Call for Consultancy to develop a Teacher Professional Development Toolkit with Content on Critical Thinking The Inter‐American Teacher Education Network (ITEN) of the Organization of American States (OAS) is launching a call for proposals to select an institution or individual to carry out the development of an educational resource Toolkit. This Toolkit will offer content centered on promoting and strengthening critical thinking skills in secondary students in the areas of reading, mathematics, science and citizenship education. ITEN is a professional network composed of leaders in education of all levels and types that unite to share knowledge, experiences, research and best practices in the teaching profession. Based on a strategy of horizontal cooperation, ITEN offers a space for interaction to all teachers of the Americas. ITEN is an initiative of the Section of Human Development and Education of the Department of Human Development, Education and Employment (DDHEE) of the Executive Secretariat for Integral Development (SEDI) of the OAS. During the plan of execution of the 2014‐2015 period, ITEN will continue working in teacher professional development and offering innovative learning methods through the provision of both online and in‐person professional development opportunities. In this new stage, ITEN will place emphasis on strengthening teacher skills in promoting quality education through the implementation of teacher professional development of various kinds, including online courses, MOOCs, radio programs and in‐person workshops. ITEN is directing this call towards individuals and institutions of OAS Member States (to see a list of the Member States, click here.) The person or institution selected will receive a contract as an independent consultant of the OAS for the development of Toolkit content. Description of Toolkit: The Toolkit will be divided in two sections. The first section will include general content with a focus on promoting critical thinking in students (between 11 – 18 years old). The second section will contain four units that provide practical tools on encouraging these students’ critical thinking in each of the four highlighted subject areas: reading, mathematics, science and citizenship education. The content suggested for each section of the toolkit should provide the following: Units for general section: Theoretical concepts and dimensions of critical thinking.

Approaches to collaborative learning, project‐based learning for developing critical thinking skills. Characteristics of students who possess critical thinking skills. Guidelines on how to develop a lesson plan focused on strategies to promote critical thinking of students and main criteria for its creation. A portfolio of experiences and/or lesson plans developed by institutions and teachers of the Americas (especially English speaking countries) to promote critical thinking in students at the secondary level. Methods of teacher self‐assessment (meta‐cognition) and student’s assessment in their comprehension, learning of material and achievement of class objectives. Guidelines for specific sections: Promotion and strengthening of teaching critical thinking in the subject of reading and writing to students, providing concrete examples of how to apply its use and practice in the classroom. Promotion and strengthening of teaching critical thinking in the subject of mathematics to students, providing concrete examples of how to apply its use and practice in the classroom. Promotion and strengthening of teaching critical thinking in the subject of natural sciences to students, providing concrete examples of how to apply its use and practice in the classroom. Promotion and strengthening of teaching critical thinking in the subject of citizenship education to students, providing concrete examples of how to apply its use and practice in the classroom. The Toolkit content must be accompanied by a glossary of terms, worksheets for developing lesson plans, worksheets for teacher self‐assessment, worksheets for student evaluation, multimedia resources (i.e. videos, online games, songs, online libraries, blogs and other available online resources that are free of charge and considered relevant), a bibliography and other tools that encourage the self‐learning process among students and teachers. All content, resources and methodology included in the Toolkit must take into consideration a gender perspective. The design of each unit must include a final assessment with closed format multiple‐choice questions. In addition to the assessments above mentioned, an opening and final quiz must be included to demonstrate the knowledge and skills acquired. These assessments will be used to evaluate the process of self‐learning of teachers as they learn and apply the toolkit content available in the ITEN Website.

The content created for the Toolkit will be utilized as the content base for the creation of future professional development activities, such as online courses, in‐person workshops and radio programs. Requirements: Individuals or institutions interested in this opportunity must provide a document with the following information: Background information of individual/institution. Description of previous experience in the areas of creating professional development material and applying critical thinking in education. Annexing an example of a manual developed. A brief description of the proposed content and methodology of professional development, including a justification for their selection and a tentative index/layout of the toolkit. Project calendar (the development stage of the toolkit must not take longer than three months.) Budget ($10,000USD maximum.) Deadline: This document must be sent via email to Mr. Jaime Solano
