REQUEST FOR TENDER DOCUMENT:- The tender documents can be downloaded from www.gcelt.gov.in. The bid documents have to be submitted along with a tender processing fees of Rs. 500/- in the form of

demand draft payable at Kolkata favouring “Government College of Engineering and Leather Technology” 2. 2. COLLECTION OF TENDER DOCUMENTS:- The Tender Documents shall be available in the college website from 19.09.2013 till 27.09.2013 (2:00

P.M.). Request for sending tender document by post shall not be entertained. 3. 3. LANGUAGE OF TENDER:- The tender shall be submitted in the prescribed form in English. All papers and correspondences in connection

with the tender shall be in English. 4. VALIDITY:- The validity of the offer shall be upto 31.03.2014. 5. SCHEDULE TO TENDER (Annexure A & Annexure B) 6. SUBMISSION OF TENDER: Tender must be submitted at the office of Government College of Engineering and Leather Technology .at the above address in sealed cover superscribing " TENDER FOR SUPPLY OF BOOKS against Tender Notice No:4/13 and DO NOT OPEN BEFORE 27.09.2013 AT 2:30 P.M. in bold letters and shall be deposited in tender box allotted for the purpose in the college office. Late Tenders shall be returned to the Bidders/Tenderers unopened. All the tenders must be accompanied by current- (a) Valid PAN No. (b) Sales tax/Income tax clearance certificate of state and /or central as applicable. If any bidder does not fall within the ambit of VAT/ Sales tax, that shall be indicated separately with supporting documents from the competent authority. (c) Professional tax clearance certificate. (d) Trade license (e) At least 3 years experience in supply of scientific/technical/medical books, reports and Serials (Indian and Foreign) to large libraries, Government of India/West Bengal libraries. (Attach Certificate from 3 libraries served) (f) VAT registration number (g)

If the cover is not sealed & marked properly as above no responsibility will be assumed for any misplacement of the tender or premature opening of the envelope or parcel. Tenderers can send the tender by post but the college authorities shall not take any responsibility for misplacement in the tender documents sent by post, or delay in delivery by post. No arrangement will be made to collect tender from any delivery point other than specified in the Tender Notice. All papers submitted with the tender must be serially

numbered. Quotations submitted are to be written in ink neatly or to be typed without overwriting/illegible writing. Words in figures must be

sufficiently clear in the quotation paper. No change in the Tender Schedule will be accepted. Rate must be quoted in the format provided in

the Tender Schedule. Literatures/Catalogues etc. should be enclosed. However, Tenderer if necessary may attach supplementary information.

The tenderer must enclose a visiting card of the organization and the authorized personnel indicating in details the registered office address as well as contact numbers separately. The tenderer must indicate the rate separately in the enclosed Schedule of requirements. The person signing the tender documents must initial correction or any other changes. Tender will be received from the bidders/tenderers at the office of The

Government College of Engineering and Leather Technology on all working days (except Saturday, Sunday and other public holiday) from

19.09.2013 to 26.09.2013 between 11-a.m. to 5-00 p.m. and upto 2:00 P.M. on 27.09.2013. Telephonic tender will not be entertained. 7. OPENING OF TENDER:-Tender will be opened on 27.09.2013 at 2-30 p.m. at the above office of the Government College of Engineering and

Leather Technology in presence of the intending tenderers/their representatives, if any. If for any administrative reason the date of opening of the tenders be a declared holiday, the tender will be opened on the next working day at the same time and place. If the tender could not be opened on the date of opening due to any unavoidable circumstances or acts of god like riots, commotion, strike, heavy torrential rain leading

to massive water logging etc. that shall be indicated along with the revised date of opening of tender in the college website which may be checked.

EARNEST MONEY DEPOSIT- Tenderer shall furnish along with their tender, a tender security of 2% of the quoted price in the form of crossed Demand draft in favour of Government College of Engineering and Leather Technology in a separte envelope enclosing annexure B as provided herewith duly filled in along with the tender documents. Failure of the tenderer to furnish required earnest money deposit along with their tender will result into the rejection of their tender. The tender security is required to protect the purchaser against risk of tenderer’s conduct which

would warrant the security’s forfeiture if: (A) A tenderer withdraws its tender or impairs or derogates from the tender in any respect during the period of tender validity as specified by the purchaser, or (B) In the case of a successful tenderer, if the tenderer fails to furnish performance security. Unsuccessful tenderer’s tender security will discharged/returned as promptly as possible after the expiration of the period of tender validity prescribed by the purchaser but not later than 30 days of the award of contract. No interest is payable on the tender security amount. 9. DETAILS OF REQUIREMENTS:- Supply of books, reports, serials and similar monographic publications (excluding periodicals and journals) published/issued by the publishers (as per list at Annexure- A) on order or on approval basis. 10. PRICE SCHEDULE AND PAYMENT TERMS:(A) Tenderers should quote rate of discount (in percentage) offered in publishers’ price in Annexure-A. Principal, Government College of Engineering and Leather

or any tender and also reserves the right of rejecting all or any of the tender without assigning any reason. (B) The current bank exchange rate(TT selling rate) on the date of ordering

shall be used for conversion of foreign currencies supported by a certificate issued by a scheduled bank and countersigned by the supplier. All payments will be made in Indian rupees only through account payee cheque. (C) Net payable price will be the publishers price less discount offered. (D) Bill/invoice in triplicate in the name of Principal, Government College of Engineering and Leather Technology , pre-receipted (on revenue stamp, if necessary) quoting order number and date are to be sent to Government College of Engineering and Leather Technology for payment. All payments (100%

(E) The bill/invoice should bear the certificate from the supplier that only latest

edition(s) has been supplied. 11. TERMS OF DELIVERY:- Free delivery at Government College of Engineering and Leather Technology, Sector III, Block LB, Salt Lake,

Kolkata-98 12. DELIVERY PERIOD: (A) Serial will be procured on standing order basis and therefore should be supplied as soon as published or become available in the market but not later than 15 days after their availability in the market. (B) All orders (except standing orders) placed by GCELT will be supplied within

30 days . For the books to be imported from foreign publishers, the supplies should be completed within 60 days of placing order. The supplier should

inform in writing to the purchaser about all such books and their probable date of supply. 13. PERFORMANCE SECURITY (SECURITY DEPOSIT) Before placement of the supply order against the contract, supplier shall furnish performance security

for an amount in rupees equivalent to 5%(five percent) of the value of the supply order in the form of a bank draft drawn on any nationalized bank in favour of Government College of Engineering & Leather Technology. The Security Deposit shall be valid till the expiry of guarantee/warrantee period.. The performance security will be discharged /returned within 30 days of completion of the supply order. No interest is payable on the security deposit. Option for conversion of EMD into security deposit can be availed. 14. PENALTY CLAUSE:- (A) For delays-If the supplier fails to supply books, reports, serials as ordered to them within the time period specified in the contract, the purchaser shall deduct from contract price a sum equivalent to 0.5 percent of the price of delayed items for each week of delay or part thereof until actual delivery up to a maximum of 5(five percent). Once the maximum is reached, the purchaser may consider termination of the contract. (B) Termination for default the purchaser may, without prejudice to any other remedy or breach of contract, by written notice of default sent to the supplier, terminate the

No. 033-23356977, Fax No. 23358353 Email- [email protected]., URL : www.gcelt.gov.in contract in whole or part if the supplier fails to deliver any or all publications ordered to him within the time period specified in the contract, or if the supplier fails to perform other obligation(s) under the contract. In the event of the

purchaser terminates the contract in whole or in part, the purchaser may procure, upon such terms and in such manner as it deems appropriate undelivered books, reports, serials and similar publications and similar publications and the supplier shall be liable to pay for any excess costs for such

publications. However, the supplier shall continue performance of the contract to the extent not terminated. ( C) Force majeure the supplier shall not be liable for

(A) and (B) above, if its delay in performance or other failure to perform its obligations under the contract is the result of an event of force majeure(means an

event beyond the control of the supplier and not involving the supplier’s fault or negligence and not foreseeable). Such events may include, but are not restricted to, acts of the purchaser either in its sovereign or contractual capacity, wars or revolutions, fires, floods, epidemics, quarantine restrictions and freight embargoes. The supplier shall promptly notify the purchaser in writing of such conditions and the causes thereof. 15. INSPECTION:Books, reports, serials and other publications will be accepted only after the inspection at the GCELT by : INSPECTION AUTHORITY-
