History of Shepherd University
W
hen the county seat of Jefferson County, West Virginia, was moved from Shepherdstown to Charles Town in July 1871, the people in the area decided to use the vacant courthouse for educational purposes. An article of incorporation for a school to be known as Shepherd College, designed to instruct students “in languages, arts, and sciences,” was drawn up by the Board of Trustees. Joseph McMurran, principal, and two assistant professors were hired to teach the 42 students who began classes in September 1871. On February 27, 1872, the state legislature passed an act which made the private institution a part of the state college system. In 1930 Shepherd became a four-year college dedicated to the training of teachers and was accredited to grant the bachelor of arts degree. A liberal arts program was approved in 1943, and in 1950 the bachelor of science degree was added. In 2004 Governor Bob Wise signed legislation allowing Shepherd College to change its name to Shepherd University. The University currently serves 4,000 students and offers the following degrees: bachelor of arts, bachelor of fine arts, bachelor of arts in elementary education, bachelor of arts in secondary education, bachelor of music education, Regents bachelor of arts, bachelor of science, bachelor of science in nursing, bachelor of social work, master of arts, master of business administration, and master of arts in teaching.
Joseph McMurran Scholars
T
he tradition of selecting academically outstanding undergraduates as Joseph McMurran Scholars, in honor of the first principal of the University, began at Shepherd in 1962. To be selected as a McMurran Scholar, Shepherd’s highest academic honor, a student must meet a number of criteria, including maintaining a grade point average of 3.8 (on a scale of 4.0) or higher. H
onors are awarded according to these criteria: highest honors, Summa Cum Laude, 3.850 to 4.000; high honors, Magna Cum Laude, 3.700 to 3.849; and honors, Cum Laude, 3.500 to 3.699. To graduate with honors in the Regents bachelor of arts degree program, a student must have 80 semester hours of traditional credits, with 32 of these credits earned at Shepherd University.

Commencement Honorees Jim Lehrer, B.J.
Commencement Speaker Doctor of Letters Degree Recipient
W
ichita, Kansas, native Jim Lehrer is the executive editor and anchor of the PBS NewsHour. Mr. Lehrer received an A.A. degree from Victoria College and a B.J. degree in 1956 from the University of Missouri before joining the Marine Corps. From 1959 to 1966, he was a reporter for The Dallas Morning News and then the Dallas Times-Herald. Mr. Lehrer’s newspaper career led him to public television, first in Dallas and then in Washington, D.C., where he served as the public affairs coordinator for PBS. In October 1975, the half-hour Robert MacNeil Report, with Jim Lehrer as the Washington correspondent, premiered. Over the next seven years, The MacNeil/Lehrer Report (as it was renamed in 1976) won more than 30 awards for journalistic excellence. In September 1983, Lehrer and MacNeil launched their most ambitious undertaking, The MacNeil/Lehrer NewsHour. The 1995-96 season marked the 20th year of their journalistic partnership, as well as MacNeil’s departure and Lehrer’s stewardship of the program as The NewsHour with Jim Lehrer. In 2009, the program title changed to PBS NewsHour to reflect the program’s expanded role as the hub of news and public affairs programming on PBS both online and on air. Mr. Lehrer has been honored with numerous awards for journalism, including the 1999 National Humanities Medal, presented by President Bill Clinton and First Lady Hillary Rodham Clinton. Also in 1999, Mr. Lehrer was inducted into the Television Hall of Fame with Robert MacNeil and into The Silver Circle of the Washington, D.C., Chapter of the National Academy of Television Arts and Sciences. He has won two Emmys, the Fred Friendly First Amendment Award, the George Foster Peabody Broadcast Award, the William Allen White Foundation Award for Journalistic Merit, and the University of Missouri School of Journalism’s Medal of Honor. In 1991 he was elected a fellow of the American Academy of Arts and Sciences. Mr. Lehrer has served as the moderator of 11 nationally televised presidential debates during the last six presidential elections. He is the author of 20 novels, two memoirs, and three plays. Mr. Lehrer and his wife, Kate, have three daughters—Amanda, Lucy, and Jamie—and six grandchildren. Mrs. Lehrer, also a writer, is the author of four novels. The Lehrers have a home near Charles Town.
Tia McMillan, B.A., and Robert A. (Bob) McMillan, M.B.A. President’s Award Recipients

ia McMillan and Robert A. (Bob) McMillan, of Shepherdstown, are this year’s recipients of the President’s Award for their exemplary service to Shepherd University and the community. Natives of Charleston, the McMillans now make their home in the Eastern Panhandle where they own and operate Jefferson Distributing, Co., a beverage distribution business. Mr. McMillan is the chair of Shepherd University’s Create the Future Campaign, a comprehensive campaign which will successfully end June 30 when it exceeds its $20 million fundraising goal under Mr. McMillan’s leadership. Mr. McMillan’s long service to the University includes membership on the Board of Advisors (2000) and the Board of Governors (2001-09), where he served as board chair from 2007 to 2009. Mrs. McMillan was a founding member of the Contemporary American Theater Festival (CATF), serving on its board of trustees from 1991 to 1997. She is now an honorary board member. In addition to their financial support of the Create the Future Campaign, Mr. and Mrs. McMillan have established the McMillan Family Scholarship with the Shepherd University Foundation, which is awarded annually to a theater student. The McMillans are members of Shepherd’s Friends of Music and the Shepherd University Foundation’s Scarborough Society, a friends of the library association. The McMillans have graciously hosted events on the University’s behalf at their home near Shepherdstown, and they support Shepherd’s Little House, which is their grandchildren’s favorite Shepherdstown spot. Mrs. McMillan received a B.A. in modern European history from Sweet Briar College in 1966. Mr. McMillan earned a B.A. in economics from the University of North Carolina-Chapel Hill in 1965 and an M.B.A. in finance and marketing from Emory University in 1971. Mr. McMillan served in the U.S. Navy as a lieutenant from 1965-69. Mrs. McMillan is the treasurer of the Eastern West Virginia Community Foundation, which partners with Shepherd’s Scar26. borough Library and the United Way to offer assistance in funding research and grant writing and assists Shepherd in coor-
dinating an ethics workshop through the George Washington Living Ethics Fund. A member of the foundation’s board since 1995, she served as president from 2001 to 2004. Mrs. McMillan is an 18-year member of the West Virginia Humanities Council, which helps fund a CATF lecture series as well as Shepherd’s Appalachian Writer’s Award and Writer-in-Residence program, and serves on the board of advisors of the WVU Health Sciences Center, Eastern Division. Mrs. McMillan was named a Woman of Distinction in 2006 by the regional council of Girl Scouts and was named Berkeley County Citizen of the Year in 2007 by the Martinsburg/Berkeley County Chamber of Commerce. Mr. McMillan currently serves on the West Virginia University Foundation board and was a member of the Eastern West Virginia Airport Authority (1990-2009), the State University System of West Virginia Board of Trustees (1989-1996), and was the president of the Martinsburg/Berkeley County Chamber of Commerce (1993-94). Mr. and Mrs. McMillan are the parents of three children—Julia Jones, Andrew McMillan, and Tyler McMillan—and have five grandchildren.

Faculty members from those departments are wearing white ceremonial stoles that have the University seal on the right panel and the University motto Ne Plus Ultra on the left panel. 29.
Academic Robes and Regalia
O
ne of the most colorful traditions in modern academic life, academic regalia has its origins in the medieval universities of Europe. Unheated buildings probably necessitated wearing the heavy, woolen gowns. Hoods then covered the monkscholars’ heads, eventually giving way to skullcaps, and finally to caps and mortarboards. In 1895, American colleges and universities adopted a uniform code of academic dress. Bachelor’s degree recipients wear gowns with long, pointed sleeves; master’s degree recipients’ gowns have long, oblong, or square cut sleeves; doctoral recipients’ gowns have closed, bell-shaped sleeves with three bars of velvet across the sleeve and velvet facing down the front of the gown. Gowns are normally black, although some universities have authorized doctoral gowns in colors chosen by the institution. The hoods are lined with the official color or colors of the college or university. The color of the velvet signifies the wearer’s field of learning. The tassel of the cap or mortarboard may be either black or reflect the scholarly subject; only doctoral recipients may have gold thread. The Academic Costume Code specifies the following discipline/color relationships: arts, letters, and humanities–white; business–drab; economics–copper; education–light blue; engineering–orange; fine arts–brown; home economics–maroon; journalism–crimson; law–purple; library science–lemon; medicine–green; music–pink; nursing–apricot; philosophy–dark blue; physical education–sage green; public administration–peacock blue; science–golden yellow; and social work–citron.
Shepherd University Mace
T
he Shepherd University mace is a symbol of the authority, history, and culture of the University. Shepherd staff member Patrick Wallace and area artist Jacob Wysopal were commissioned in 2009 by Dr. Mark Stern to craft such a piece as his gift to the University upon his retirement from the position of vice president for academic affairs. The mace is made of native West Virginia cherry wood and has the seal of the University on its shaft. The acanthus leaves at the top of the shaft represent the Corinthian columns of McMurran Hall, the original building within which the then Shepherd College, Normal and Collegiate, was housed. The University seal is placed on two sides of the leaves. Embedded within the mace is a stone fragment from McMurran Hall. The West Virginia sandstone marble at the top of the mace is of the same type as the sandstone from which the Rumsey Monument was created. The copper end-piece acknowledges the copper roofs that are found on campus and in Shepherdstown. In the copper base are fragments of every classroom building located on the Shepherd University campus and a copy of the April 29, 2009 edition of The Picket. The mace reflects Shepherd University’s commitment to learning, teaching, and serving the people of this region and beyond.

T
he degree candidates from each school or division are led into the commencement ceremony by the most senior faculty member of the school who is willing to serve in this capacity. The R.B.A. degree candidates are led by the director of the program. The line of march for the schools is determined by the highest degree candidates and when Shepherd added the curriculum to the college/university. Master’s degree candidates begin the procession, and the School of Education and Professional Studies leads the undergraduate schools, because Shepherd University started as a normal school to train teachers. The Division of Graduate Studies is led by Dr. Joyce Webb, Department of Communications, who joined the faculty in 1975. The School of Education and Professional Studies is led by Mr. Edward Fincham, Department of Health, Physical Education, and Recreational Studies, who joined the faculty in 1968. The School of Arts and Humanities is led by Dr. John Stealey III, Department of History, who joined the faculty in 1969. The School of Natural Sciences and Mathematics is led by Mr. James Romano, Department of Computer Sciences, Mathematics, and Engineering, who joined the faculty in 1972. The School of Business and Social Sciences is led by Dr. Roland Bergman, Department of Sociology and Geography, who joined the faculty in 1974. The R.B.A. degree candidates are led by Mrs. Nancy Snyder, director of the program.
