Introduction The new English Indices of Deprivation 2010 (IMD 2010) have recently been released by the Department for Communities and Local Government. These replace the Indices of Deprivation 2007 (IMD 2007) as the official measure of deprivation in England. The IMD 2010 provides a relative ranking of areas across England according to their level of deprivation. The IMD 2010 includes the following measures of deprivation: •

Income Deprivation Affecting Children Index 2010

Income Deprivation Affecting Older People Index 2010
The new IMD 2010 is a nationally recognised measure of deprivation at Lower Layer Super‐Output Area level (SOA). SOAs have an approximate population of 1,500 people and allow the identification of small pockets of deprivation. There are 333 SOAs in Warwickshire. The IMD 2010 comprises seven domain indices representing the following different aspects of deprivation. •

Education, skills and training deprivation o Children/Young People o Skills

Barriers to housing and services o Wider Barriers (e.g. homelessness, access to owner occupation) o Geographical Barriers (e.g. road distance to key services) Living environment deprivation o Indoor Environment (e.g. poor quality housing) o Outdoor Environment (e.g. air quality) Crime
These different dimensions of deprivation are weighted and combined to create the overall IMD 2010. The weightings given to each domain in the overall index varies. For example, income and employment deprivation influences the overall index score far greater than the crime or living environment domains. The weightings and component indicators for each domain have been detailed in the Appendix. The IMD 2010 ranks all areas in England based upon their scores generated from a number of different indicators for the various types of deprivation detailed above. A low rank denotes greater deprivation. A ranking of 1 represents the most deprived area and a ranking of 32,482 represents the least deprived area nationally. The ranks allow direct comparison between other areas across the whole of England. The Indices of Deprivation were created as a measure of relative deprivation rather than absolute deprivation, therefore it cannot be used to determine ‘how much’ more deprived one SOA is than another. For example, it is not possible to say that SOA X, ranked 20th, is twice as deprived as SOA Y, which is ranked 40th. However, it is possible to say that X is more deprived than Y. The IMD 2010 is based on the approach, structure and methodology that were used to create the previous IMD 2007. The Department for Communities & Local Government have advised that it is possible to compare

the two indices. However, although the update is branded as the 2010 Indices, much of the data used to construct it is taken from 2008. This has implications for how we should interpret the information. Any significant improvements we have made to relative deprivation levels in specific localities in the past two or three years will not be reflected in the latest version of the Indices.
Key Messages Nuneaton & Bedworth has the highest levels of deprivation in the County, indicated by the highest average SOA score. The Borough ranks as the 108th most deprived Local Authority District (out of the 326 Local Authorities in England). Nuneaton and Bedworth falls within the top third most deprived Local Authority Districts in England. Stratford‐on‐Avon District is the least deprived in Warwickshire with a national rank of 278th. In terms of relative positions in the national rankings, Table 1 suggests that relative to other English Local Authority Districts, Rugby Borough is more deprived in the latest IMD 2010 than it was in the 2007 Index across three of the four summary measures. Nuneaton & Bedworth Borough’s relative deprivation rankings have improved in three out of four measures in 2010 by 3 to 8 places. Warwick

District has seen a marked improvement in its rankings and the District is relatively less deprived than it was in the IMD 2007 across all four of the summary measures. There are nine SOAs in Warwickshire ranked within the top 10% most deprived SOAs nationally on the overall Index of Multiple Deprivation 2010. These are all located within Nuneaton & Bedworth Borough. This compares with six SOAs in IMD 2007 and two SOAs in IMD 2004. Figure 1 details the location of Warwickshire’s most deprived areas according to the IMD 2010. These are concentrated in central and north west Nuneaton.

It is interesting to note that the top 13 most deprived SOAs on the IMD 2007 have all moved up the national rankings and are therefore ranked as being relatively more deprived on the IMD 2010. This is shown in Table 2. Some 22 of Warwickshire’s most deprived 30 SOAs have similarly deteriorated in a national context. The reason for this apparent decline is not clear. It could be that deprivation levels in the County have remained static in a generally improving national
context, or it could be that there has been real absolute decline in some of our neighbourhoods. The fact that the average IMD deprivation score has increased between 2007 and 2010 implies that the latter of these two options is most likely. Figures 2 and 3 below, illustrate the geographical pattern of deprivation across the County using the latest results from the IMD 2010. Figure 2 shows each SOA’s national IMD 2010 ranking and the second indicates whether each SOA has moved up or down the national rankings since the 2007 index. Readers should not get distracted by the larger, rural, SOAs as many of the key issues are located within the smaller urban areas – each SOA contains approximately the same population. Figure 2 clearly identifies clusters of the most deprived communities in west Nuneaton and smaller parts of Warwickshire’s other large towns. Figure 3 is perhaps more interesting, illustrating that all parts of the County have some neighbourhoods that have, in a national context, become relatively more deprived. The most deprived SOA in the County is the Bar Pool North and

Crescents in Nuneaton. This area is ranked 492nd out of the 32,482 SOAs in England on the overall Index of Multiple Deprivation, placing it within the top 2% most deprived SOAs nationally. In terms of multiple deprivation, there are a number of areas which feature within the top 10% most deprived areas nationally in a number of different domains. Bar Pool North and Crescents, Camp Hill Village Centre and Kingswood Grove Farm and Rural in Nuneaton feature in the top 10% most deprived areas in five out of the seven domains. These areas experience multiple‐domain deprivation associated with income, employment, health, education, and crime. In addition to this, Abbey Town Centre and Priory and Hill Top in Wem Brook ward show up within the top 10% most deprived SOAs nationally in four out of the seven different domains, whilst Middlemarch & Swimming Pool SOA and Bede East SOA feature in three. In Warwickshire, the main priorities in terms of type of deprivation lie in the barriers to housing and services, education and crime domains. The barriers to housing and services domain focuses on geographical access to key local services and issues relating to access to housing, such as affordability. Within Warwickshire, 57 (or 17%) of SOAs are ranked within the top 20% most deprived SOAs in England on this measure. This compares with 67 areas (or 20%) in the 2007 Indices. There are three SOAs in Warwickshire ranked within the 1% most deprived SOAs nationally. One located in Stoneleigh in Warwick District and two in Stratford‐on‐Avon District (Ladbroke and Priors SOA in Fenny Compton ward and Long Compton SOA in Long Compton ward). A total of 45 areas in Warwickshire are ranked in the top 20% most educationally deprived areas nationally compared with 41 in IMD 2007. The
most deprived six SOAs are in Nuneaton & Bedworth Borough, all falling within the top 1,000 most deprived areas in England. Camp Hill Village Centre fares particularly poorly in this respect and is ranked as the 175th most deprived area in England. However, it has improved by 50 places from 125th most deprived in the IMD 2007. The crime domain measures the rate of recorded crime for the four major crime types of burglary, theft, criminal damage and violence, and represents the risk of personal and material victimisation at a small area level. There are 20 SOAs in Warwickshire ranked within the top 10%, and 42 within the top 20% most deprived SOAs nationally on this domain. This has increased from ten in the top 10% and 36 in the top 20% in the IMD 2007. The most deprived area in the County on this measure is Abbey Priory in Nuneaton which is ranked 431st nationally, deteriorating from the IMD 2007 by 473 places.

Local Authority District Results
Although a significant benefit of the IMD 2010 is that it is produced at Super Output Area (SOA) level, allowing us to highlight localised pockets of deprivation, Local Authority District level summary measures of the IMD 2010 have also been produced. The Department for Communities and Local Government advise that no single summary measure should be favoured over another and therefore there is no single best way of describing or comparing England’s 326 local authority districts. The summary measures are: •
Average of SOA Scores is the population weighted average of the combined scores for the SOAs in a local authority district.
•
Average of SOA Ranks is the population weighted average of the combined ranks for the SOAs in a local authority district.
•
Extent is the proportion of a local authority district’s population living in the most deprived SOAs in the country.
•
Local Concentration is the population weighted average of the ranks of a district’s most deprived SOAs that contain exactly 10% of the local authority district’s population.

Table 4 details changes in the relative rankings of the Districts between the IMD 2007 and IMD 2010 for the four different summary measures of deprivation. Of these summary measures, the rank of the average SOA score for each local authority is most easily interpreted. Nuneaton and Bedworth Borough has the highest levels of deprivation in the County, indicated by the highest average SOA score. The Borough ranks as the 108th most deprived Local Authority District (out of the 326 Local Authorities in England). Nuneaton and Bedworth Borough falls within the top third most deprived Local Authority Districts in England. Stratford‐on‐Avon District is the least deprived in Warwickshire with a national rank of 278th. The most significant deterioration has occurred in Rugby Borough, whilst Warwick District has seen a marked improvement in its rankings.

The local authorities can also be summarised using a local concentration score, which identifies authorities containing ‘hotspots’ of extreme deprivation using a population weighted average of the ranks of a District’s most deprived SOAs that contain exactly 10% of the District’s population. In this measure, there has been a relative deterioration in three out of five Districts/Boroughs in terms of rank. In particular, Nuneaton and Bedworth Borough has slipped 23 places from the 2007 index. This summary measure suggests that the gaps in deprivation across Warwickshire are widening and whilst some areas, particularly in Warwick District appear to have shown notable improvement, there are ‘hotspots’ in the north of the County that have shown marked deterioration.
District Analysis: Super Output Area Results North Warwickshire Borough IMD 2010: As shown in Table 6, there are three SOAs ranked within the top 30% most deprived SOAs nationally in the IMD 2010, one more than in the previous IMD 2007 index. The most deprived SOA in North Warwickshire, Atherstone Central Centre, has risen slightly up the rankings, remaining in the top 10‐20% most deprived SOAs in England. Mancetter South and Ridge Lane SOA has also risen up the rankings by over 500 places from the top 20‐ 30% to the top 10‐20%. Atherstone North – St Georges and Carlyon SOA now features in the top 30% most deprived SOAs nationally, rising 1,712 places nationally since IMD 2007. Arley East, Hill Top and Ansley SOA is not longer in the top 30% most income deprived SOAs nationally and has been replaced by Atherstone North – St. Georges and Carlyon SOA in the 2010 index. Employment Deprivation Domain: Seven SOAs in North Warwickshire feature within the top 30% most employment deprived SOAs nationally compared to four SOAs in the IMD 2007. Two of the SOAs in the top 30% most employment deprived (Mancetter South and Ridge Lane SOA and Polesworth East – St. Helena SOA) have both risen by over 3,000 places nationally since the 2007 index. Education, Skills, and Training Deprivation Domain: 13 SOAs are ranked within the top 30% most deprived SOAs nationally in terms of educational attainment compared to 14 in the IMD 2007. There continue to be four in the top 10%, with six in the top 10‐20% compared to five in the IMD 2007 (Baddesley Ensor West has risen from the top 20‐30% into the top 10‐20%). Health and Disability Deprivation Domain: Three SOAs feature within the top 30% most health deprived SOAs nationally compared to four in the IMD 2007. Atherstone Central Centre remains the only North Warwickshire SOA in the top 10‐20% most health deprived SOAs nationally although it has seen a rise in its relative deprivation between the two indices. Barriers to Housing and Services Domain: A total of ten SOAs are ranked within the top 30% most deprived SOAs nationally on this measure, of which three feature in the top 10% and three in the top 10‐20%. This compares to 13 SOAs featuring in the top 30% in the IMD 2007, five of which were in the top 10% and two in the top 10‐20%. Of the ten SOAs within the 30% most deprived SOAs in England in terms of barriers to housing and services
deprivation, only two have seen a relative deterioration in their ranking since the 2007 index. Crime Domain: There are three SOAs in North Warwickshire that feature within the top 30% most crime deprived SOAs nationally, this compares to no SOAs in the 2007 index. The top 10 most deprived SOAs in Warwickshire in terms of crime have all seen deterioration in their rankings since IMD 2007. Living Environment: One SOA is ranked within the top 30% most deprived SOAs nationally on the living environment domain. The SOA in Fillongley has remained in the top 30% most deprived since the 2007 index but has risen up the rankings by over 500 places. IMD 2010: A total of 29 SOAs feature in the top 30% most deprived SOAs nationally, including nine in the top 10% and seven in the top 10‐20%, compared to 28 in the top 30% most deprived SOAs in the IMD 2007, when six SOAs were in the top 10% and seven were in the top 10‐20%. The six SOAs in the top 10% most deprived SOAs in England in the IMD 2007, remain in the top 10% in the IMD 2010, rising up the deprivation rankings further. These six SOAs are joined by another three SOAs moving up the rankings into the top 10% from within the 10‐20% in the IMD 2007. Income Deprivation Domain: There are six SOAs in the top 10% most income deprived SOAs in the IMD 2010 compared to three in the IMD 2007. The top seven most income deprived SOAs deteriorated further relative to other areas in England with three SOAs rising up the national rankings by over 1,000 places. The number of SOAs ranked in the top 30% most income deprived in England rose from 21 in the IMD 2007 to 26 in the IMD 2010.
Employment Deprivation Domain: In the IMD 2010, there are 32 SOAs in the top 30% most employment deprived SOAs in England, including 11 in the top 10%, compared to 28 in the top 30% and seven in the top 10% most employment deprived SOAs nationally in the IMD 2007. The most deprived SOA on this domain, Abbey Town Centre, fell 214 places down the deprivation rankings to a rank of 635 (out of 32,482 SOAs in England). Also, three of the five Wem Brook SOAs feature in the top 10%.

However, Camp Hill Village Centre, the most deprived SOA on this measure at County and Borough level, has fallen 50 places from rank 125 in the IMD 2007 to rank 175, but still remains within the top 1% most deprived SOAs nationally in terms of educational attainment. Health and Disability Deprivation Domain: Although there are the same number of SOAs in the top 30% most health deprived SOAs nationally in the IMD 2010 compared to the IMD 2007 (29), there is one more SOA in the top 10% in the IMD 2010, seven compared to six in the IMD 2007. Barriers to Housing and Services Domain: In the IMD 2010, there were no SOAs that featured within the top 30% most deprived SOAs nationally on this measure. The corresponding figure for the IMD 2007 is seven SOAs, of these seven, all have fallen by over 4,000 places in the 2010 index and Galley Common South East SOA has improved by a staggering 10,245 places in the 2010 indices. Crime Domain: The number of SOAs in the top 30% most crime deprived SOAs nationally fell from 39 in the IMD 2007 to 34 in the IMD 2010. Despite this, the number of SOAs within the top 10% on this measure has increased between 2007 and 2010 from nine SOAs in 2007 to 15 SOAs in 2010. Living Environment Deprivation Domain: The number of SOAs on this measure in the in top 30% rose by one SOA from 11 in the IMD 2007 to 12 in the IMD 2010.

Income Deprivation Domain: Three SOAs feature in the top 10‐20% most income deprived SOAs nationally, and five in the top 20‐30%. There were also eight SOAs in the top 30% most income deprived SOAs nationally in the IMD 2007, although two SOAs were in the top 10‐20% in 2007. Out of the top eight SOAs in the top 30% most income deprived, six out of eight have seen a relative deterioration in their rankings since the 2007 indices. Employment Deprivation Domain: There has been an increase in the number of SOAs ranked in the top 30% most employment deprived SOAs in
England, from eight in the IMD 2007 to ten in the IMD 2010. The two SOAs in the top 10‐20% (Newbold Town Centre SOA and Brownsover South Lake District North SOA) in the IMD 2007 have risen to the top 10% in the IMD 2010 with a national ranking of 1,771 and 2,156 respectively. Education, Skills and Training Deprivation Domain: There are four more SOAs (nine) ranked within the top 30% most deprived SOAs nationally in terms of educational attainment in the IMD 2010 than in the IMD 2007. Brownsover South Lake District North remains in the top 10% and is joined by Overslade North West in the top 10% in the IMD 2010. Stratford‐on‐Avon District IMD 2010: No SOAs feature within the top 30% most deprived SOAs nationally in the IMD 2010. However, among the most deprived SOAs in Stratford‐on‐Avon there has been a relative rise in ranking at the national and county level since the IMD 2007. The highest ranking SOA is in Alcester ward at 10,990 (52) compared to the IMD 2007 when the highest was ranked at 11,638 (57). Income Deprivation Domain: One SOA features in the top 20‐30% most income deprived SOAs nationally, with 20% of the population experiencing income deprivation in Alcester North and Conway. In the IMD 2007, this SOA was also in the top 20‐30% most income deprived SOAs in England, although the SOA has seen a relative improvement in its rankings since 2007, dropping by 330 places between the two indices. Employment Deprivation Domain: There are two SOAs in the top 20‐30% most employment deprived SOAs nationally compared to two in the IMD 2007. T he top two SOAs ‘Stratford Mount Pleasant East’ and ‘Maybird’ moved up the rankings at a national level from ranks of 7,053 and 9,114 in the IMD 2007 to 6,644 and 7,984, respectively. Education, Skills and Training Deprivation Domain: One SOA is ranked within the top 10% (Alcester North & Conway) and one SOA in the top 20‐ 30% (Southam West) most deprived SOAs nationally in terms of educational attainment, compared to no SOAs in the top 10%, one SOA in the top 10‐20% and one SOA in the top 20‐30% most deprived SOAs nationally in the IMD 2007. 18 of the most deprived SOAs in the District on this domain went up the deprivation rankings at a national level in the IMD 2010.
Health and Disability Deprivation Domain: Three SOAs feature within the top 30% most health deprived SOAs nationally in the IMD 2010, compared to none in the IMD 2007. Out of the 71 SOAs in the District, 67 (or 94%) have seen a relative deterioration in their rankings since the IMD 2007. Barriers to Housing and Services Domain: A total of 31 SOAs feature within the top 30% most deprived SOAs nationally on this measure compared to 33 in the IMD 2007. However, despite the fall on the SOAs in the top 30%, the number of SOAs within the top 10% most deprived on this domain has risen from 14 to 17 SOAs in the IMD 2010. Due to the predominantly rural nature of Stratford‐on‐Avon, this high deprivation ranking is largely influenced by the sub‐domain indicators measuring Geographical Access to Key Services in the form of road distance to key local services such as a GP surgery, general stores or supermarkets, primary schools and post offices. This measure does not include individual retailers or garages selling convenience goods. Crime Domain: One SOA featured in the top 30% most crime deprived in the IMD 2010, staying the same as the IMD 2007. However, the SOA that is now within the top 30% most deprived in the IMD 2010 (Quinton) has risen by over 11,000 places between the two indices from a national ranking of 21,107 in 2007 to a ranking of 9,364 in 2010. A notable drop in the IMD 2010 was Studley East and Priory which was in the top 30% most deprived in the IMD 2007 but dropped over 14,000 places in the national rankings to take it out of the top 30% most crime deprived in the 2010 index. Living Environment Deprivation Domain: One SOA features in the top 30% most deprived SOAs nationally on this measure, remaining unchanged since the 2007 index. ‘Town Centre North’ SOA in Stratford Avenue and New Town ward in the top 20‐30% is the most deprived SOA in the District on this

There is also a considerable gap in rankings between this SOA and the next most deprived SOA in Warwick District on this measure (Sydenham West) – 7,683 places. Education, Skills and Training Deprivation Domain: A total of ten SOAs are ranked within the top 30% most deprived SOAs nationally in terms of educational attainment, remaining unchanged from the IMD 2007. Three SOAs now feature in the top 10% most deprived on this measure, compared to one in the IMD 2007. The top four most deprived SOAs on this measure have all seen deterioration in their relative rankings since the 2007 index. Health and Disability Deprivation Domain: Two SOAs feature in the top 30% most health deprived SOAs nationally compared to two in the IMD 2007. Brunswick South West and Kingsway is the most deprived SOA in the District on this measure, featuring in the top 20‐30% and it has risen by 2,457 places between the two indices meaning it is relatively more deprived than it was in the 2007 index. Barriers to Housing and Services Domain: A total of 15 SOAs feature in the top 30% most deprived SOAs nationally on this measure, including five in the top 10% and one in the top 1%. This compares to 37 SOAs in the top 30% in the IMD 2007 including 13 in the top 10% and five areas in the top 1% most deprived SOAs nationally. A total of 43 SOAs are ranked in the top 30% most income deprived SOAs nationally, up from 40 SOAs on the same measure in 2007. Over three in five (26 SOAs) of these SOAs are in Nuneaton & Bedworth Borough, followed by eight SOAs in Rugby, five in Warwick, three in North Warwickshire and one SOA that is in Stratford‐on‐Avon.

Barriers to Housing and Services Domain The purpose of this domain is to measure barriers to housing and key local services. The indicators are structured into two sub‐domains: ‘geographical barriers’, and ‘wider barriers’ which includes issues relating to access to housing, such as affordability. •
A total of 63 areas in Warwickshire are ranked in the top 30% most deprived SOAs in England in terms of access to services and housing, compared to the higher number of 97 in the IMD 2007. Of these 63 SOAs, 31 in Stratford‐on‐Avon, 15 are in Warwick with a further ten in North Warwickshire and seven in Rugby. There are no SOAs in the top 30% most deprived in terms of access to services and housing in Nuneaton & Bedworth.

Some 29 SOAs feature in the top 10% compared to 35 on this measure in the IMD 2007. Also two SOAs located in Stratford‐on‐ Avon and one SOA in Warwick are ranked in the top 1% most deprived areas in England in terms of access to services and housing. These areas are Stoneleigh in Warwick District ranked 163rd (out of 32,482 SOAs) and Ladbroke & Priors and Long Compton SOAs in Stratford‐on‐Avon which are ranked 195th and 276th respectively.

63 Warwickshire SOAs are ranked in the top 30% most crime deprived areas in England, up from 57 SOAs on this measure in the IMD 2007. Of these 63 SOAs, 34 are within Nuneaton & Bedworth, 13 in Rugby, 12 in Warwick, 3 SOAs in North Warwickshire and one SOA in Stratford‐on‐Avon.

20 SOAs in Warwickshire are in the top 10% most crime deprived areas in England in the latest indices, compared to 13 in the 2007 index. 15 of these 20 SOAs are in Nuneaton & Bedworth, with a further four in Warwick and one SOA in Rugby.

The Living Environment Deprivation Domain This domain focuses on deprivation with respect to the characteristics of the living environment. It comprises two sub‐domains: the ‘indoors’ living environment which measures the quality of housing, and the ‘outdoors’ living environment which contains two measures about air quality and road traffic accidents. •
A total of 23 SOAs in Warwickshire are ranked within the top 30% most deprived SOAs in England in terms of living environment, up from 22 areas on the same measure in the 2007 indices. Of these 23 areas, 12 are in Nuneaton & Bedworth, four SOAs are in Rugby, five in Warwick and one in both North Warwickshire and Stratford‐on‐ Avon.

The Abbey Priory area of Nuneaton & Bedworth Borough is the only area in Warwickshire to feature in the top 10% most deprived SOAs nationally in terms of living environment. This remains the same from the IMD 2007.

44 SOAs in Warwickshire are ranked within the 30% most deprived SOAs in England experiencing income deprivation affecting children, compared to 42 in the 2007 indices. Of these 44 SOAs, 20 are in Nuneaton & Bedworth, 11 in Warwick, eight in Rugby, four in North Warwickshire and one are in Stratford‐on‐Avon.

Three areas feature within the top 10% most deprived SOAs, remaining the same as the IMD 2007, all of which are located in Nuneaton & Bedworth. The top ranking area in Warwickshire is Camp Hill Village Centre SOA in Camp Hill ward located in Nuneaton & Bedworth, with 56% of children aged 0‐15 living in income deprived households, followed by 56% in Middlemarch and Swimming Pool SOA and 54% Bar Pool North and Crescents.

Income Deprivation Affecting Older People Index This index represents the proportion of older people aged 60 and over living in income deprived households. •
On this measure in the IMD 2010, 42 SOAs in Warwickshire fall into the top 30% most deprived SOAs nationally, compared to 49 in the IMD 2007. Of the 42 SOAs, 22 are located in Nuneaton & Bedworth, nine are in Warwick, five in Rugby, four SOAs in North Warwickshire and two SOAs in Stratford‐on‐Avon.

The number of Warwickshire SOAs in the top 10% most deprived areas nationally on this measure has fallen from six areas in the IMD 2007 to four in the IMD 2010, all four of which are located in Nuneaton & Bedworth. The only SOA in Warwickshire with over half (54%) of the older population aged 60 and over living in income deprived households is the area of Bar Pool North & Crescents in Nuneaton & Bedworth.

Education, Skills and Training Deprivation – Children and Young People This sub‐domain of the education, skills and training deprivation domain reflects the lack of educational attainment amongst children and young people. •
A total of 73 SOAs in Warwickshire are ranked within the top 30% most deprived SOAs in England in terms of educational attainment, eight more SOAs than the 65 on the same measure in the 2007 indices. Over half (31) of these areas are in Nuneaton & Bedworth, as well as a further 15 in Rugby, 13 in Warwick, 11 in North Warwickshire and three in Stratford‐on‐Avon.

Education, Skills and Training Deprivation – Skills This sub‐domain of the education, skills and training deprivation domain reflects the lack of skills and qualifications of the working age population of an area. •
Due to the fact this sub‐domain uses the same 2001 Census data in the IMD 2010 as in the IMD 2007, there will be no change in relative rankings or deprivation to remark upon. Therefore, as on this measure in the IMD 2007, the latest indices have a total of 86 SOAs in Warwickshire ranked within the top 30% most deprived SOAs nationally in terms of skills. This includes 20 SOAs in the top 10%, 37 areas in the top 10‐20% and a further 29 in the top 20‐30% most deprived SOAs in England in terms of skills. Of the 86 SOAs, 54 are in Nuneaton & Bedworth, 16 in North Warwickshire, nine in Warwick, five in Rugby and two SOAs are in Stratford‐on‐Avon.

Appendix Indicators and Domain Weighting used within the Index of Multiple Deprivation 2010 To create the overall Index of Multiple Deprivation, the seven domains must be combined. If they are simply added together this would imply that they had equal importance in the measurement of multiple deprivation. Certain domains are, however, considered to make a greater contribution to the experience of multiple deprivation and for this reason the domains are each weighted according to their perceived importance. In the IMD 2004 and IMD 2007, the overall Index of Multiple Deprivation was constructed by combining the individual domain indices using explicit weights, driven by theoretical considerations and responses to the consultation processes. In the theoretical approach, account is taken of the available research evidence informing the theoretical model of multiple deprivation and weights are selected which reflect this theory. The Income and Employment Deprivation Domains were regarded as the most important contributors to the concept of multiple deprivation and the indicators comprising these domains were very robust. Hence it was decided that they should carry more weight than the other domains. The domain weights were consulted upon and there was broad agreement amongst respondents about the proposed weights. Research into the issue of weighting was carried out by the University of St Andrews (Dibben et al., 2007) and showed broad support for the selected weights. In the light of this and in the context that future Indices were to be constructed in such a way as to replicate (with updated indicators) the previous Indices, the weights
adopted for the IMD 2007 were the same as those used in the IMD 2004.
