Federation of European Laboratory Animal Science Associations Established in 1978: GV-SOLAS, LASA, Scand-LAS Membership is not open to individuals, but to laboratory animal science associations of good standing of nations in Europe Since 1991: observer status at CoE/EU levels In 2012 composed of 18 constituent associations + 1 affiliate association representing 26 countries + 2 with observer status

FELASA’s mission •Represent common interests of constituent LAS associations •Advance and co-ordinate the development of all aspects of LAS and practice in Europe •Act as a focus for the exchange of information about LAS amongst European states •Establish and maintain appropriate links with national, international or governmental bodies as well as other organisations concerned with LAS •Promote the recognition and consultation of FELASA as the specialist European body on LAS and welfare (observer status rev. ETS123 App A and EU Directive 2010/63) •Organise joint scientific meetings of the constituent associations
Policy FELASA represents the views and opinions of the laboratory animal science community in Europe. FELASA does so by position statements on critical issues as well as by maintaining relations with NGOs and governmental bodies concerned with laboratory animal science in Europe, notably the Council of Europe, the European Commission and the European Parliament.

Publications – Euroguide Summary of revised ETS123 Appendix A The guide facilitates scientists to obtain in a user friendly way the core aspects of the care of laboratory animals set out in the revised Appendix A of the European Convention for the Protection of Vertebrate Animals used for Experimental and Other Scientific Purposes (ETS 123), which went into effect on the 15th of June, 2007.

FELASA`s role in education & training FELASA recognises education & training of the LAS community as an important aim of the organisation To this end it has: • Developed education & training recommendations for four categories of laboratory animal staff • Established an accreditation system for teaching programmes for the four categories • Developed guidelines for continuing education for all persons involved in the care & use of animals

Education & training recommendations – categories of personnel • Category A: persons taking care of animals (caretakers) • Category B: persons carrying out experimental procedures (research technicians) • • Category C: persons responsible for directing or designing procedures/projects (scientists) • Category D: laboratory animal specialists (specialists)

FELASA Guidelines for Continuing Professional Development (CPD) • Developed by a European working group • Modelled on the Swiss mandatory scheme for animal technologists • Applicable to all persons working with experimental animals • Aspirational but mindful of resource implications • Endorsed by Commission at EWG • Based on seven principles

FELASA seven principles of CPD • Personnel working with animals should maintain the state of the art knowledge & skills • CPD should be available and organised in a flexible way • CPD should commence when a person starts working with animals and continue through the working career • System is based on award of credits over period of time • There should be a process for review & endorsement of CPD activities but up to 50% of credits can be achieved from activities recognised by the institution • Operation of the scheme should be reviewed • Joint courses should be encouraged between countries

The CPD scheme in operation • FELASA encourages uptake of scheme by Member Associations (or relevant authority) • FELASA maintains list of types of activity and overview of courses endorsed by Member Associations • Member Associations facilitate introduction of CPD scheme, adapted to local needs. They endorse courses and provide information • Institute, together with individual, determines CPD needs & individual maintains record • Compliance with the scheme is by self-regulation with oversight by competent authority • Importance of practical skills needs to be stressed

Accreditation Board for training & education • Accreditation scheme introduced 2003 to assist in the development of uniform high quality educational programmes for LAS • Operated on behalf of the FELASA Board by a Teaching & Training Board of educators & trainers from MS • Extends to all categories (A, B, C & D) • Accreditation awarded for 5 years (B,C) & 10 years (A,D) • Currently 24 courses accredited (4 pending) in 13 countries • Chair: Patri Vergara
