours a day, seven days a week from the Iron Mountain Trail Head, south of Castleridge Lane, to Highway 43 (see map below) for the duration of the project.

Highway 43. The contractor will keep one southbound lane and two northbound traffic lanes on Highway 43 open during construction.
