City of Elkhart Halloween festivities ELKHART (October 17, 2017) – Mayor Tim Neese announced today that the city of Elkhart’s trick or treating hours for 2017 will be from 6:00 p.m. to 8:00 p.m. on Tuesday, October 31. The Police Department will be watching but the Mayor urges all parents to be watchful of the traffic and congested areas. The city will also host its fifth annual Safe Trunk or Treat Event at Island Park from noon to 2:00 p.m. on Saturday, October 21. The event is presented by Cummins Onan-Elkhart and the Elkhart Parks and Recreation Department. This year’s festivities will include a costume contest and candy provided by local Elkhart businesses. The event is free for children 12 and under. Mayor Neese wishes everyone a safe and happy Halloween! -30-
