 Sine qua non - “without which, not!”  Research sets a university apart from other post-

secondary institutions (OECD, 2004)!

 “Research, Publish or Perish”  “Research, Publish, get Cited, or Perish”

 Have abandoned “Ivory

Tower” image/character  Tout themselves as

producers of “useful knowledge”  Part of the “national

 Research Management – “distinct suite of activities

taken at the institutional level that add value to the research undertaken by researchers….but NOT part of the research itself (ACU, 2006).  An emerging profession which has co-evolved with

changes in the environment in which HEIs and Research Institutes conduct research!  Research Managers (Technology Transfer Officers)

play key roles as helpful intermediaries in the research process.

 Decreasing public support; hence greater need for

“3rd stream financing.”  Significantly higher proportion of research work is project based, and conducted through external grants and contracts.  More research funds competitively won  Legal environment for research more complex.

 Changes and trends are global - reflect recognition by

governments and donors that research and innovation can play a pivotal role in generating national prosperity and also solving major issues.  Major effects of the changes include increasing need

for HEIs to centrally manage their research agendas and provide support to researchers, and in particular, relieve them of the “administrative burdens” imposed by the new realities.

 Pre-Award Activities:  Identifying funding sources  Assisting researchers with

applying for funding  Negotiation of timetables, legal & financial terms  Agreement of internal funding  Brokering collaborative partnerships  Post-Award Activities:  Project management to ensure

completion of deliverables within timelines & budget

technology transfer  Dissemination of research results  Other:  Nurturing researchers  Research information

 In 2009 - project aimed at strengthening research and

innovation management in Africa and the Caribbean received funding from the EU-ACP’s Science and Technology Programme.  “The Improvement of Research & Innovation Management

Capacity in Africa and the Caribbean for the Successful Stimulation and Dissemination of Research Results (RIMI4AC).”  3-year project, €2.6 million.

 9 partners led by the Southern African Research and

Innovation Management Association (SARIMA).  Research & Innovation Management Services (Belgium)  ACU (UK)  Research Africa (South Africa)  University of Botswana  Stellenbosch University (South Africa)  University of Ibadan (Nigeria)  University of Dar es Salaam (Tanzania)  University of Buea, Cameroon  UTech, Jamaica - Caribbean partner

 Three major outcomes of the project:  Formation of a Caribbean Research and Innovation

Management Association (CabRIMA), replicating existing counterpart Research & Innovation Management Associations (RIMAs) in Africa (EARIMA, WARIMA, CARMA, SARIMA) and elsewhere (Europe, Australia, Canada, USA - ).  Research Management Resources developed

 Linked into Global Research Management Network

regional research!”  CabRIMA.org (off-line)  https://www.faceboo

funding agencies have become important to research within the region. Limited access to adequate funding mechanisms Comparatively low investment in science, technology, and innovation by regional governments Time constraints on academic/research staff Lack of formal research management structures

 Not all public HEIs have research management offices

or offices that have a research management functions  Existing ones under-staffed!!!

 Regional Research Managers are mainly Academic

Administrators/Managers and/or Researchers/Academics –  no formal training in RM!  on-the-job training!

 Funding for RM is limited and is usually obtained

from internal sources  Establishment of CabRIMA has led to increased

awareness of the importance of RM as a separate function from research itself  CabRIMA - only RM Association in the region

 Project Management  Writing Concept Notes  Budget development & financial     

management Intellectual Property Management Research management templates Media training – e.g., dealing with media & preparing press releases) Writing for scientific publication Sourcing funding information

 Presentation at INORMS 2016  Based on ARMA Framework  Nine skill areas under three main categories:  General competencies

 Technical skills  Enabling skills

 Travel grants - INORMS

(2018 – UK); workshops, meetings and training events of other RIMAS (e.g. SRA, NCURA) or of TTO (AUTM).

 Scholarships for formal RM

training:

 Johns Hopkins University

– MSc in RM  University of Central Florida – Master of Research Administration
