Executive Summary

Executive Summary Overview The FY 2013 Budget and Twenty-Year Financial Plan outline a plan of system additions and service offerings that demonstrate DART’s continuing commitment to provide a broad variety of mobility options. Following up on FY 2011’s successful opening of the Green Line, FY 2012 saw the opening of the initial stage of the Orange Line on July 30. Throughout FY 2012 the Board, management, and operating team have been making preparations for the wave of activities that will unfold throughout the fall of 2012. These include two more light rail system additions; the introduction of Compressed Natural Gas (CNG) fueling facilities at our bus divisions and paratransit base of operations; the deployment of 123 new small buses; the initial deployment of replacement vehicles for our full-size bus fleet; the transition to a new Paratransit system operator; and the introduction of a new fare structure and pricing plan. In the spring of 2013 the Agency will implement a new mobile ticketing product that will permit our customers to utilize their feature or smart phone to conveniently purchase tickets and download them to their phone. In short, FY 2013 will be a very busy year for our staff and a very interesting and exciting year for our customers. Key Performance Indicators (KPI) Ridership is on the rise and will continue to increase in the year ahead The last several years have impacted DART ridership both positively and negatively – from a bustling economy and $4 per gallon gasoline in mid-2008, to recession and high unemployment, to a jobless recovery, service changes, and the opening of the Green Line. Exhibit 1.1 shows DART ridership trends from FY07 through FY12 (projected) and the FY13 Budget. After bottoming out in 2010 after the worst of the recession, as employment began to pick up and as DART expanded its rail lines, fixed-route ridership has increased by 10.7% since then (projected FY12), and is expected to increase by another 4.6% next year because of expanded Light Rail services. Executive Summary

Exhibit 1.1 represents ridership using the current, manual ridership counting methodology. Over the last year, DART has been testing Automatic Passenger Counters (APCs) on its Light Rail system. These counters have proven to be considerably more accurate than the current process. The APCs show that we have been underreporting LRT ridership by approximately 15.5%. Exhibit 1.2 compares Light Rail ridership using the old counting method, and a proforma ridership, based on the 15.5% increase. DART has received approval from the Federal Transit Administration (FTA) to use APC data as our official ridership counting method. DART will use this method beginning in FY 2013. On-Time Performance As a result of improved technology, other KPIs such as On-time Performance, are likely to change, just as ridership did (illustrated above). DART will be able to measure the location of each bus at every stop along its route, not just at key time points. With more data points, smaller variations are more likely to result in a higher percentage of data points showing up as ‘not on time.’ Other transit properties who have implemented similar systems have seen their on-time performance metrics drop from the 90% range to something in the 70%+ range. DART is currently gathering data and will be reporting on the new standard during FY13. Customer Service DART is undertaking a number of initiatives to improve customer communications, customer service, and service delivery. Among those initiatives are the customer communications program, Public Announcement/Visual Message Board (PA/VMB) systems, Where's My Bus?, increased security, innovative fare payment systems, and expansion of small-bus operations. Customer Communications Program The development and deployment of customer communications tools continues. Real-time bus arrival time projections are currently available on smart phones, and enhancements are being added to provide the same functionality via text message to standard cell phones. Additional tools include DART bus stop finder, route locations, and trip planning, and a rider alert subscription service through e-mail, text message, and social media. The redesign of the Agency’s official website, www.DART.org, was launched in late 2011. The new design places a renewed emphasis on customer information and improves access to trip planning and in-transit communications tools.

Executive Summary

Public Announcement/Visual Message Board (PA/VMB) Public Announcement and Visual Message Board systems (PA/VMB) will be installed on all light rail and commuter rail platforms by September 2012. The PA/VMB systems will also be outfitted with Uninterruptible Power Supply (UPS) equipment that provides for at least one hour of battery back-up. All stations will have either a fiber optic or wireless connection to allow communication with central control equipment. The PA/VMB will provide train wait times and arrival announcements, as well as other important information disseminated by customer communications personnel. Where's My Bus?/ Next Train The “Where's My Bus?/Next Train” application on DART.org and smart phones allow patrons to ‘see’ the bus route they are looking at, and where their bus is on a real-time basis. Passengers can also easily access the train schedules for each rail platform to assist them in gauging arrival times. Like the VMBs, this application provides customers with an improved sense of confidence in the system and their ability to use the system. Increased Security Initiative DART is increasing the use of security cameras on rail platforms, at bus park-and-ride locations, and on vehicles. Once the program is complete, each new full-size bus will have five cameras and each new small bus will have four. This, as well as enhanced police and fare enforcement presence on the Light Rail system, will provide a greater sense of security for our customers. In addition to cameras, DART has increased security on the Light Rail system, ensuring that every train has a uniformed presence on board, and that every platform has an officer or a security guard. Fare Payment Systems In Fiscal Year 2011, DART began providing more customer payment options by installing new ticket vending machines (TVMs) at many of the light rail stations. These new TVMs allow customers to purchase not only day passes, but weekly and monthly passes; the TVMs also accept credit/debit cards in addition to cash. According to the current installation schedule TVMs will be installed at all rail stations as well as the busy Addison Transit Center by September 2012.

Executive Summary

DART is exploring the customer service and financial opportunities provided by new fare payment technologies. In the spring of 2013, DART plans to implement a mobile ticketing program. This program will allow our customers to purchase a pass product through a phone application prior to boarding a bus or train. This electronic pass can be a flash pass and can be presented at a reader on the bus or to a fare inspector on the train. DART is coordinating with the Fort Worth Transportation Authority (The T) and the Denton County Transportation Authority (DCTA) to make this capability available on a regional basis. This offering will be the first step in implementing new fare payment technologies that will permit a wide range of payment options tailored to the interests and needs of our customers. New Compressed Natural Gas Vehicles DART will be introducing two new bus fleets early in FY 2013--185 new full-size (30’ and 40’) buses manufactured by North American Bus Industries (NABI), and 123
