STANDING PROCEDURES FOR OLYMPIC GAMES TAEKWONDO COMPETITIONS

Article 1: Purpose The purpose of this Standing Procedure, hereinafter known as the “Procedure,” is to manage fairly and smoothly all matters pertaining to the taekwondo competition at the Olympic Games, in accordance with the Rules and Regulations of the World Taekwondo Federation, hereinafter known as “WTF Rules,” and the Competition Rules of the WTF, hereinafter known as the “WTF Competition Rules.” Organizing Committees of the Olympic Games (“OCOGs”) should refer to the most up-to-date WTF Rules and WTF Competition Rules for more detailed explanation of the Articles stated in the Procedure.

Article 2: Competition Area The Competition Area (one court) for the Olympic Games shall be installed on a platform 1m high from the base and the outer part of the Boundary Line shall be over 2m wide. The outer part of the platform shall be inclined at a gradient of less than 30 degrees for the safety of the contestants.

Article 3: Weight Divisions Weight divisions at the Olympic Games are divided as follows:

Article 4: Head of Team Meeting and Drawing Lots 4.1

Head of team meeting and drawing of lots shall be conducted under the joint control of the Technical Delegate of the WTF and the OCOGs two (2) days prior to the first competition day.

4.2

Based on the WTF World Ranking as of February 1, 2012, top eight (8) athletes will be seeded in the order of their ranks, while the rest of the athletes will be drawn manually. * Ranking points annual deduction rules shall not be applied until the last Continental Qualification Tournament. Right after the last Continental Qualification Tournament, the total points of each athlete will be deducted by 25%.

4.3

There shall be no redraw even if two athletes are all disqualified in same bracket.

4.4

The seeded athletes of each weight division will be announced on WTF website at the earliest on July 10, 2012 after completion of entry submission process. In principle, 50% of the contestants shall be seeded. However, this number may be decreased to seven (7) for the weight division in which the host NOC chooses to participate. If the athlete from the host nation has not been seeded based on his/her World Ranking, he/she will be seed at the position of the 8th.

4.5

After the announcement of seeded athletes, there shall be, in principle, no change of seeding order. In the case that the seeded athletes cannot compete due to some reasons, the next highest seeded athlete will take up the position, and so forth. Once the list of seeded athletes is handed over to the LOCOG at the latest two days before the draw, there shall be no further change of seeded athletes.

Article 5: Competition Method 5.1

Taekwondo competition at the Olympic Games shall be conducted in a single elimination tournament system with repêchage for the bronze medal contest. The winner of the final contest will receive the gold medal and the loser will receive the silver medal. The repêchage shall be conducted among all contestants who lost to the two finalists in the elimination phase. In the repêchage, the losers of the semifinals during the elimination phase will be seeded directly to each of the repêchage finals, but on the opposite sides of the bracket. Other losers will advance to the repêchage unseeded, at the same side of the bracket in which they contested during the elimination phase. The two winners of the repêchage finals (Bronze medal contests) will each receive a bronze medal.

5.2

In the event of a tied score, a 4th round of two minutes, also known as the sudden death round, will be conducted after a minute of rest following the 3rd round. Any points, be it Gam-jeom or Kyong-go, from the previous three rounds shall not be taken into consideration in the sudden death round. When a contestant scores the first point in the sudden death round, he or she shall be declared the winner. When a contestant receives a Gam-jeom in the sudden death round, the opponent shall be declared as the winner. In the event of a tied score after the end of the sudden death round, the winner shall be decided based on a decision of superiority by all refereeing officials for the initiatives shown in the sudden death round.

5.3

Official standing of each division shall be as follows:   

1st place (Gold medalist): winner of the final contest 2nd place (Silver medalist): loser of the final contest 3rd place (Bronze medalists): winners of the finals of repechage (bronze medal contest) 3

5th place: losers to the bronze medalists at the repechage final (bronze medal contest) 7th place: losers to the 5th placed contestant at the repechage 9th place: quarterfinalists who fail to advance either to semi-finals or repechage 11th place: contestants who lost at the preliminary phase and fail to advance to repechage Next position after 11th places athletes: Those who has not passed weigh-in

In case that the both contestants are withdrawn or disqualified or declared as losers by referee‟s punitive declaration, the both athletes cannot advance to repechage. In the case that the above situation happens in one of the semifinals, the losers to the two disqualified semi-finalists in the round of 16 shall advance to repechage in same side of bracket to compete against each other. Additionally, both losers to the two disqualified semi-finalists at the quarterfinal round shall advance to the repechage in the opposite bracket to compete against each other. Consequently, the number of repechage matches including bronze medal contests may be subject to change based on the situation. The winner of the other semifinal contest shall be automatically declared the winner of that particular weight division without further contest as no contestant from the match of the two disqualified contestants shall advance to the final. In this case, no 2nd place award shall be given. The contestant who lost to the advancing finalist in the (clean) semifinal will be awarded a “bye” and seeded directly to the bronze medal contest (repechage final) on the opposite side of the bracket. The losers in both the round of 16 and the quarter-final matches of the winner of the weight class shall advance to the repechage on same sides of the bracket.

Article 6: Technical Officials 6.1

International Technical Officials (ITOs), to be appointed by the WTF, are divided into Technical Delegates (TD), Technical Controllers (TC), Competition Supervisory Board (CSB), Review Jury (RJ) and International Referees (IR), while National Technical Officials (NTOs) are appointed by the OCOG. The number of NTOs requires the approval of the 4

The roles of Technical Delegates (TD) are to ensure that the WTF Competition Rules are complied with and preside over the Head of Team Meeting and Drawing of Lots. Technical Delegates shall review and approve contingency plans developed by the OCOG, and make final decisions on such cases. TDs are also responsible for reviewing and approving the referee assignment. As per any situation which is not prescribed either in WTF Competition Rules or Standing Procedure, WTF Technical Delegate will make a decision and the decision shall be final.

6.3

The roles of Technical Controllers (TC) are to ensure the competition runs according to the schedule and cooperate with the stakeholders of the taekwondo competition such as ORIS, OCOG Technology, Sport Presentation and OBS in close communication with OCOG Competition Manager. TCs are also responsible to issue „Official Communication” for the cases that shall be released. TCs are also responsible for overseeing and approving the equipment and the result of weigh-in.

6.4

The roles of the Competition Supervisory Board (CSB) are to deliberate on protest(s) after the match, take disciplinary action against officials who make such misjudgments or engage in any illegal behavior, and evaluate the performances of referees and judges. In addition, CSB members are responsible for assisting Technical Delegate(s) in medical matters, competition, etc.

6.5

The roles of the Review Jury (RJ) are to operate instant video replay system (IVR) upon request for review from the coach and make decisions on whether to accept or reject the request. RJ‟s decision is final and there shall be no further appeal from both coaches.

6.6

The roles of the International Referees (IR) are to officiate the competition. Roles of IRs are divided into Referee, Judge and Technical Assistants. In addition, IRs are responsible for conducting weigh-in and inspection with assistance of National Technical Officials.

Article 7: Appeal 7.1

In case there is an objection from a coach to a judgment of the refereeing officials during the contest, the coach can make a request to the center referee for an immediate review of the video replay.

7.2

When coach appeals, the center referee will approach the coach and ask the reason for the appeal. Scope of the appeal for the video replay is limited to errors in factual judgment such as impact of striking, severity of action or conduct, intention, timing of an act in relation to a declaration or area and mis-application of Rules by Referee. In the case of using protector and scoring system (PSS), instant video replay cannot be requested for the areas scored by the transmitter in the PSS. The scope of instant video replay request is limited to the only one action which has occurred within five (5) seconds from the moment of the coach‟s request. Once the coach raises the blue or red card to request for instant video replay, it will be considered that the coach has used his/her allocated appeal under any circumstance. A request after the end of the round shall not be accepted except Sudden Death Round and the situation where the concerned action was taken place within five (5) seconds before completion of the round.

7.3

The center referee shall request the Review Jury to review the instant video replay.

7.4

After review of the instant video replay, the Review Jury shall inform the center referee of the final decision. The decision of the Review Jury shall be made within one (1) minute after the appeal was reported to the Review Jury.

7.5

Each coach shall be allocated with one (1) appeal to request an instant video replay request per contest. If the appeal is successful and the contested point is corrected, the coach shall retain the appeal right for the pertinent contest and carry on the appeal quota to the next contest.

7.6

Throughout the Olympic Games, there is no limit of total number of appeals a coach has the right to make per contestant for one (1) athlete. However, if any coach has had one (1) appeal rejected for one contestant, he/she will lose the right to any further appeals for the pertinent contestant in the next phases in the Olympic Games. 6

7.7

The decision of the Review Jury is final; no further appeals will be accepted during or after the contest.

Article 8: Test Event The three main objectives of Test Events are to test the competition venue, in particular the Field of Play (“FOP”) and all athlete facilities, train, coordinate and evaluate staff, contractor (if in place) and volunteer performance in an event environment and develop an effective integrated team structure and evaluate the performance of the technology systems and processes supporting all functional aspects of the venues and the overall Games environment. In principle, countries that have qualified for participation in the taekwondo competition at the Olympic Games are permitted to take part in the test event. Nonetheless, the WTF may select the participating countries, as the case may be.

Article 9: Criteria for Quota Allocation for the Olympic Games 9.1

The WTF shall conduct world and continental taekwondo qualification tournaments to determine the distribution of athlete quota allotted to the WTF. The host country of all qualification tournaments shall be selected by the WTF Council.

9.2

For all editions of the Olympic Games, a country, including the host nation, may enter a maximum of two (2) male and two (2) female contestants, with one contestant per weight category. Host NOC has right to choose the maximum two (2) men and two (2) women contestants before the start of the WTF World Qualification Tournament. Once the host NOC confirms to the WTF its choice of weight divisions, it cannot change the weight divisions under any circumstances after the decision.

9.3

The allocation of wild cards shall be agreed upon between the parties that comprise the Tripartite Commission; the International Olympic Committee (“IOC”), the Association of National Olympic Committees (“ANOC”) and the WTF. Two men and two women shall be allocated in the weight divisions which were not chosen by the host NOC. After allocation 7

STANDING PROCEDURES FOR OLYMPIC GAMES TAEKWONDO COMPETITIONS of wild cards, the number of contestants of all weight division shall be same. 9.4

The weight categories that an NOC has qualified for at the world and continental taekwondo qualification tournaments are attributed to the NOC rather than to the contestants who participated in the tournaments.

9.5

World Taekwondo Qualification Tournament

9.6

9.5.1

In the World Taekwondo Qualification Tournament, the top three ranked contestants from each weight category will qualify their NOC for the Olympic Games. The two finalists will qualify their NOCs regardless of the result of the final match. The 3rd place will be determined by an extra contest between the two losers to the finalists. The winner will be the 3rd and the loser will be the 4th. The loser to the 1st place at quarterfinal will be classified as the 5th place, while the loser to the 2nd place at quarterfinal will be classified as the 6th place, and so forth.

9.5.2

In the event that any of the qualified contestants was found to have committed a doping offence that constitutes a violation of any of the provisions of the AntiDoping Code of the World Anti-Doping Agency and other appropriate antidoping codes (“Anti-Doping Codes”), the next highest ranked contestant(s) who did not qualify for the Olympic Games in the first place will qualify as the substitute contestant(s).

9.5.3

The qualified NOCs will be issued with certificates verifying the pertinent weight categories that they have qualified for at the Olympic Games. In addition, such certificates will be issued to NOCs that have substitute contestants (i.e. 4th and 5th ranked contestants for World, Asian, European and Pan American qualification tournament, 3rd and 4th ranked contestants for African qualification tournament and 2nd ranked contestant for Oceania qualification tournament).

Continental Taekwondo Qualification Tournament 9.6.1

The WTF in cooperation with each of the five continental taekwondo unions of 8

STANDING PROCEDURES FOR OLYMPIC GAMES TAEKWONDO COMPETITIONS Africa, Asia, Europe, Oceania and Pan America shall conduct the Continental Taekwondo Qualification Tournament, and the quota for each continent will be allocated by the WTF. 9.6.2

The procedure to allot the continental quota for the Olympic Games is based on criteria such as, but not limited to, the number of member countries belonging to each continental taekwondo union, precedents, past results at the Olympic Games and WTF-Promoted Championships and development of taekwondo in the continent, etc. The top ranked male and female contestants of each weight category from Oceania will qualify for the Olympic Games from the continental taekwondo qualification tournament in Oceania; thus, a total of four (4) men and four (4) women. The loser at the final shall be classified as the 2nd place. The top two (2) ranked male and female contestants of each weight category from Africa will qualify for the Olympic Games from the continental taekwondo qualification tournament in Africa; thus, a total of eight (8) men and eight (8) women. The loser to the 1st place at semi-final shall be classified as the 3rd place, while the loser to the 2nd place at semi-final shall be classified as the 4th place. The top three (3) ranked contestants of each weight category from Asia, Europe and Pan America will qualify for the Olympic Games from the respective continental taekwondo qualification tournaments; thus a total of 12 men and 12 women each from the continents of Asia, Europe and Pan America. The two finalists will qualify their NOCs regardless of the result of the final match. The 3rd place will be determined by an extra contest between the two losers to the finalists. The winner will be the 3rd and the loser will be the 4th. The loser to the 1st place at quarterfinal will be classified as the 5th place, while the loser to the 2nd place at quarterfinal will be classified as the 6th place, and so forth.

9.6.3

If an NOC has not filled up the entire quota in the world taekwondo qualification tournament, it may participate in the pertinent continental 9

STANDING PROCEDURES FOR OLYMPIC GAMES TAEKWONDO COMPETITIONS taekwondo qualification tournament so long as: (1) the weight categories in the continental tournament are not those already qualified in the world tournament; (2) the number of qualified contestants of the pertinent NOC do not exceed the maximum quota of two (2) male and two (2) female contestants.

Article 10: Doping Test 10.1

The Anti-Doping Codes shall apply to taekwondo competitions at the Olympic Games and all Qualification Tournaments. Doping tests will be conducted at the world and continental taekwondo qualification tournaments.

10.2

At the World Taekwondo Qualification Tournament, mandatory doping tests will be conducted on the top four (4) ranked contestants of each weight category. Any contestant proven to have violated the Anti-Doping Codes shall be removed from the final standings and be deprived of qualification for the Olympic Games. The NOC of the pertinent athlete shall lose the qualification place and shall not retain the place throughout the qualification tournaments. The next highest ranked contestant in the respective qualification tournaments will take over as the substitute contestant. If the substitute contestant is found to have violated the Anti-Doping Codes, the WTF Rules or WTF Competition Rules, the next highest ranked contestant will be the new substitute contestant; and so forth.

10.3

For continental taekwondo qualification tournaments, mandatory doping tests will be conducted on: (i) All semifinalists of each weight category at the Asian, European and Pan American qualification tournaments. (ii) All finalists of each weight category at the African and Oceania qualification tournaments. 10

10.4

The substitute contestants of the world taekwondo qualification tournament may participate in the same weight categories at the continental taekwondo qualification tournaments in the event that results of the doping tests have not been made known. In the event that the doping tests prove positive, he or she will take over as the substitute contestant of the world taekwondo qualification tournament. In the event that the substitute contestant has already qualified for the Olympic Games at the Continental Taekwondo Qualification Tournament, the next highest ranked contestant in the competition standings of the continental tournament shall qualify for the Olympic Games, provided that this contestant has not violated the Anti-Doping Codes or any provisions prescribed in the WTF Rules or WTF Competition Rules.

10.5

In the Olympic Games, if a gold medalist is disqualified after having violated the AntiDoping Codes, the contestant shall be removed from the final standings. The silver medalist will move up the final standings and be awarded the gold medal. There will be no further changes to the final standings. If any other medalist other than the gold medalist is disqualified, there will not be any changes to the final standings.

Article 11: Fill-up Quota Procedure 11.1

If an NOC qualified through the WTF World Taekwondo Qualification Tournament relinquishes a qualification slot the place will be allocated to the NOC of the next highest placed athlete in the respective weight category as long as the addition of the place does not exceed the maximum quota of the pertinent NOC.

11.2

If an NOC qualified through a Continental Taekwondo Qualification Tournament relinquishes a qualification slot the place will be allocated to the NOC of the next highest places athlete at the pertinent Continental Qualification Tournament in the respective weight category. 11

If the host country does not use the available qualification places or the selected athlete do not meet the minimum requirements as applied to all athletes for universality places, these places will be reallocated to the Tripartite Commission.

11.3

If the Tripartite Commission is not able to allocate the invitation places or any of the invited athletes do not meet the minimum requirements, the places will be reallocated to the NOC of the next highest ranked athlete at WTF World Qualification Tournament in the pertinent weight category so long as the quota for the NOC does not exceed 2 men and 2 women athletes.

Article 12: Entry Procedure NOCs that have qualified for the Olympic Games shall take necessary measures in coordination with the national federation to submit the entry to OCOGs on time. As for Late Replace Process, if an NOC requires an athlete replacement, the WTF will deliberate on such requests in consultation with the Sport Entries Team of OCOG, after taking into account of the established schedule and inevitability of substitution.

Article 13: Other Matters Those matters not prescribed in the Procedure will be dealt with in accordance with the WTF Rules, WTF Competition Rules, Rules on Organization and Operation of International Taekwondo Championships, and a resolution of the WTF Council, when necessary.

C. Athlete Eligibility ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force and only those athletes who have complied with the Olympic Charter may participate in the Olympic Games. An athlete must be a Kukkiwon Dan certificate holder, and must be at least 15 years of age during the year of the 2012 Olympic Games. All athletes who have not qualified through any of qualification tournaments must meet at least any of following requirements in order to compete at the London 2012 Olympic Games: st

The athletes ranked within 20 place at least once in the WTF World Ranking on between May 2010 and April 2012

D. Qualification System QUALIFICATION PATHWAY Quota place is allocated to the respective NOC. 1. WTF World Taekwondo Qualification Tournament An NOC/NF may enter in the WTF World Taekwondo Qualification Tournament a maximum of two (2) men and two (2) women athletes, with one athlete maximum per weight category. The first 3 ranked athletes in the weight categories for the Olympic Games will qualify their NOC a place in the respective event. 2. Continental Taekwondo Qualification Tournaments An NOC/NF may participate in the pertinent Continental Taekwondo Qualification Tournament as long as (1) the weight categories in which athletes are entered in the Continental Qualification Tournament are not those where their athlete have already qualified in the WTF World Taekwondo Qualification Tournament; or (2) the number of qualified athletes of the pertinent NOC do not exceed the maximum quota of two (2) men and two (2) women athletes. WTF will conduct Continental Taekwondo Qualification Tournaments jointly with the pertinent Continental Unions to allocate the number of qualification places specified in the table below. HOST COUNTRY REPRESENTATION The host country shall not participate in any of the qualification tournaments, as it shall be automatically qualified in two (2) men’s events and two (2) women’s events. However, the selected athletes by the host country must meet the minimum requirements set in the article C. The host country is required to inform the WTF of the weight categories that it wishes to participate in, by no later than 10 June 2011.

TRIPARTITE COMMISSION PLACES 4 Tripartite Commission Invitation Places are made available for eligible nations. On 1 November 2011, the International Olympic Committee will contact all those NOCs who are eligible to apply for Tripartite Commission Invitation Places. The deadline for NOCs to submit their requests for Tripartite Commission Invitation Places is 16 January 2012. In relation to the end of the qualification period, the Tripartite Commission will confirm, in writing, the allocation of invitation places to the respective NOCs between 1 May and 9 July 2012. Detailed information on Tripartite Invitation places is contained in the – Tripartite Commission Invitation Places - Information Paper for NOCs – which is included in the Games of the XXX Olympiad, London 2012 Qualification and Participation Criteria.

E. Confirmation process for quota places CONFIRMATION PROCESS FOR QUOTA PLACES The WTF shall confirm to the NOCs the quota places they have achieved following each qualification event. Each NOC then has up to two weeks to confirm the use of these quota places.

F. Reallocation of unused quota places REALLOCATION OF UNUSED IF QUOTA PLACES Place obtained at the WTF World Taekwondo Qualification Tournament If an NOC qualified through the WTF World Taekwondo Qualification Tournament relinquishes a quota place, it will be allocated to the NOC of the next highest placed athlete in the respective weight category as long as the addition of the place does not exceed the maximum quota of the pertinent NOC. Place obtained at the Continental Taekwondo Qualification Tournaments If an NOC qualified through a Continental Taekwondo Qualification Tournament relinquishes a quota place, it will be allocated to the NOC of the next highest placed athlete at the pertinent Continental Qualification Tournament in the respective weight category, as long as the addition of the place does not exceed the maximum quota of the pertinent NOC. The NOC of an athlete who has committed an anti-doping rules violation will lose the quota place obtained by the athlete. The maximum number of quota places for that NOC shall be reduced by the corresponding number of athletes who committed an offence. This reduction does not affect the weight categories to which the pertinent NOC applies for the participation in subsequent Continental Qualification Tournaments after the withdrawal of the quota place.

REALLOCATION OF UNUSED HOST COUNTRY PLACES If the host country does not use its quota places or the selected athlete(s) do not meet the minimum requirements, these places will be reallocated by the Tripartite Commission.

REALLOCATION OF UNUSED TRIPARTITE COMMISSION PLACES If the Tripartite Commission is not able to allocate the quota places or if any of the athletes do not meet the minimum requirements, the places will be reallocated to the NOC of the next highest ranked athlete at WTF World Qualification Tournament in the same weight category.

C. Admission des athlètes ADMISSION DES ATHLETES Tous les athlètes doivent se conformer aux dispositions de la Charte olympique actuellement en vigueur et seuls ceux qui respectent la Charte olympique pourront participer aux Jeux Olympiques. L'athlète doit posséder un certificat officiel de Dan du Kukkiwon et être âgé d'au moins 15 ans durant l'année des Jeux Olympiques de 2012 à Londres. Tous les athlètes qui ne se sont pas qualifiés par le biais des tournois de qualification doivent remplir au moins l'une des conditions suivantes pour pouvoir participer aux Jeux Olympiques de 2012 à Londres : ère

D. Système de qualification PRINCIPES DE QUALIFICATION La place de qualification est attribuée au CNO correspondant. 1. Tournoi mondial de qualification WTF Tous les CNO/FN peuvent inscrire au maximum deux (2) athlètes hommes et deux (2) athlètes femmes au tournoi mondial de qualification de la WTF, à raison d'un (1) athlète au maximum par catégorie de poids. Les trois (3) premiers athlètes classés dans les catégories de poids des Jeux Olympiques donnent chacun une place de qualification à leur CNO dans l'épreuve correspondante. 2. Tournois continentaux de qualification Un CNO/FN peut participer au tournoi continental de qualification correspondant pour autant que (1) les catégories de poids dans lesquelles les athlètes sont inscrits au tournoi continental de qualification ne soient pas celles dans lesquelles les athlètes se sont déjà qualifiés via le tournoi mondial de qualification de la WTF; ou (2) le nombre d'athlètes qualifiés du CNO concerné ne dépasse pas le quota maximum fixé à deux (2) athlètes hommes et deux (2) athlètes femmes. La WTF organisera des tournois continentaux de qualification de taekwondo en collaboration avec les unions continentales correspondantes afin d'attribuer le nombre de places de qualification précisé dans le tableau ci-après. REPRESENTATION DU PAYS HOTE Le pays hôte ne participera à aucun tournoi de qualification car il sera automatiquement qualifié dans deux (2) épreuves masculines et deux (2) épreuves féminines. Les athlètes sélectionnés par le pays hôte doivent toutefois remplir les conditions minimales, lesquelles sont stipulées à la section C. Le pays hôte est prié d'informer la WTF des catégories de poids dans lesquelles il souhaite participer, et ce avant le 10 juin 2011.

PLACES COMMISSION TRIPARTITE Quatre (4) places sur invitation de la commission tripartite sont disponibles pour les CNO admissibles. er

Le 1 novembre 2011, le Comité International Olympique prendra contact avec les CNO admissibles pour l'attribution de places sur invitation de la commission tripartite. Les CNO ont jusqu'au 16 janvier 2012 pour envoyer leurs demandes de places sur invitation à la commission tripartite. À la fin de la période de qualification, la commission tripartite confirmera, par écrit, aux er CNO concernés, entre le 1 mai et le 9 juillet 2012, l'attribution des places sur invitation. De plus amples informations concernant les places sur invitation sont disponibles dans le document intitulé "Places sur invitation de la commission tripartite – Information destinées aux CNO" distribué avec le Manuel e sur les systèmes de qualification des Jeux de la XXX Olympiade à Londres en 2012.

E. Processus de confirmation des places PROCESSUS DE CONFIRMATION DES PLACES La WTF devra confirmer aux CNO les places de qualification qu'ils ont obtenues à l'issue du chaque tournoi de qualification. Réattribution des places inutilisées PLACES INUTILISEES SUR QUOTA FI Place obtenue par le biais du tournoi mondial de qualification de la WTF Si un CNO qualifié par le biais du tournoi mondial de qualification de la WTF renonce à sa place de qualification, celle-ci sera attribuée au CNO de l'athlète placé au rang suivant dans la même catégorie de poids, à condition toutefois que l'ajout de cette place n'entraîne pas un dépassement du quota maximum du CNO concerné. Place obtenue par le biais des tournois continentaux de qualification Si un CNO qualifié par le biais d'un tournoi continental de qualification renonce à sa place, celle-ci sera attribuée au CNO de l'athlète placé au rang suivant lors de ce tournoi continental de qualification et dans la même catégorie de poids, à condition toutefois que l'ajout de cette place n'entraîne pas un dépassement du quota maximum du CNO concerné. Le CNO d'un athlète ayant commis une violation des règles antidopage perdra la place de qualification obtenue par l'athlète en question. Le quota maximum de places de ce CNO sera réduit du même nombre que le nombre d'athlètes ayant commis l'infraction. Cette réduction ne concerne pas les catégories de poids pour lesquelles le CNO concerné fait une demande suite à la perte de la place de qualification de participation aux tournois continentaux de qualification ultérieurs.

PLACES INUTILISEES SUR QUOTA PAYS HOTE Si le pays hôte renonce aux places de qualification mises à sa disposition ou si les athlètes sélectionnés ne remplissent pas les conditions minimales, ces places seront données à la commission tripartite.

PLACES COMMISSION TRIPARTITE INUTILISEES Si la commission tripartite ne parvient pas à allouer les places sur invitation ou si les athlètes invités ne remplissent pas les conditions minimales, ces places seront réattribuées au CNO de l'athlète occupant le rang suivant au tournoi mondial de qualification de la WTF et dans la même catégorie de poids.
