Policy priorities for widening participation: bursaries, outreach programmes and additional support Are the measures set out in the Government’s 2015 Green Paper likely to deliver the stated aims of doubling the percentage of people entering HE from disadvantaged backgrounds and raising BME participation by 20% by 2020? To what extent will name-blind UCAS applications affect access to HE from minority groups? What metrics should be used to judge fair access in the new Teaching Excellence Framework?
