Drafting your own Pattern for Pajama Bottoms (with added ruffle!) by Amy Friend, duringquiettime.blogspot.com

Lay your fabric down, right sides together so you have a double thickness. Lay your favorite pj bottoms on top, inside out. Start with the leg front. Make sure that they are as smooth and even as possible and pin along the seam lines. Then measure a half inch out from each pin and put another pin, this will be your seam allowance. Allow 1 1/2" above the top of the finished waistband. Cut your pattern pieces. Do the same for the leg back.
Pair together one leg front and one back. Stitch along the inner leg with a 1/2" seam. Repeat for other leg.
2
Matching center seam, stitch the crotch seam. Reinforce the inner crotch with a double row of stitching. Trim close to that stitching.
Rearrange the pants so that the outer leg seams are right side together and stitch.
3
Turn down upper edge at waist 1/4" and press. Fold down another 1 1/4" and press. Pin in place and stitch the bottom edge of the casing, leaving an opening for the elastic.
Thread through a piece of 1" wide elastic. Secure elastic and finish casing.

To create ruffle: Take a long strip of fabric, cut to four times the width of one pant leg at the hem. In this case (toddler size 3/4) the leg measured 7" at the hemline so the strip was cut to 28". Stitch the short ends together so you have loops. Mine were cut to about 4 1/2" wide. Your width can vary.
Next, make a 1/4" hem along one edge of each ruffle and take two rows of gathering stitches on the other edge.
5
Mark center of ruffle, opposite the seam, with a pin. Pull gathering stitches to gather ruffle. Measure the finished height of your ruffle (less 1/2" seam allowance at top). Have your model try on the pj bottoms and mark where the ruffle should start. Cut the legs 1/2" below that line. Then, with right sides together, match seam and pin from ruffle with the seam lines on the pant leg. Evenly spread out the gathers and stitch. Your pajama bottoms are finished!
