Why the proposed changes to the Call for Proposals? Added value of the EC: at European level, not national Multiple small-scale projects: difficult to demonstrate impact, coherence, EU added value High number of projects: prevents EC focusing on more strategic actions EYD 2015: opportunity to highlight the relevance of DEAR
Why larger projects? Maximizing added value of EU : focus on Pan-European perspective and reach, promotion of European values Demonstrating impact on programme level: requires step change Larger projects covering more countries: higher programme coherence and complementarity Larger size will require pooling of capabilities: lead to stronger projects and coalitions, encourage actors to work together. EYD 2015: opportunity to showcase DEAR and reaffirm its relevance in ongoing global development debates

Revised criteria agreed during the specific DEAR session of the Policy Forum on Development on June 19th - Increased EC co-financing (An exceptional measure due to the particular relevance and strategic importance of European Year of Development 2015) - Number of countries covered lowered to 10 for NSA and 6 for LAs - Creation of an additional separate lot for EU 12+Croatia NSA, with lower minimum budget size. (20% of NSA budget for the Call)
