PROCUREMENT OFFICER Overall Purpose Responsible to Logistics Supervisor for development, implementation and evaluation of an effective procurement plan and tender specifications for purchasing supplies and capital equipment in line with the approved budget. Other responsibilities include developing and implementing an effective procurement and supplies management information system for monitoring and tracking costs of materials, goods and services in order to control expenditure and ensure efficient use of the organisational resources Duties and Responsibilities
Provide technical leadership to drive the implementation of procurement and supplies policies and plans aimed at cost effective acquisition of high quality, materials, goods and services Develop and implement flexible and responsive procurement and stores management system for monitoring and tracking costs as well as maintaining up-to-date inventory of goods and services Implement cost-effective disposal of obsolete machinery, equipment, furniture and other salvage goods in accordance with the Society’s and donor policies and procedures Identify opportunities for new and integrated supply agreements Monitor internal procurement systems and processes and ensure that compliance is achieved across the organization. Undertake, complete and assist in specific procurement projects and provide ongoing monitoring as required including working with budget managers throughout annual plan Prepare calls for tender and follow-up procedure and management of any type of contracts (service, works, and supplies). Develop detailed tender specifications and performance standards to facilitate procurement of capital equipments, goods and services in strict compliance with the society’s policies and procedures. Confer with vendors and suppliers to obtain product or service information such as price, availability and delivery schedule
Prepare periodic progress reports and annual reports showing achievements of the procurement unit against planned targets as well as providing justification for performance variances and areas of improvement Provide staff with training on society’s procurement systems and processes. Developing and maintaining close working relationships with internal and external contacts as appropriate. Promote the implementation of corporate culture, leadership model and health and safety systems.
Minimum Qualifications Bachelors degree in Purchasing and Supply Management plus membership to a professionally recognized body. Over three (3) years’ experience gained from a large and busy organization. Key Competencies Working knowledge of sources of supplies, price trends and grades or quality of materials and equipment Sound knowledge of procurement procedures and systems as well as government procedures for acquisition and disposal of assets Ability to analyse and process purchasing requisitions and vouchers and make purchasing decisions accordingly Strong leadership, team building, conflict resolution and ability to deliver the Society’s strategic objectives. Demonstrated proficiency in computer applications such as word processing, spreadsheets, database, email and utilization of the internet. Should be a team player and culturally sensitive. Strong communication skills: oral, written and presentation skills.
