Abstract This research aims are 1) To survey problems and the needs of using language learning application 2) To define a quality standard of application 3) To evaluate the users’ satisfactions over the application The results from problems and the needs survey of sample 157 peoples from grade 4-6 students, Schools in Department of Education Bangkok Metropolitan Administration showed; 1.) The research reveals that languages which people are interested in other than languages in the 1st curriculum are Thai, English and Vietnamese respectively. Languages that users have the most difficulties with are Cambodian, Bahasa Melayu and Vietnamese respectively. These results show that there are both interest and difficulty in learning languages of the ASEAN region. Moreover, the survey shows that the users want to learn all 5 languages for one vocabulary at the same time. This accounts to more than 57% of the survey received. Greeting, Emergency and Essentials are three categories that people want to learn about most with the score of 4.52, 4.15 and 4.10 respectively. 2) The creation of this project is Application for learning; Beginner ASEAN Vocabulary Translation for Portable Devises (Tablet) or “Talk2ASEAN app”. It can be used on android system. Content evaluation by 5 content experts rank the application as “good” with a score of 4.41 and S.D. 0.52. Evaluation by 5 media design experts rank this application as “very good” with a score of 4.88 and S.D. 0.69. 3) Evaluation from users gives the application “excellent” ranking with average scores of 4.63 and S.D. 0.69. Introduction In 2015, the ASEAN community will be established allowing the 10 members states to increase integration around three main pillars: politics, economics and socio-cultural areas. Including change of international relations makes ASEAN confront the challenges and increase bargaining power and competitiveness with nearby countries and on the international stage. In the education sector, all members including Thailand accept the ASEAN community. The Office of the Basic Education Commission of Thailand (OBEC) plans to make teachers and students understand and realize in becoming the ASEAN community which is performed in the primary education. Moreover the Ministry of education gives precedence to quality development of young students to knowledge by themselves. So, the government’s “one tablet per child” policy happened make learning fun for young students at anytime and from anywhere, so, they can make good things for themselves and also for society in the future. Yuwadee Saeear has done a research about portable electronic books for the blind. Target group was a group of 30 blind students from Bangkok school for the blind. The result showed that the mean of the content quality is 4.15 which is a good level. The mean score of media and description is 4.42 and the score on satisfaction of blind students in grade 1-3 is 4.28. So the development of portable electronic books for the blind that created by Bangkok school for the blind can apply for the blind to learn new things. And from relate documents and research showed the process and how to create learning media. That makes researchers develop the basic interpreter program in the ASEAN member states in order to learning on portable devices (Tablet) for kids with the references from the Basic Education Core Curriculum B.E.2551 (A.D.2008) of Ministry of Education and the primary education to ASEAN community of OBEC too. Therefore, researchers had an idea to develop beginner ASEAN vocabulary translation in the ASEAN member states in order to learning on portable device (Tablet) to encourage children to study by tablet at anytime and from anywhere, discover the worldview, get the most out of technology. Getting ready for ASEAN community with culture understanding in foreign language. Research objectives are 1) To explore the problems and information needs of media to research. 2) To create and find quality of media. 3) To study user satisfaction from the sample group.
Tools used in the research Tools Used in Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) were as follow: 1. Problem - based and needs survey entitled Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) form. This form surveyed the problem – based about basic ASEAN community knowledge, language to communicate and learning needs. 2. Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet)
Tools used in the research Tools Used in Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) were as follow: 1. This form surveyed the problem – based about basic ASEAN community knowledge, language to communicate and learning needs. 2. Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) 3. Quality evaluation of the Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) form: a) the quality evaluation form of content and b) the quality evaluation form of media. 4. Satisfaction of the sample group to the Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet), which had 5-rating scales according to Likert’s method i.e. The best/The highest, Good/High, Moderate, Mediocre/Low and Needs improvement/The lowest.
Research Scope 1. Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) was a learning media to get more knowledge from classroom. 2. This research consisted of 5 vocabulary groups, in a total of 137 words, as follow: 2.1 1st group was greetings, which had 12 vocabularies, translated to 5 languages.
2.2 2nd group was essentials, which had 23 vocabularies, translated to 5 languages. 2.3 3rd group was date/time, which had 23 vocabularies, translated to 5 languages. 2.4 4th group was number/color, which had 66 vocabularies, translated to 5 languages. 2.5 5th group was the emergency, which had 13 vocabularies, translated to 5 languages. 3. This language scope used English as the international language to communicate. It consisted of 5 languages to communicate in ASEAN community, as follow: 3.1 Thai Language 3.2 Vietnamese Language 3.3 Bahasa Melayu 3.4 Burmese language 3.5 Cambodian or Khmer language 4. Population: there was stage 2 students (primary years 4, 5 and 6) to be under to the Department of Education Bangkok Metropolitan Administration in the second semester 2012 5. The sample group: there was stage 2 students (primary years 4, 5 and 6) at Watsai School (Thawonphommanukoon) to be under to the Department of Education Bangkok Metropolitan Administration by choosing student through the specified sampling method.
6. Specialist: persons who graduated with at least master's degree and they were experienced and skilled to evaluate the quality of the Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet), in a total of 10 people. They were 6.1 Content specialist is the person who expert or work about ASEAN community. They graduated with at least master's degree and had experience at least 3 years by choosing through the specified sampling method, in a total 5 people. 6.2 Media specialist is the person who expert or work about media design. They graduated with at least master's degree and had experience at least 3 years by choosing through the specified sampling method, in a total 5 people. Research Methodology Researchers hold to research and development principle by use of the experimental method, as follows: 1. Study problem- based and needs by using problem - based and needs survey entitled Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) form with stage 2 students (primary years 4, 5 and 6) to be under to the Department of Education Bangkok Metropolitan Administration by choosing school through specified sampling method. 2. Plan the development, study theories, principles, methods to solve problems and specify construction and other elements. Then, summarize results from problem - based and needs survey. Specify objectives and find methods to develop the program. 3. Invite experts who comment about format, construction and element to develop this media. 4. Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) 4.1 Apply the Development Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet). 4.2 Specify the quality evaluation criteria. 4.3 Create the Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) by using ADDIE model theory which is the method to create this program. Take the Development Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) to try out with sample group and satisfy of users. 7. Take the Development Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) to use the Department of Education Bangkok Metropolitan Administration.

Research Discussion In this research, results and discussion of the Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) were as follow: 1. Study problem - based and needs entitled Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) According to the result, answerers were stage 2 students (primary years 4, 5 and 6) who can learn a foreign language and have good grades. Study problems-based and needs of answerers found that they interested in other language which wasn’t the language in the course outline from the Department of Education Bangkok Metropolitan Administration. Interesting surveys results were at last of percent’s table. The answer from study problems- based and needs form by answerers found that they interested in ASEAN community’s language. However, learning in other language which wasn’t language in course outline problems were at first of percent’s table. The research results showed the problems in ASEAN community’s language of student in primary school of the Office of the Basic Education Commission of Thailand, Ministry of Education. First field of characteristics’ students’ knowledge of social and culture, number 1.3 in indicator 1.3. Students could be describing about language, religion, important people, social and culture geography and skill i.e. 1) Communication skill at least 2 languages, English and ASEAN member states languages. 2) Using creatively information technology. The result about information needs in media by answerers found that learning vocabularies in all languages simultaneously was 57 percent. The result about vocabulary word groups found that all vocabulary word groups had the mean of 4.52, which conformed to Basic Principle of Course Learning B.E. 2551, Department of foreign languages, 4th type: the relationship between language with community and world, standard 4.1: using foreign languages in different situations at academy community and social. Year 6th in primary school indicator: using communication in different situations in classroom. In summary, problems and needs of answerers were cause to develop the Application for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet). 2. The Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) This research was the Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) or it can be called App. (Application) which was Talk 2 ASEAN Application through android system. In this program consisted of vocabulary, 5 groups i.e. Greetings, Question Essentials, Date/Time, Number/Color and Emergency. There were 137 vocabulary words. So, it conformed to Dr.Rujroaj Kaowaurai who said the research and development method is the research that has the truly condition experiment, make the assessment and repeatedly improve products to get the high-quality products.

The quality evaluation in content and media by the experts was beyond the expectation, which was in good level. So, it is according to Phinyapon Nittayaprapha’s (1991) told about selected vocabulary principle that should have too easy word, don’t translation this word again and use standard word. It should be an opportunity for students to apply these vocabularies in everyday life. Moreover, the Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) was to under the supervision of the experts to check the quality and giving suggestion to improve before using with the sample group. 4. The satisfaction evaluation by sample group was beyond the expectation, which was the highest level. The Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) gave an opportunity to stage 2 students (Years 4,5 and 6) to discover the worldview, get the most out of technology to get new knowledge from inside and outside classroom. Summary This research showed the problem-based and needs of the answerers. It found that answerers interested in others language which wasn’t language in course outline i.e. Thai language, English language and Vietnamese language. The problem of learning in others language which wasn’t language in course outlines i.e. Cambodian language, Bahasa Melayu and Vietnamese language. So, survey results showed the attention and problems of the ASEAN community’s language. Needs of learning vocabularies in all languages simultaneously was 57 percent. Needs of vocabularies group found that first, greetings had the mean of 4.52. Then, emergency had the mean of 4.15. Finally, essentials had the mean of 4.10. The research result found that Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet), it was Talk 2 ASEAN Application through android system. So, the quality evaluation of content result found that the mean was 4.41 and standard deviation was 0.52, which was a good level. And the quality evaluation of media result found that the mean was 4.88 and standard deviation was 0.22, which was a good level. The satisfaction evaluation by the sample group found that the mean was 4.63 and standard deviation was 0.69, which was the highest level. This application could be used to learn for getting much knowledge more than study in class. Moreover, it gave an opportunity to get a new vision and good idea for children and to accept different language from other countries and the ASEAN Community coming in 2015.
Research Suggestion 1. Should increase more classification of English vocabularies to engulf the learning course which refer to Basic Principle of Course Learning B.E. 2551(A.D.2008). 2. Should increase the situation videos and simulation method to introduce the sentences. 3. Specifying the efficiency of the Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) 4. Should use the high-quality of The Application Development for Learning; Beginner ASEAN Vocabulary Translation for Portable Devices (Tablet) to make Applications runs fast and continuously.
Suggestion for the next research 1. Should study the dictionary system to make it easier to find words meaning. 2. Should study about language to engulf the ASEAN community member states. 3. Should study about the Application development to make a program run all operating system as such as iOS HTML5 etc.
