This amendment is being raised to respond to questions submitted and to make revisions to solicitation 5P420-16-5014/A: A.
QUESTIONS AND ANSWERS
Q38.
Can onsite water sources be used in the landscape maintenance and backfill/compaction process?
A38.
New and Existing water taps and hydrants within Village 2 campground may be used for water source when water is available. If water collection is required from outside of Village 2 campground, the contractor may use the existing fire hydrant within the Trailer Court campground north of the entry kiosk. Use of hydrants on the Town's land is not permitted without prior written approval from Parks Canada. Any water collection must using standpipes or hydrants requires the use of a backflow preventer and must not interfere with visitor or staff access to all facilities left in service.
Q39.
Section 31 23 33.01, Item 1.2.2 states “Maintain and protect from damage existing buildings, trees and other plants, lawns, fencing, service poles, wires, rail tracks, paving, survey bench marks and monuments which may be affected by work. All damage incurred shall be repaired by the Contractor at his expense.” Given the requirement for trench boxes and the size of the equipment necessary to complete the trenching with this methodology, the amount of potential damage to the existing pavement is unknown and could be very significant. The existing pavement would not be rated for heavy equipment and therefore protection methods may not be achievable under any circumstances. Could unit rates be applied for any repair work to the existing asphalt that may be damaged under these circumstances?
A39.
All trenching and excavation must be bid in accordance with Section 31 23 33.01. This includes the use of trench box or shoring to minimize trench width. It is expected that the contractor will use their expertise to estimate means of protecting existing asphalt surfaces during construction; these means are considered incidental to the work. As referenced from the specification, any damage during construction to existing asphalt surfaces will be repaired at the contractor’s expense. Alternate methods of trench excavation and construction execution that may be of benefit to Parks Canada, may be proposed for evaluation by Parks Canada after contract award, but no guarantee of their acceptance is offered.
Q40.
Will existing, onsite washrooms be available for use by construction personnel during construction?
A40.
Washrooms will be accessible for necessary construction activities such as tie-ins, etc, however the contractor is responsible for supplying their own washroom facilities for staff use: (ex. Outhouses).
Q41.
On Natural gas sheets GL1 and GL2, there is a gas line labeled as 65mm, yet there is no pay item for 65mm? Could you confirm if this is actually a 65mm line or a 50mm line?
A41.
It is noted that the current table does not include 100mm, 65mm, 30mm and 20mm gas pipe sizes. Section 6 of the bid items will be changed within this amendment to more accurately represent all sizes and quantities of gas line to be installed.
Q42.
In order to provide a better overall project understanding, what is the driving factor for Parks Canada to complete this project?
A42.
As discussed in the pre-tender meeting, the driving factor for completion of the project is to reopen the Village 2 campground prior to all other campgrounds in the Banff Field Unit closing for the winter. This will allow Parks Canada to maintain a continuous camping offer year round. The campground currently open on the reservation system prior to the other campgrounds reopening in spring 2017.
Q43.
Please confirm that the contractor cannot use Tunnel Mountain Village II for any crew or employee accommodations during the project.

A43.
No contractors will be permitted to set up accommodations within Tunnel Mountain Village 2 campground or any other area within the Park which is not a designated camping area. Contractors are however permitted to camp within the remaining open campgrounds with a valid camping permit; all standard campground rules still apply.
Q44.
Please confirm the use of A mix level course for bid item 7.26 for the crown improvements.
A44.
Approved A mix or B mix will be acceptable for thin lift level course and crown improvement applications as necessary to ensure un-segragated application. Approval from the Parks Canada Representative will be required prior to use.
Q45.
Measurement and payment item 1.1.11 specifies the use of a trench box is incidental to the “Supply and install PCV DR 18 Pipe” item, is the use of a trench box a requirement of the specifications?
A45.
Yes, please follow specifications for all excavations. Alternate methods of trench excavation may be received for consideration by Parks Canada after award, but no guarantee of acceptance is offered. The contractor will be responsible for all additional costs associated with utilizing alternative trenching methods.
Q46.
Will the trench width specified in Section 31 23 33.01 Item 2.2 be used to determine the Trench Road rehab quantities and will any area outside of the specified width be the responsibility of the contractor?
A46.
Actual quantities of trench rehab will be measured for payment. Any trench widths proposed to exceed that as specified will require prior approval by Parks Canada Agency; the contractor will be responsible for costs associated with any rehabilitation in excess of those trench widths specified unless otherwise approved in writing by the Parks Canada Representative.

Delete Annex A – Price Table and replace with the following annex (see next page). Changes were made from line item 6.4 to 6.7. All other terms and conditions remain the same.
