Abstracts: 8.1 Rationale/Background of the Study
The web-based application for Disaster Information and Resource Management of the University of Nueva Caceres is a tool designed specifically for the University’s Disaster Risk Reduction and Management Council (UNC-DRRMC). The creation of the UNC-DRRMC is in response to Republic Act 10121, Section 14, of the Philippine Disaster Risk Reduction and Management Act of 2010. The University is located in the City of Naga, in the Bicol region, which is a disaster prone area in the Philippines. In recent years, private and government agencies have seen an increased in the use of information technology to enhance their response in disaster mitigation. This study is geared on answering the challenge on how to design and develop a web-based application that incorporates information and resource management standards,

and the use of existing information technology to manage and effectively create a response to disasters. 8.2 Summary This study was intended to design and develop a webbased application for Disaster Information and Resource Management System for the University of Nueva Caceres. Specifically, 1. What are the information requirement needed in the design and development of the proposed web-based Application for Disaster Information and Resource Management System for the University of Nueva Caceres? 2. What are the current rules in managing the resources of the University during the occurrence of disasters? and, 3. What are the features for the web-based application for Disaster Information and Resource Management System for the University of Nueva Caceres? The Software Development Methodology that was used is the Agile Methodology - Feature Driven Development (FDD) because it provides the opportunities to assess the direction throughout the software development lifecycle where every aspect of the development is revisited. Specify the data gathering techniques used, the population, the locale... 8.3 Findings In order for the UNC-DRRMC perform its mandate, it needed to have a tool that provides the capability to send communication, process, and disseminate information for the council and University Stakeholders. The findings of the study: 1. The Information requirements needed in the design and development of the web-based information and resource management are five (5), (a) the ability to produce and archive incident reports, (b) online inventory of resources for Council use and disposition during occurrences of disaster and emergency incidents, (c) centralized viewing

of weather reports and updates from preferred weather agencies, (d) the ability to send time-sensitive alert notifications for information to stakeholders, and (e) a complete listing of council members with vital information. 2. The current business rules in managing the resources of the University are: the personnel, first aid equipment and kits, emergency utilities, and University vehicles. Also included in the discussion are the rules of the identified need which is part of the web-based application. This specifically includes email messaging, push notification, alert notification, incident archiving, and resource inventory. 3. The features for the web-based application are the ability to create, read, update, and delete data or information. Most of these functions are accessible to the UNC-DRRMC admin or his/her representative which handles the backend operations. However, for the UNC-DRRMC personnel and the general users, Limited Create, Read, Update, and Delete functions are available. 8.4 Conclusions In the creation of the web-based application, it was able to identify key factors that affected its design and development: 1. Despite the availability of resources for disaster mitigation, the current council does not have a working framework to address the basic needs of disaster information and resource management, as well as control over dissemination of vital information to stakeholders and the general public. Moreover, in developing the proposed web-based application, the information requirement mostly came from the National Risk Reduction and Management Council (NDRRMC) which provided a complete and detailed overview regarding disaster management operations, UNCDRRMC for identifying its specific needs, and the MIS unit of the University concerning the database. Concerns regarding the security and integrity of the data prompted the integration of the DIM-API to the proposed web-based application. 2. For an organization dealing with disaster mitigation, where a person’s life is at risks, it is vital

that a definite and clear set of policies and procedures should be established and implemented for its members to familiarize themselves with and to follow in times of disaster or emergency occurrences within the campus. The lack of these policies and procedures affected the execution, administration, and utilization of University resources to properly address disaster or emergency related situations. 3. By developing the identified features of the webbased application in conformity with the needs of the UNCDRRMC and the use of an API produced a working application that is highly specialized, with less coding and development time. This means that the application can be scaled and upgraded in accordance with the needs. Also, the next generation of applications to be developed in the university will be more flexible and adaptive since the current trend leans towards the utilization of web and mobile technologies. 8.5 Recommendations The following are the recommendations of the study where the UNC-DRRMC, future developers and researchers can pursue improvements and different research opportunities beneficial to the community. The recommendations are: 1. An avenue to explore the scalability of the webbased application for Disaster Information and Resource Management that provides a unified tool dealing with disaster mitigation or disaster risk reduction and management. 2. An avenue to develop more features and functionality to make the application more effective and efficient in terms of information and resource management, information dissemination, and user interaction with the application. 3. Further testing and evaluation of the application to streamline its features, functions, and responsiveness of the system. 4. Other features identified and included in the design

should be developed at a later time to make the application fully functional. 5. Rules, Policies, Guidelines regarding the use of university resources should be finalized in written form to ensure uniformity of action, clarity on making decisions, structure of command responsibilities, and management of university resources during occurrences of disasters including emergencies and incidents. 6. Full inventory of available resources shall be conducted to determine the resources needed to ensure the council’s capacity to respond and perform its duties and responsibilities effectively. 7. Incorporation of a simulation capability with regards to resource management to help the council and the administration in making decisions related to disaster risk reduction management. 8. Further technical study on the application of webbased technologies or information technologies for disaster mitigation or disaster risk reduction and management shall be made to aid organizations in developing and managing their disaster management programs.
