REQUEST FOR QUALIFICATIONS (RFQ) TELEGRAPH AVENUE PUBLIC ART PLAN SUMMARY The City of Berkeley’s Civic Arts Program invites public art planning consultants or artists or artist teams experienced with public art planning to submit qualifications to work with the Berkeley community, merchants, Civic Arts Commission, representatives of UC Berkeley, the Berkeley Police and City staff to create a public art plan for Telegraph Avenue from Bancroft Way to Parker Street. The plan shall include a unifying vision for permanent public artwork for the streetscape within the designated project area including multiple artwork types and proposed artwork locations for implementation as funding becomes available. APPLICATION DEADLINE October 15, 2014, 5 p.m. Pacific Daylight Time CONSULTANT FEE $10,000, which is inclusive of all costs associated with the Telegraph Avenue Public Art Plan.

Telegraph Avenue Project area

OVERVIEW: TELEGRAPH AVENUE Telegraph Avenue is one of the East Bay’s most iconic places. Through the historic events of the 60s and 70s, Telegraph Avenue became a symbol of the area’s counterculture and political activism. Now as one of the primary gateways to the University campus, this section of Telegraph Avenue attracts a diverse audience of visitors, including college students, tourists, artists, street people, eccentrics, and the homeless. In recent years this retail corridor has faced economic challenges. Numerous stakeholder groups have begun planning efforts to transform the street’s challenges and revitalize this area to be a vibrant regional destination appealing to a wide cultural and economic demographic. The stakeholders desire a coherent and enhanced streetscape that prioritizes pedestrian uses and creates a unique visual identity that will enhance

Telegraph Avenue’s appeal as a regional commercial and cultural destination and desire the inclusion of art as a means to this end. HOW THE PLAN WILL BE IMPLEMENTED The Public Art Plan for Telegraph Avenue will be used by the Planning Department to encourage private developers and interested citizens to help support a public art Private/Public partnership; by the Director of Public Works as support for their grant applications to include Public Art; by the Civic Arts Coordinator when submitting future grant applications; by the Civic Arts Commission when they issue a Call For Artists for the Telegraph area; by the Telegraph Business Improvement District in its plans to support and maintain public infrastructure improvements; and by the Berkeley Police Department Public Art and Safety plan. SCOPE OF WORK The selected consultant will develop the Telegraph Avenue Public Art Plan, which includes but is not limited to the following: 

Research and review existing plans for Telegraph Avenue, including plans by the City and the Berkeley Police Department as well as stakeholder groups.



Outreach to and consultation with the Berkeley community, merchants, Civic Arts Commission, representatives of UC Berkeley, City staff and the Berkeley Police* at critical milestones in the development of the plan. Milestones include, but are not limited to: pre-planning, presentation of draft plan and presentation of final plan.



Written summary of research, observations and stakeholder outreach findings and description of unified vision for the consultant’s proposed public art for the Telegraph Avenue project area.



Recommendation Report of a variety of types of Artwork Elements including: o Renderings or photographs of example types of each of the proposed Artwork elements such as panels in the sidewalk, sculptures, bike racks, etc. o Proposed specific locations for each of the types of Artwork Elements showing the work relative to the site. o Written descriptions of each of the Artwork Elements.

o Preliminary estimated Budgets for the implementation of each Artwork Element with documentation of the sources and/or assumptions upon which the Budget figures are based. Estimated Budget to include all associated project costs.

PROJECT TIMELINE Application Deadline: October 15, 2014, 5 p.m. (PDT) Selection Panel Meeting: End of October, 2014 (exact date TBD) Interview Finalists: Early November, 2014 (exact date TBD) Artist under Contract: December 1, 2014 Public Art Plan Complete: September, 2015 CONSULTANT SELECTION CONSIDERATIONS      

Complete application submitted prior to the application deadline. Work samples submitted represent the consultant’s own work. The consultant’s professional experience is adequate to meet the demands of the project. The consultant is available to participate in meetings with stakeholders, conduct planning and produce a report for approval. Assessed ability to meet project deadlines and to perform work in a timely and professional manner. Results of reference checks for project finalists.

SELECTION PROCESS Selection Panel Meeting 1: Applications will be presented to a selection panel consisting of up to two representatives of the City, up to two Arts Commissioners, and up to two community members. After considering the applicant’s qualifications, the selection panel will identify finalists. The approved finalists will be invited to interview for the project. Selection Panel Meeting 2: The Selection Panel will reconvene to interview the finalists and will select one consultant and an alternate for recommendation to the Civic Arts Commission for approval. Submit an original CD and 5 copies with PDF files up to 5MB. Including up to three public art plans, which can be attributed to the applicant. If the applicant was a member of a team that worked on any of the included plans, applicant shall describe their role and contribution to the planning project. For team application, please indicate the lead person for each project.
