UNITED STATES DISTRICT COURT is accepting applications for the
2014 SUMMER FEDERAL JUDICIAL EXTERNSHIP PROGRAM (“JEP”) MISSION STATEMENT To facilitate the applications of qualified first, second or third year minority law students to federal judges, and to assist the judges in locating such students. GOAL To expand judicial clerkship opportunities for minority students. Each student will be assigned a former federal law clerk to serve as a mentor. PROGRAM REQUIREMENTS Students are required to complete a minimum of one hundred sixty (160) hours in chambers between May 2014 and August 2014, and to attend at least three (3) law firm sponsored seminars. LOCATION Participating judges are located in Detroit, Ann Arbor, Bay City and Flint. will be made to place students at their first location choice.

EDUCATIONAL OPPORTUNITIES Students will have the opportunity to work directly with federal judges and their law clerks in preparing bench memoranda for pending cases. Students will also view, first hand, the unfolding of pretrial matters and can observe settlement conferences, final pretrial 1

Externs will be provided with a small stipend for the summer of 2014 due to the generosity of private donors. CREDIT In lieu of accepting a stipend, students can elect to intern for course credit if their law schools permit. DUAL PROGRAM EMPLOYMENT OPPORTUNITY In some instances, acceptance into the JEP may qualify a student to participate in the WBA Summer Clerkship Program. If a student is accepted into the dual program, the student will spend approximately four (4) weeks with his or her assigned judge and approximately eight (8) weeks with a law firm/company. NOTE: If you are interested in this dual program, you must also apply for the Wolverine Bar Association Summer Clerkship Program. Students must demonstrate strong research, writing and analytical abilities, and sign releases so that information can be obtained from faculty and/or administrators of their schools.

CONFLICT OF INTEREST Participation in the JEP will preclude a student from working in any other legal capacity while interning at the federal court. APPLICATION REQUIREMENTS An applicant wishing to be considered for the 2014 JEP must submit the following materials by electronic mail no later than Friday, January 24, 2014. ·
Completed application form attached to this application packet.

A short cover letter explaining the applicant’s career goals and how he or she believes participating in the JEP will further those goals.

A current resume.

An unofficial copy of the applicant’s law school transcript. Applicants who are selected to interview with the JEP Committee must provide an official copy of his or her transcript at the interview. If an unofficial transcript is not available by the application deadline, the applicant must provide a letter from each professor, on the school’s letterhead, reflecting his or her performance in each course.

A writing sample not exceeding five (5) pages in length, double-spaced, in the form of a legal memorandum or brief showing the applicant’s ability to identify and analyze legal issues. The writing sample may be an excerpt from a larger project, if clearly identified as such. The writing sample should not contain any comments or markings from the applicant’s professor/instructor.

Two (2) letters of recommendation from current or former employers, professors, or someone familiar with the applicant’s work ethic, character, and judgment.

[email protected] SELECTION PROCESS Due to the volume of applications received, the JEP Committee will complete an initial evaluation of each candidate based upon the application package and the criteria listed here. Candidates selected to interview with the JEP Committee will be notified by e-mail no later than February 1, 2014. Interviews will be conducted on February 8, 2014. Applicants will be scheduled for one (1), possibly two (2), twenty (20) minute interviews. Each interviewee 3
should plan to arrive at least fifteen (15) minutes before the scheduled interviews. Although the JEP Committee does consider an applicant’s class ranking and grade point average, other factors, including the applicant’s work history, undergraduate records, extracurricular activities and oral and written communication skills are also reviewed. After completion of all interviews, the JEP Committee will select applicants for placement with a participating judge. Decision on acceptance into the JEP and placement will be communicated no later than Tuesday, February 11, 2014. The JEP is administered by the Honorable Victoria A.
