INTRODUCTION The City of Lynnwood has determined that an assessment and development of a skeleton non-motorized system is needed. This work effort is being conducted by Perteet, Inc. to develop the “skeleton” non-motorized system, and a list of projects and their priorities toward the development of the skeleton system. Technical Memorandum #1 provided an overview of the existing conditions, which included the identification of existing and planned/programmed non-motorized facilities, accident/safety issues, and major trip generators and activity centers throughout the City and adjacent jurisdictions. Technical memorandum #2 summarized the development of a full network of pedestrian and bicycle facilities that provide necessary connections to land uses, major activity centers, transit, and existing or planned non-motorized facilities both within the City and adjacent jurisdictions. This full system was built upon the analysis completed as part of the existing conditions review, and was endorsed by staff and the City Council. Technical memorandum #3 summarized the proposed skeleton systems for both pedestrian and bicycle facilities. Skeleton systems are those pedestrian and bicycle connections that are the most important linkages to and between activity centers and transit. The City should focus on improving gaps or barriers along the skeleton system, or making improvements to existing facilities along the skeleton system where safety issues currently exist. The skeleton systems were developed based upon a thorough analysis of the complete networks using evaluation criteria. Ultimately, the development of skeleton systems will help the City to determine where priorities should be made for nonmotorized investments, and make efficient use of available transportation and recreation funds. This Technical Memorandum (#4) identifies specific, prioritized improvements (projects) and planning level cost estimates for example improvements. PEDESTRIAN PROJECTS AND PROJECT COSTS

Pedestrian Project List A first level screening was used to determine the pedestrian skeleton system, as identified in Technical Memorandum #3. The pedestrian skeleton system includes those segments that scored 15 points or more as part of the first level screening, with some modifications recommended by the City’s staff advisory group. Upon development of the skeleton system, the system segments were compared with existing facilities to identify potential projects. Potential projects were identified based on gaps or barriers of the skeleton system compared with existing facilities. In general, skeleton system segments that currently have concrete sidewalks on both sides were considered to be sufficient, and no

project is needed. Specifically, potential pedestrian projects included those skeleton system segments with the following conditions:

The pedestrian project list includes projects that are already planned or programmed by the City (projects already identified in the City’s Comprehensive Plan, Capital Facilities Plan or Transportation Improvement Program), with the exception of those projects that replace segments with existing concrete sidewalks on both sides (due to road widening). Currently planned or programmed pedestrian projects are considered as projects for this analysis, in order to reconsider their priority. The Pedestrian projects are shown in Figure 4-1, and described in more detail in Table 4-1.

Pedestrian Project Prioritization A second level screening was conducted of the pedestrian project list, in order to provide an indication of how pedestrian projects should be prioritized over the near and long term. However, it is understood that additional qualitative analysis and public outreach will be needed to ultimately determine the near and long term projects. The second level screening is only an initial tool to be used to begin the prioritization process. The second level screening criteria is described in Appendix A. The first level screening to determine the pedestrian skeleton system was primarily based on functional and safety considerations. The second level screening criteria is focused on immediate need, and the ability to implement projects, and includes criteria related to coverage, existing conditions, constructability, connectivity, as well as safety. This section summarizes the results of the second level screening and identifies recommended near term projects. The results of the detailed second level screening are shown in Appendix B (Score by Segment) and Appendix C (Score by Rank). The evaluation of the potential pedestrian projects was conducted using Geographic Information System (GIS) technology. Field visits were made of all of the potential projects to identify their existing condition, any major obstructions, or any fatal flaws associated with them.

Perteet implemented a Geographic analysis model within GIS to score each pedestrian project. The score for each segment is based on its geographic relationship to the multiple factors outlined in the evaluation criteria document (See Appendix A). Essentially, the GIS analysis model automates the scoring methodology defined the evaluation criteria document, and is efficient, repeatable, and customizable. Specifically, the GIS model relies on a set of attribute “flag” fields assigned to each segment in the GIS database. It then populates the fields with the conditions, such as existing facility type and so forth. Finally, the model calculates the subtotals from the values stored in the flag fields, and then sums each of the subtotals into a final score for each segment. Some of the criteria were scored manually, based on a qualitative assessment and based on observations from the field inventory. The second level pedestrian project criteria that were scored manually include: • • •

The pedestrian project analysis resulted in scores that ranged from 9 points to 22 points. The segments that scored a total of 16 points or greater (or those with rankings of 4 or better) are generally those considered as potential near term, or high priority projects. The potential near term pedestrian projects and their rankings are shown in Figure 4-2.

Pedestrian Project Costs Planning level cost estimates were developed for all of the pedestrian projects. In order to develop costs for each project, a candidate corridor was selected to identify the potential range of costs for different roadway cross-sections / pedestrian facility improvements. For the pedestrian projects, 60th Avenue W, between 176th Street SW and 188th Avenue SW was chosen as the candidate corridor, because the street today does not have an existing curb or gutter on either side. Table 4-2 shows the planning level cost estimates for four types of cross sections, as well as the benefits and constraints of each type of improvement. The planning level cost estimates determined for 60th Avenue W were then applied to the different pedestrian projects, using the cost per lineal foot. The individual project costs are shown in Table 4-3.

Implementation of Pedestrian Projects After the planning level cost estimates were prepared for all of the pedestrian projects, an analysis was conducted to determine the number of years that it would take to construct all of the pedestrian projects given various annual funding scenarios. Table 4-4 shows the results of the analysis. As shown in the table, all of the projects could potentially be constructed within 13 years if $2 million were funded annually toward pedestrian projects. A more likely funding scenario of a $500,000 annual allocation would result in a total of 51 years to construct all of the projects. BICYCLE PROJECTS AND PROJECT COSTS

Bicycle Project List Similar to the Pedestrian evaluation, a first level screening was used to determine the bicycle skeleton system, as identified in Technical Memorandum #3. The bicycle skeleton system includes those segments that scored 20 points or more as part of the first level screening. Upon identification of the skeleton system, the system segments were compared with existing facilities to identify potential projects. Potential projects were based on gaps or barriers of the skeleton system compared with existing facilities. Possible types of bicycle projects include: • • • • •

Roads without curb and gutter that can be widened for bicycle facilities Roads with curb and gutter that can be rechannelized for bicycle facilities (including removing the number of lanes or removing on-street parking) Roads where signage can be added to denote a bicycle route Off-street existing trails that can be widened for multi-use purposes New multi-use trails

The bicycle project list includes projects that are already planned or programmed by the City (projects already identified in the City’s Comprehensive Plan, Capital Facilities Plan or Transportation Improvement Program), with the exception of those projects that replace segments with existing bicycle facilities on both sides. Currently planned or

programmed bicycle projects are considered as projects for this analysis, in order to reconsider their priority. The bicycle projects are shown in Figure 4-3, and explained in greater detail in Table 45.

Bicycle Project Prioritization A second level screening was conducted of the bicycle project list, in order to provide an indication of how bicycle projects should be prioritized over the near and long term. However, it is understood that additional qualitative analysis and public outreach will be needed to ultimately determine the near and long term projects. The second level screening is only an initial tool to be used to begin the prioritization process The second level screening criteria is described in Appendix A. The first level screening to determine the skeleton system was primarily based on functional and safety considerations. The second level screening criteria is more focused on immediate need, and the ability to implement projects, and includes criteria related to coverage, existing conditions, constructability, connectivity, as well as safety. This section summarizes the results of the second level screening and identifies recommended near term bicycle projects. The results of the detailed bicycle project second level screening are shown in Appendix D (Score by Segment) and Appendix E (Score by Rank). The evaluation of the potential bicycle projects was conducted using Geographic Information System (GIS) technology. Field visits were made of all of the potential projects to identify their existing condition, any major obstructions, or any fatal flaws associated with them. Perteet implemented a Geographic analysis model within GIS to score each bicycle project, similar to the pedestrian project methodology. The score for each segment is based on its geographic relationship to the multiple factors outlined in the evaluation criteria document (See Appendix A). Some of the criteria were scored manually, based on a qualitative assessment and based on observations from the field inventory. The second level bicycle project criteria that were scored manually include: • • • •

The bicycle project analysis resulted in scores that ranged from 7 points to 18 points. The segments that scored a total of 14 points or greater (or those with rankings of 5 or better) 22

are generally those considered as potential near term, or high priority projects. The potential near term bicycle projects and their rankings are shown in Figure 4-4.

Bicycle Project Costs Planning level cost estimates were developed for all of the bicycle projects. In order to develop costs for each project, candidate corridors were selected to identify the potential range of costs for different roadway cross-sections / pedestrian facility improvements. For the bicycle projects where there is no existing curb or gutter, 60th Avenue W, between 176th Street SW and 188th Avenue SW was chosen as the candidate corridor, because the street today does not have an existing curb or gutter on either side. Implementation of Bicycle Projects After the planning level cost estimates were prepared for all of the bicycle projects, an analysis was conducted to determine the number of years that it would take to construct all of the bicycle projects given various annual funding scenarios.
