Background Development and Implementation of a Data Management Strategy General Information 1.
The International Seabed Authority (the Authority) is an autonomous international organization established under the United Nations Convention on the Law of the Sea of 10 December 1982 (the Convention) and the Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea (the Agreement). The Authority is the organization through which States Parties to the Convention shall, in accordance with the Convention, organize and control activities in the Area, particularly with a view to administering the resources of the Area.

The Legal and Technical Commission (LTC) in its report to the Council in 2015 requested the Secretariat of the Authority to provide a draft Data Management Strategy and the financial implications of its implementation. (ISBA/21/C/16; par 36)

In the February 2016 session, an LTC working group on data management strategy conducted a preliminary review of the current data and information management arrangements and of the existing hardware and infrastructure supporting that arrangement. In its report on this review, the group made several observations and recommendations to be addressed by the requested draft strategy. These are summarised in section II of ISBA/22/LTC/15.

Based on the above, in July 2016 the Secretariat presented to the LTC the draft strategy for the handling and use of confidential and non‐confidential data, recommended hardware and software upgrades and the recommendation to appoint a qualified consultant to implement the strategy. Nature of Work Required 5.
Section IV of ISBA/22/LTC/15 provides a summary of the recommendations that are required to be implemented by the selected consulant/firm.

It also provides the envisaged timeline for executing the work.
Procedure for submission of Proposals 7.
Qualified consultants or firms that respond to the Authority’s requests for Expression of Interest by filling in the ISADMSD2 form will be invited by the Authority through a letter of invitation to submit technical and financial proposals for the implementation of a Data Management Strategy. Their proposals could form the basis for negotiation aiming ultimately to a contract between the Authority and the consultant/firm for the conduct of the project. In awarding contracts, the Authority is committed to the principle of Diversity and Equality and takes due account of the need for equitable geographical distribution and the representation of special interests.

Qualified consultants and firms will be given 30 days to submit their technical and financial proposals.
