Turning the Radio On and Off •

Radio On

Turn the radio on by rotating the On/Off/Volume Control clockwise. The radio then goes through a power-up self test, and the display shows “Self Test”. If the radio fails the self test, the display shows “ERROR XX/YY” where XX/YY is the error code. Turn the radio off, check the battery and battery contacts, and turn the radio back on. If the radio still does not pass its self test, record the error and contact service. •

Radio Off

Turn the radio off by rotating the On/Off/Volume Control counterclockwise until you hear a click.

Softkeys The instructions in the rest of this manual will refer to a softkey. On model III radios the softkeys are the 1, 2, and 3 buttons on the numeric keypad. On model II radios the softkey buttons look like this

Selecting a Zone and a Channel •

Zone Selection (Model 1)

Zone selection on top display model radios is selected by the 3 position A-B-C switch located next to the power/volume knob. Position A is your home zone. Position B is typically programmed as department “Common” talkgroups. Position C is programmed for campus interoperability (also refered as the “IR” zone) which is used during a campuswide pre-planned event or an emergency situation. •

Viewing the Private Call and Call Alert List

Pressing either of the arrow keys will move backward/forward through the list showing each member of the list. Eventually you will end up back to the beginning of the list. The keypad can also be used to directly enter the list number. Stop on the member to be changed. The display will alternate between the member name and the radio ID. If a radio ID has already been entered in this member then it will be displayed, otherwise ID: ------ will be displayed. Press the Blue button on the side of the radio to enter the number edit mode. You can now change number using any of the keypad digits. The blinking cursor shows the position of the next number to be added.

To change the radio ID number enter the new digits. The digits will be displayed as they are entered. When the maximum number of digits have been entered the cursor will disappear. The arrow keys

can be used as backspace and forward respectively.

When you are finished entering the radio id number press the Blue “select” button on the side of the radio. The change will be saved in the radio’s memory. You will be returned to the member list. When all changes to the list have been made, press the HOME mode . •

Stop on the member to be changed. The display will alternate between the member name and the phone number. If a phone number has already been entered in this member then it will be displayed, otherwise -------------- will be displayed. Press the Blue button on the side of the radio to enter the number edit mode. You can now change the number using any of the keypad digits including the * and the #. A pause can be entered at any place by pressing * then #. A “P” will be displayed. The blinking cursor shows the position of the next number to be added. To change the phone number enter the new digits. The digits will be displayed as they are entered. When the maximum number of digits have been entered the cursor will disappear. The arrow keys

Pressing either of the arrow keys will move backward/forward through the list showing each channel that the radio is programmed to SCAN and its priority level. Eventually you will end up back to the beginning of the list.

The display will show the first member in the scan list. It is displayed as the zone and channel name. The scan symbol will indicate which priority level of scan this member of the list is programmed to. The (view-entry) status indicator will appear (flashing) indicating that you are in the programming mode. Adding, deleting, and changing members of the scan list involves to parts; changing zones and channels, because a member of the scan list can be any channel in any zone. It would be helpful to have a list of channelS in the radio organized by zone in front of you when programming the scan list. Two softkeys SEL and DEL appear at the bottom of the display. These are used to modify the scan list. Pressing the softkey (softkey) directly under SEL will cycle the programming of the zone/channel displayed with choices of BLANK, NON-PRIORITY and PRIORITY 2

(pri2). Priority 1

(npri),

(pri1) scan is pre-programmed to follow the zone/channel selected on the display

of the radio (before scan programming was entered). Pressing the softkey directly under DEL will remove the displayed zone/channel from the scan list. Use a combination of zone selection and channel selection methods to navigate to the zone/channel to be entered/modified in the scan list.

When all changes to the scan list have been made, press the HOME radio is returned to the normal operating mode .

Time-Out Timer The MTS2000 portable radio is equipped with a programmable time-out timer which, upon expiration will turn off the transmitter. The time-out timer is pre-programmed with the Radio Service Software and is currently set for a duration of 60 seconds. Four seconds before the time-out timer elapses a low pitched warning tone is heard. If the push to talk switch is held down past the time-out time the transmitter will stop transmitting. The low pitched warning tone will continue to be heard until the push to talk switch is released which will then reset the 60 second timer. After the warning tone is heard, releasing the push to talk switch and pressing it again will continue the transmission.

Low Battery Indication If battery voltage falls below the low voltage level the status indicator will appear and will be flashing. A chirp is also programmed to sound every 60 seconds on standby and after each release of the push to talk. Once the low battery indication occurs it is time to switch to the spare battery and charge the other battery.

Emergency The emergency button is located on top of the radio. See page 2 for a detailed picture. Currently, the emergency button is programmed to only work when the radio is selected on a trunked channel. This means that there will be no emergency sent if the emergency button is pressed while the radio is on a conventional channel. Once the emergency button is pressed, dispatch is notified immediately and the radio switches itself to the emergency channel. Clearing the emergency is accomplished by pressing the emergency button for approximately 1 second. A medium pitched tone sounds until the button is released.

Monitor The monitor feature allows you to override the private line (PL) or digital private line (DPL) coded squelch on a channel.

Pressing side button 2 is similar to opening the squelch control all the way on other type radios. With this button pressed you will be able to hear any activity on the channel regardless of the programmed PL or DPL.

Pressing and holding side button 2 for a second will cause a short, medium pitched tone to be heard and the radio will remain in the carrier squelch mode until the button is pressed again or ptt is pressed.

Backlight Pressing the backlight switch (Blue Button) will cause the display and keypad backlight to turn on. Pressing this button again will turn it back off. The light is pre-programmed to automatically turn off after 5 seconds.

Direct/Repeater Mode Direct/Repeater mode is controlled by the two position switch under the 16-position channel control knob. When the two positon switch is in the “A” position, the radio is in a talkaround mode. When the two position switch is in the “B” position the radio is in a repeater mode. •

Direct

Direct, also known as talkaround or car to car, is where the radio transmits and receives on the same frequency. This mode would be used when the radio is out of range of the repeater or where there is no repeater such as an event that is in an area outside of the users normal operating area. Coverage in this mode is very limited and very dependant on terrain and obsticles.

• Repeat Repeat is where the radio transmits and receives on different frequencies. In order for a conversation to take place the radio must be in range of the repeater. This is the normal mode of operation and gives the users the maximum amount of coverage.

Scan The scan feature allow you to monitor the activity of different channels by scanning a “scan list”. The scan list can contain as many as 10 members. Currently the Astro portable is programmed for operator select scan. This means that the members of the scan list may be changed by the radio operator. The choices the radio operator has is non priority and priority two. Priority one is pre-programmed to follow the radio’s selected channel. Scan is controlled by a menu softkey. While the radio is scanning and listening to activity on a channel, pressing the push to talk will return the radio to the selected channel and it will transmit and receive there.

Nuisance Delete When the radio scans to a channel that you do not wish to hear, you can temporarily delete that channel from the scan list.

When the radio is locked onto the channel to be deleted, press the nuisance delete button (side button 1) step may be repeated to delete additional channels in the scan list.

The radio continues scanning the remaining channels in the list. To can restore the deleted channels and resume scanning by changing channels with the 16-position rotary knob or leaving and re-entering scan operation. NOTE: Priority channels and the selected channel cannot be deleted using the nuisance delete feature.

The display changes to show the last ID number transmitted or received. Press the left arrow key or the * key. The display will change to show MY ID: followed by the radio’s ID number.

Call Alert • Answering a Call Alert page When a call alert page is received, you will hear a recurring four-beep tone until you answer the call or reset the radio. The display will alternate between showing the current talkgroup and “PAGE RECEIVED”. The green LED and the call received status indicator will flash. The radio is reset by pressing any side or keypad button, mode change, or PTT. This will turn off the audible alert and turn off the display indicator. To answer the page press the PTT switch . The display will change to show the selected talkgroup. Carry on with your conversation in the normal manner; all members of your talkgroup will hear your response.



Sending a Call Alert

To send a call alert page to another radio: Press the arrow keys Press the softkey

until the |PAGE| softkey appears on the display. directly under |PAGE|.

If you hear one beep the ID number has been received by the system, but the radio you are alerting is either not on the air, transmitting, on another system, or on a conventional channel. After six seconds, a low pitched alert tone sounds and the display changes to “NO ACKNOWLEDGE”. At this point you can either try again by pressing the PTT switch, enter another ID then press the PTT switch, or press the home softkey and return the radio to the normal operating mode. If you hear five beeps, the ID number was received by the system, and the radio you alerting is on the air and has received your page. The radio automatically returns to the normal operating mode.

Private Call • Answering a Private Call When a private conversation call is received, you will hear a two beep tones, the display will show “CALL RECEIVED”, and you will hear the caller. The green LED and the call received status indicator will flash. Press the arrow keys Press the softkey

until the |CALL| softkey appears on the display. directly under |CALL|.

The display alternately changes to show the incomming caller’s ID number and “RECEIVED ID”, and the green LED and received call status indicator will turn off. To answer the call press the PTT switch to carry on a private conversation with the caller. The caller’s ID number will remain on the display for the duration of the call. Note: if you press the PTT switch before entering the |CALL| mode, your transmissions will be heard by everyone on the talkgroup selected on your radio. The caller will only be heard by you.

When you have finished your conversation, press the HOME operating mode.

Telephone Interconnect (Limited resources, may not be available) • Answering a Phone Call When a telephone call is being received you will hear a telephone type ringing. The display will constantly show “PHONE CALL”, and the green LED and received call status indicator will turn off. Carry on with your conversation in the normal manner. Press the PTT switch to talk; release it to listen. Note: when you release the PTT switch, the caller on the other end will hear a single beep. This single beep alerts them that you have released your PTT switch and are now in a receive mode

When you have finished your conversation, press the HOME operating mode.

Originating a Phone Call

To make a phone call: Press the arrow keys Press the softkey

until the |PHON| softkey appears on the display. directly under |PHON|.

The display changes to show the last phone number dialed. If this is the phone number you wish to dial press and release the PTT switch., otherwise you can directly enter the phone number from the keypad using the digits 0-9, *, and #, or scroll through the list (if it is programmed in the list) using the arrow keys , then press and release the PTT switch. A pause can be inserted in the phone number by pressing * then #. Note: once you have started entering numbers, the left arrow key

will function as a backspace key.

If the trunked telephone interconnect is already in use you will hear a busy sound and the display will show “PHONE BUSY”. Once the trunked telephone interconnect becomes available you will see “PLEASE WAIT” while your radio attempts to access the telephone system. Otherwise, you will see “PLEASE WAIT” while your radio attempts to access the telephone system. Press the PTT switch to carry on a conversation with the called person. Note: if you are out of range of the system, the telephone interconnect system is out of service, or your radio ID is not authorized to make phone calls, you will hear a continuous low-pitched tone and the display will show “NO PHONE”.

When you are finished with your conversation, or the person you are calling doesn’t answer, press the HOME return the radio to the normal operating mode.

Glossary Busy/Call BackWhen more people want to talk than there are channels available, the radios making the requests will hear a busy signal each time the radio is keyed until their turn to talk is granted. Keying the radio over and over again doesn’t make the channel grant happen any sooner or later. The radio only transmits once. It knows that the system is busy and will get the call back signal from the system. Call AlertThe Call Alert feature lets your radio function like a pager. Depending on how the radio is programmed by the Radio Service Software, the radio can receive and respond to pages from other radios, and send pages to them. Channel Select This rotary control will change the channel from 1 to 16 within the zone selected. Emergency A transmission is sent out when the Emergency button on the radio is pressed by the operator. The ID number of the radio as well as an audible alert is seen and heard on the console and SIMS II terminal. When a user presses the emergency button the talkgroup the radio is currently selected on before the Emergency button is pressed is now an Emergency talkgroup. If the system is generating busies at this time it will always give priority access to the emergency talkgroup and users on that talkgroup. This gives the Emergency talkgroup first access and overall priority on the system. All radios on that talkgroup will be part of the Emergency call and will have priority for the next channel available over other users on other channels. Note: the emergency is cleared on the radios(s) that sent it by pressing and holding the Emergency button until a long beep tone is heard. Control 1 can confirm that the Emergency has been cleared. More than one emergency can be happening at a time. Failsoft This is a mode that does not normally happen very often. When radios are in the Failsoft mode it means that the central controller has failed. Rather than have the radios become un-usable, the failsoft mode is invoked. The switching or trunking of channels has stopped. All conversations now will occur on the same channel for each pre-programmed group until the failure of the Central Controller has been cleared. It is easy to tell if the system is in failsoft by listening carefully to the radio and on display radios, looking at the display. In failsoft, the channel sounds like it has an “open mic”. In actuality it is. The repeater is constantly keyed and a beep tone is heard about every 10 seconds. There is no need to wait for the channel to drop because it never will. Just go ahead and key the radio and talk. The beep tone won’t cover up the user talking either. On display radios, FAILSOFT will be displayed. Failsoft automatically clears itself when the Central Controller is back in operation. There is nothing a user needs to do. Home Key The Home key will always return you to the home (default) display. In addition, if you are using a feature that requires it, pressing the Home key will also cause information to be saved in memory before going to the home display. Some radio features will automatically go to the home display when they are completed, without having to press the Home key.

Left and Right Arrow Keys The Left and Right arrow keys are used to scroll the display forward or backward through the radio’s preprogrammed features and lists. There is no end point to the list, so if you continue to scroll in one direction, the display will “wrap around” back to the beginning of the list. If you hold either key down, the display will scroll at a faster rate until the key is released.

Monitor Pressing this button when the radio is on conventional channel will bypass the Private Line mode and allow any radio traffic on the frequency to be heard. This is required by the FCC before talking to make sure another user doesn’t get interfered with. Out-of-Range If a radio user presses the Push to Talk switch when the radio is out of range of the system, the radio will emit an out of range tone. This can occur if the radio is not receiving the control channel’s transmitter, or when the control channel’s receiver is not receiving the user’s transmitter. Page Press the right or left arrow key until “PAGE” appears on the display. Press the key below “PAGE”. The display changes to show the last ID number transmitted or received. You must now select a number from the list or enter one in. This number is the six digit number unique to each radio. Press the PTT switch. If you hear one beep, the ID number was accepted by the system, but the radio you were paging was not on the air, or transmitting. You can either press the PTT switch again to send the page again or press HOME to hang up and return to your normal display. If you hear five beeps, the ID number has been accepted by the system, and the radio you are paging is on the air and has received your page. The radio automatically returns to the normal display. Phone When a telephone call is being received, you will hear a telephone type ringing. Pressing this button will allow the radio to answer the incoming phone call. After pressing this button carry on your conversation as if you were talking to another radio. Advise the person on the phone that you will not be able to hear them while you are talking. When you de-key the radio the person on the phone will hear a beep. This indicates to them that you have stopped talking. Pressing the button a second time will hang up the phone. To make a phone call, press this button then enter the phone number on the keypad. When finished entering the number, press the push-to-talk switch and the number will be dialed. Priority Level Control Priority only takes affect when the system is busy. Priority Level Control does not allow users to override others while they are talking, but does allow a user with a higher priority setting to access a channel before another user with a lower priority setting when a channel does become available. There are 7 levels of priority that can be assigned to users that determine who gets a call back from a busy first. This is where the top of queue happens - the higher the priority of the user or talkgroup the higher the placement in the call back queue. The only priority in the system that will allow the override of a conversation is from the console. It will override anyone that is talking on that particular talkgroup. Also, see EMERGENCY.

Private Call This option gives the user the ability to communicate to another user through the trunked system privately. When a private call is being received, you will hear the call preceded by two quick beeps. Press the Private Call button to answer. If you forget to press this button, everyone on the channel your radio is selected to will hear only you. The person talking to you will still be private. Pressing this button a second time will cancel the Private Call. When your radio is in the Private Call mode you will not receive any other transmissions except for the person at the other end. Repeat In repeat operation, you talk through the repeater, which increases the radio’s operating range. The transmit and receive frequencies are not the same. System UCI Radio Operations Manual

Trunking systems consists of up to 28 repeaters (one of which is always acting as a control channel), and one central controller. The central controller manages the assignment of the channels (trunks) to the radios (users) very much the same way the telephone company’s central office operates.

Talkaround/Direct The talkaround/Direct feature allows you to bypass the repeater and talk directly to another portable or mobile radio. This is known as direct operation. The transmit frequency is the same as the receive frequency. Trunking The telephone company has been using trunking techniques to establish calls between subscribers for almost a century. The telephone user does not have his own dedicated private trunk line to every party he calls. When the user establishes a call, he is assigned a trunk for the duration of that call. After the user hangs up, the same trunk becomes available to other users. Thus, a small number of telephone trunks can be shared by a large number of subscribers. This sharing is managed efficiently and automatically by the switching equipment in the telephone company central offices

Why is the First Word Lost on Transmit ?Users need to get used to keying the radio and waiting. No longer can they start talking and key the radio at the same time without cutting themselves off. The reason for this is because when a user keys his radio many things happen that the user is unaware of. Upon a PTT - the radio, A. Transmits a “I want to talk” request to the central controller. This request contains the radio’s ID and the TALKGROUP that is selected on the radio. The radio switches to the receive mode and waits for an answer. B. The controller checks the ID and TALKGROUP to verify that they are both allowed on the system. If either one isn’t allowed the radio honks and nothing further happens. If both are allowed the controller checks for the next available channel and if one is free it transmits that channel number to the radio and reserves that channel’s repeater for that transmission. If not the radio is told it is busy and waits for the controller to give it a call back. C. The radio receives the channel number and re-programs the receivers frequency. D. The radio switches to the transmit mode and the users talks. This all happens in less than 1/2 a second.

Battery Charging and Care •

Charging Nickel-Metal Hydride Batteries

Charge the battery for 14 hours before use to ensure optimum capacity and performance. The battery should be at about 77oF (room temperature) whenever possible. Charging a cold battery (below 50oF) may result in leakage of electrolyte and ultimately, in failure of the battery. Charging a hot battery (above 90oF) results in reduced discharge capacity, affecting the performance of the radio. Batteries which have been in storage should be charged overnight before use. Try to leave the battery in the charger for an additional 1-2 hours after the green light appears. Continuous charging will shorten the battery’s life. (Don’t use your charger as a radio stand.) Only charge batteries when they need it. If it isn’t fully discharged, don’t recharge it. (We recommend you purchase a second battery for multiple/longer duty cycle applications.) For optimum battery life and operation use only Motorola brand chargers. They were designed to operate as an integrated energy system



Battery Care

Batteries should be stored in a cool dry environment and charged for 14 hours before use after being stored for extended periods of time Batteries should not be completely discharged. They should be recharged after the low battery indication has occurred. Contacts can be cleaned with a lint-free cloth to remove dirt, grease, or other foreign material that may prevent a good electrical connection to the radio.

Cleaning

External surfaces of the radio may be cleaned with a 5% mix of mild dishwashing detergent and water. Apply the detergent solution sparingly to the radio with a stiff, non-metallic, short bristled brush (tooth brush), being careful not to allow excess detergent to remain entrapped near connectors and controls or in cracks and crevices. Dry the radio thoroughly with a soft lint-free cloth. •

Handling

Avoid physical abuse; do not pound, drop, or throw the radio unnecessarily. Do not carry the radio by its antenna Never allow the radio to become submersed.

MISCELLANEOUS RADIO INFORMATION

Your departments Home Zone will be programmed differently than another departments Home Zone. Your Home Zone will contain your primary talkgroup(s), alternate talkgroups and common talkgroups of other departments. All departments have a department "Primary" and department "Common" talkgroup. The primary talkgroup is where the bulk of your communications will probably occur. Your primary talkgroup will not been programmed into any other departments radio without your expressed written permission. Exceptions are the UCI Police Department. Your common talkgroup is programmed into selected department radios so that these departments might contact your department if they so desire. Note: You will not hear other departments calling your department on your common channel unless you do the following: place your departments common talkgroup in your scan list and turn the concentric switch on your radio to the scan position. Please advise Network and Academic Computing Services, Radio Systems Specialist if there is a common talkgroup you wish to have programmed into your department radios. EOC personnel have EOC programming in the EOC Zone of their radios. As of May 2003, revised EOC policy is not using these talkgroups for EOC operations. All EOC communications will be handled in the “IR” zone. All UCI radios have the Irvine Coordinated (IR) talkgroups programmed in their radios. See the pages marked "Campus Wide Talkgroups" for details. If your radios six digit unit ID has "700" or "701" as the first three digits, your radio will only work on the UC Irvine campus and Medical Center. If your radios six digit unit ID number has "709" as the first three digits, your radio will automatically work on other UC campuses which have chosen to install an 800MHz trunked radio system. All you have to do is turn your radio to the proper zone and channel for your radio to work. Currently the Campus Emergency Channel and Campus Common channel is programmed in all Type II and Type III radios. If you travel often to other UC campuses, and have a radio with a "701" or "702" unit ID, contact Network and Academic Computing Services, Radio Systems Specialist to get a "709" unit ID assigned to your radio. On the other hand, if your radios unit ID starts with "709" and you don't believe you will never travel to another UC campus, contact NACS Radio Systems Specialist to get a "700" or "701" unit ID assigned to your radio. We will waive programming charges if you are giving up a "709" unit ID. If you travel frequently to other UC campuses and wish to talk to the respective campus department on that campus, please get written permission from that campus to install their talkgroup in your radio. We need the talkgroup name, decimal ID and Hex ID before we can reprogram your radio. A fax or typed letter written on University of California letterhead authorizing that change is required. The letter should be addressed to: UCI Network and Academic Computer Services, Attn: Radio Systems Specialist. Our fax number is (714) 824-2270. The University of California, Irvine Medical Center has a conventional Community Repeater installed on Building 1. A community repeater uses the same input/output frequency pair but uses different electronic digital and/or analog subaudible tones to filter out different groups using the repeater. This allows for several groups to use the same system while allowing users to filter out unwanted radio traffic. Personnel using this repeater must monitor the system/channel by using the blue button on the side of their radio before beginning their transmission. Failure to monitor the channel before you press the Push-To-Talk button may interfere with a conversation currently in progress. Please monitor before attempting a transmission. A general assumption could be made that if someone calls you on this system; they have monitored for a clear channel before calling you. Therefore, you do not have to monitor the channel if someone calls you. If someone establishes contact with you and your conversations are broken, scratchy and/or intermittent, monitor the channel for other activity. Someone else may have been engaged in a conversation before you and the person who called you did not hear it. Or someone may have failed to monitor the channel for activity before making a call and is interfering with your conversation in progress.
