BRITISH COLUMBIA PNP ENTREPRENEUR IMMIGRATION PROGRAM The Entrepreneur Immigration Registration (EIR) will assist the BC PNP officials to prioritize those applicants with the highest potential for success. Once all the requirements are sufficed, the aspirants will be invited to apply to the Entrepreneur Immigration stream at periodic intervals, based on the processing capacity of the program. This will allow the BC PNP to make quicker decisions in finalizing a candidate’s application and ensure that a future surplus of applications is not created. Personal Requirements: Personal net worth of at least $600,000 (including cash, assets in bank accounts, fixed deposits, real properties, investments, etc.) under the candidate’s name or candidate’s spouse’s name. The net worth must be legally obtained and verifiable; A minimum of two years of post-secondary education or experience as an active business ownermanager with 100 percent ownership of the business for at least three of the past five years; and Work experience — the candidate must demonstrate that he or she has sufficient knowledge and experience to successfully establish his or her business in B.C. The candidate must have a minimum of: a) more than three years of experience as an active business owner-manager, or b) more than four years of experience as a senior manager, or c) a combination of at least one year of experience as an active business owner-manager and at least two years of experience as a senior manager. Business requirements: The registration must include a short business concept that will be assigned points based on proposed commercial viability, transferability of the candidate’s skills, and economic benefits. If the candidate is subsequently invited to apply, he or she will be required to submit a comprehensive business plan. The BC PNP will consider registrations to establish a new business, purchase of existing business, form a partnership with an existing business, and partner with a local or foreign entrepreneur to establish a new business. Investment requirements: In order to register, the candidate must demonstrate that he or she will make an eligible personal investment of at least CAD $200,000 in the proposed business. If the candidate is proposing a Key Staff Member and wishes for that person to also work for the business in B.C, he or she must demonstrate that he or she will make an eligible personal investment of CAD $400,000. Job requirements: create at least one permanent new full-time equivalent job for a Canadian citizen or permanent resident in the proposed business. Job creation requirements differ for candidates who proposed to include a Key Staff member on their application. Once the successful applicant is living and working in B.C., he or she must demonstrate the following in order to be eligible to make an application for permanent residence under the BC PNP: active and ongoing management of the day-to-day business operations demonstrated residence in B.C. admissibility to Canada

BC PNP – Application process
The BC PNP process involves three main steps before you can apply for permanent residence: Preparation before you register – Do research including, if you wish, conducting an exploratory visit; Entrepreneur Immigration Registration (RIN), with the BC PNP by creating your profile in the selection pool with non-refundable application fee of CAD 300/-. Please note that creating your profile does not guarantee selection into the pool. Acceptance of your profile into the selection pool by the BC PNP. Please note that such an acceptance into the selection pool is no guarantee for issuance of invite to apply. Application will stay into the pool for a maximum of six months after which it will cease to be considered for invitation to apply. Invitation To Apply; Review of Personal Net Worth; Applying to the BC PNP including application submission along with nonrefundable application fee of CAD 3500/- followed by Interview in BC, signing of performance Agreement; Approval and issuance of work permit; upon approval what you get is a 2 years work-permit and NOT a residence visa. Getting work Permit stamped in local consulate and arrive in B.C.; Build your Business in BC; If meeting all requirements, then filing the final BC business report before the end of 2 years work permit; Getting provincial nomination; After Nomination, applying For Permanent Residence.
Selection under the BC Provincial nominee program for entrepreneurs is under a point system. Under the Entrepreneur Immigration Registration (EIR), meeting the minimum eligible investment requirements does not guarantee that you will be invited to apply or be approved as a Provincial Nominee – only the highest-scoring registrants are invited to apply. Thus, do not go by minimum eligibility criteria on various factors. More you commit – in terms of a business concept, eligible personal investment, and business/management experience and job creation - better is the probability of your acceptance under the BC PNP Program.
One must have a personal net worth of at least CAD 600,000/-. Your personal net worth includes all your assets and those of your spouse or common-law partner, less any liabilities including mortgages and personal debts: Cash; Assets in bank accounts / fixed (term) deposits; Real property; Investments in bonds, stocks and mutual-funds; Investments in one or more businesses; Pensions and other assets. However,please note that higher the net worth, more are the chances of being accepted from the pool and get the invite to file the application.

Minimum eligible personal investment is CAD 200,000/-. However, please note that more is the committed investment, more are the chances of being accepted from the pool and get the invite to file the application.
Experience: One’s experience during last 10 years, prior to filing of application, can be considered. The experience can be in either managing a business for 3 years, in which the applicant owns at least 10% share or has 4 years experience as a senior manager in a company/firm that employs at least 3 full-time employees. It can also be a combination of experience as a business manager or senior manager.
Education: A minimum of two-years of post-secondary education, or Experience as an active business owner-manager with 100% ownership of the business for at least three of the past five years. If you are getting NIL point under Education factor, then 3 years active management experience of 100% owned business is a must. The 100% ownership of the business may be shared between you and your spouse or common-law partner.
While the BC PNP does not have any age requirements or age limit, your age will be assigned points under the Entrepreneur Immigration Registration. Lost points on age may be compensated through factors such as choice of location of business, English language test, higher investment etc.
A short business concept must be provided with the application. Kindly note thatyou must decide on the specific type of business you intend to establish or purchase in B.C. before you register in the pool. You cannot change your business concept after you submit your registration. It is recommended that this business concept be provided based on an actual business plan. This is because the acceptance of application from the registration pool will be depends much on strength of the Business Concept. In addition, if selected, you are required to provide business plan with the application anyways.
You must demonstrate you will own at least one-third (33.3%) of the business in B.C. unless you are investing more then CAD 10,00,000/-.
Investment: BC PNP will awards points for investment at the time of Registration. More the investment higher the points and more is the probability of getting the invite.

Job Creation: BC PNP will awards points for job creation at the time of Registration. More the number of jobs you are creating, higher the points and more is the probability of getting the invite. In order to register, you must demonstrate that you will create at least one permanent, new full-time equivalent job for a Canadian citizen or permanent resident of Canada in the proposed business. You must also demonstrate the likelihood of supporting long-term employment of Canadians or permanent residents of Canada in the proposed business. A full-time equivalent (FTE) job means a position of at least 30 hours per week worked by one or more employees under continuous employment. Independent contractors will not be considered as part of your job creation requirement – only direct employees of the proposed business will be considered. Employees must work at the primary place of business and not remotely.
Job Maintenance Requirements (if purchasing an existing business): In addition to the job creation requirements listed above, if you are proposing to purchase an existing business, you must commit to maintain the number of existing jobs in the business, and pay your employee(s) a wage that is commensurate to their skill level.
The BC PNP will consider registrations to establish a new business, purchase an existing business, form a partnership with an existing business, and partner with a local or foreign entrepreneur to establish a new business. If you plan to purchase an existing business, you must identify how you will improve, upgrade and/or expand the existing business. This may include creating new employment, investing in improvements and/or upgrades to the business, introducing new products and/or services, etc.
Purchase of an existing business: The BC PNP may consider as eligible investment the lesser of the total business purchase price or $150,000. You must commit to make an eligible investment of at least $50,000 to improve, upgrade and/or expand the business. Eligible investments toward improving, upgrading and/or expanding a business may include new capital purchases and equipment, leasehold improvements, introduction of new technology, job creation, etc. Improvement/expansion does not include regular operating expenses such as recurring inventory, wages, rent, utilities, or maintaining the same levels of marketing or advertising expenses, legal or professional fees, business licences, etc.
The BC PNP will only consider registrations to establish or purchase and improve a business that contributes to the economic growth of the Province. The proposed business must be operated for the primary purpose of earning profits by providing products and/or services. Additionally, the business must have strong potential for sustained commercial success.

After landing on work permit and to become a Canadian permanent resident you must request for provincial nomination. To get qualified for nomination, you must have physically stayed in BC for at least 75% of the time before submission of your file report.
English language is NOT a mandatory requirement of the BC PNP Entrepreneur Immigration stream. However, points are assigned for self-declared English language proficiency. To register, you must indicate your current level of English language proficiency. Evidence of language proficiency, such as test scores, is NOT required when you register. If you are invited to apply, you may be required to provide evidence of language proficiency. We recommend that you undergo an IELTS test and provide it with registration. A good score will have positive impact on the assessing officer and will improve your chances of getting an invite.
Investments that fetch you additional points and consideration during assessment: Agrifoods Technology and Green Economy; Forestry; Transportation; International Education; Biomedical; Mining & Energy or Natural Gas Sector; Destination Tourism; Value-Added Manufacturing; Aboriginal Peoples and First Nations.
Ineligible businesses: Bed and breakfasts, hobby farms and home-based businesses; pay day loan and cheque cashing; money changing and cash machine businesses; pawnbrokers; scrap metal recycling; coin-operated laundries; automated car wash operations; businesses selling used goods (excluding collectibles, or businesses that provide value-added services such as repairs, refurbishing or recycling); real estate development/brokerage, insurance brokerage or business brokerage; businesses involved in producing, distributing or selling pornography or sexually explicit products or services, or providing sexually oriented services; Convenience stores; DVD rental stores; gasoline service stations; personal dry cleaning services ; tanning salons and any other type of business that by association would tend to bring the BC PNP or the Government of British Columbia into disrepute.
Franchises: Franchises may be considered as eligible businesses if you can demonstrate that the proposed franchise is well established. If you are invited to apply, your application must include evidence that you are eligible to purchase and operate a franchise location by the franchisor. The BC PNP will only consider the purchase of an existing franchise location as an eligible business if it includes an expansion plan that is consistent with franchisor requirements.
Location: Points are awarded for the location of the proposed business based on the population sizes of B.C.’s Regional Districts. BC PNP is focused on attracting investment to regional communities and under the Entrepreneur Immigration Registration; higher points are awarded for investments proposed in smaller communities.
Please note that salaries payments to self or any of the family members are not considered as expenses while making business plan.

External financing: BC PNP requires that you make the minimum eligible personal investment from your personal funds. However, you may also use external financing from a business partner or financial institutions. If external financing is a requirement of business operations, you must identify how you will obtain the financing and how it will be applied in your proposed investment.
We strictly advise all our clients NOT to make any investment under the program unless the performance guarantee with the province is signed and that too at their risk. Ideal situation is to do all investments AFTER landing in Canada on work permit.
Key Staff: As the employer of the Key Staff, you must demonstrate a rationale for a Key Staff in relation to the domestic labor market - that a Canadian or permanent resident would not be able to perform the proposed duties. If you fail to demonstrate that the Key Staff is essential to establishing or operating and expanding your business, the proposed Key Staff will be refused. In addition, the minimum eligible personal investment – where one likes to bring in a key staff – is at least CAD $400,000.If you are proposing a Key Staff, you must demonstrate that you will create three new, permanent, fulltime equivalent positions for Canadian citizens and/or permanent residents of Canada. If you are purchasing an existing business, you must maintain the number of jobs as described above, and create three new full-time equivalent positions. Such a proposed key staff personnel must be associated with country of origin business of the principal applicant for at least one out of last 3 years and must not be having any part ownership of such business.
Partnership with a Co-Registrant: You may choose to partner with another registrant under one business proposal. If you are proposing to partner with a co-registrant, you must provide a rationale for the business partnership and describe your business relationship with each partner. Each co-registrant should have worked together either in the same business or demonstrate a prior business relationship. Each co-registrant must meet the individual eligibility requirements listed in the Entrepreneur Immigration Program Guide in order to be entered into the selection pool. Co-registrant registration scores will be adjusted to match the lowest score from each of the co-registrants.

BC PNP for Entrepreneurs Financial proposal This proposal is valid for a week from the date it is offered to you. All mentioned figures are subject to change without notice. Basically there are 3 categories of costs that make part of application plan for BC PNP for entrepreneurs. (1) Government agencies fee at various stages
Registration fee (Non-refundable) for submitting the application into the pool – CAD 300. If invited from the pool, please budget for verification costs of your claimed net worth by Government mandated qualified assessor (called supplier) – CAD 30005000. This is an expense and non-refundable. The actual expense will depend on amount of work involved. If invited from the pool, Government application (Non-refundable) fee of CAD 3500. Work permit application fee – CAD 155 per family member. Medical costs – Rupees 4500 per family member

(3) Abhinav Consulting Fee Rupees 500,000/- payable as follows:
Initial retainer – Rupees 200,000/-. Against this fee Abhinav will do a maximum of 3 filings in the registration pool. As mentioned elsewhere in this information sheet, an application can stay in the pool for a maximum of 6 months. Please note, however, that registration fee of CAD 300 is to be born at actuals by the client every time the registration is carried out. The initial retainer is non-refundable. Rupees 200,000/- on receipt of invite to lodge in the application. This fee will be fully refunded, should application be refused at any stage after receipt of invite except in a situation where the work permit is refused on medical or grounds of misrepresentation of information. Rupees 100,000/- on receipt of letter of confirmation. This fee is fully refunded, should application be refused at any stage after receipt of letter of confirmation except in a situation where the work permit is refused on medical or grounds of misrepresentation of information. In addition to above, optional Business-plan services are available for a non-refundable onetime charge of Rupees 200,000/-.
