ABSTRAK PENGEMBANGAN POTENSI KOPI SEBAGAI KOMODITAS UNGGULAN KAWASAN AGROPOLITAN KABUPATEN DAIRI Kopi merupakan komoditas unggulan Kabupaten Dairi yang potensinya belum digali secara maksimal. Munculnya program pengembangan wilayah Kawasan Agropolitan Kabupaten Dairi (KAKD) membuka harapan baru akan tergalinya potensi pengembangan kopi di Kabupaten Dairi secara maksimal. Rumusan masalah dalam penelitian ini yaitu: bagaimana program pengembangan Kawasan Agropolitan Kabupaten Dairi, bagaimana faktor-faktor eksternal dan internal pengembangan potensi kopi Kabupaten Dairi, serta bagaimana strategi pengembangan potensi kopi Dairi. Tujuan penelitian adalah untuk merumuskan strategi pengembangan potensi kopi sebagai komoditas unggulan Kawasan Agropolitan Kabupaten Dairi. Lokasi penelitian dipilih secara purposive sampling yaitu di kecamatan Sidikalang dan Kecamatan Sumbul. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Data primer diperoleh dari pihak-pihak yang terlibat dalam pengembangan potensi kopi Dairi seperti pemerintah, petani kopi, dan pengusaha industri kopi. Sedangkan data sekunder diperoleh dari hasil publikasi BPS, baik BPS Kabupaten Dairi dan juga BPS Sumatera Utara. Identifikasi dan analisa hasil penelitian menunjukkan bahwa Kabupaten Dairi merupakan daerah yang sangat potensial dalam pengembangan Kopi karena terdapat banyak keunggulan yang tidak dimiliki wilayah lain seperti: agroklimat yang sesuai untuk tanaman kopi, petani-petani kopi yang berpengalaman dan lainlain. Metode yang digunakan untuk menemukan strategi yang tepat adalah metode analisis SWOT. Strategi komprehensif yang ditemukan sebagai hasil analisa metode SWOT adalah sebagai berikut: (1) Pembentukan Lembaga Riset dan Pengembangan Kopi ; (2) Peningkatan Peranan Pemerintah ; (3) Pembentukan Asosiasi Petani Kopi Kabupaten Dairi ; (4) Implementasi Konsep Kawasan Agropolitan Kabupaten Dairi dalam pengembangan Kopi Kabupaten Dairi. ABSTRACT POTENTIAL DEVELOPMENT OF COFFEE AS A LEADING COMMODITY DAIRI REGENCY AGROPOLITAN AREA Coffee is a leading commodity seed of Dairi Regency that has not been excavated the potential optimally. The emergence of development programs of The Dairi Regency Agropolitan Area (KAKD) open a new hope to open up the development potential of the Dairi Regency coffee the most. Synthesis problem in this research is : How’s the development program of The Dairi Regency Agropolitan Area, how’s the external and internal potential development factors of Dairi Regency coffee, and how the potential development strategy of coffee Dairi. Research purposes is to formulate potential development strategy of coffee as a leading commodity Dairi Regency Agropolitan Area. The research singled out purposive of sampling that is in sub-district Sidikalang and sub-district Sumbul. The data used in this research is the primary and secondary data. The primary data were obtained from the parties involved in the development of potential Dairi Coffee including the government, coffee farmers and coffee industry entrepreneurs. While secondary data were obtained from the publication of the Central Bureau of statistics, both the Central Bureau of Statistics Dairi Regency and Central Bureau of Statistics of North Sumatra. Identification and analysis of the results showed that Dairi Regency is a highly potential areas in the development of Coffee because there is a lot of excellence which is not possessed in other areas such as: Agroklimat that is appropriate for the coffee plant, the experienced coffee farmers and many more. The methods used to find the exact strategy is a SWOT analysis method. The comprehensive strategy that is found as a result of SWOT analysis method is as follows : (1) The formation of Coffee Research and Development Institution; (2) Government role improvement; (3) The formation of The Coffee Farmers Association Dairi Regency ; (4) The implementation of the concept of The Dairi Regency Agropolitan Development in Coffee County Dairi.
