Welcome to our monthly update keeping Southern DHB staff, patients and communities up to date about redevelopments at Dunedin Hospital. There are currently two redevelopment programmes at Dunedin Hospital: Long term redevelopment
Urgent Interim Works Programme
Southern DHB, in consultation with the Ministry of Health and Southern Partnership Group, is currently reviewing options for the redevelopment of Dunedin Hospital to ensure it is fit-for-purpose and meets the current and future needs of our region.
A programme of four re-fit and upgrade projects required to ensure clinical service continues while the longer term redevelopment of Dunedin Hospital is planned and carried out (based on an estimated 7-10 year time frame).
URGENT INTERIM WORKS PROGRAMME All four projects in the Urgent Interim Works Programme are gathering speed, as we move through final design and sign off stages, and start enabling construction works. 1. AUDIOLOGY Overview: A re-location of Audiology Unit from Level 2 of Clinical Services Building to the Ground Floor of the Main Block of Wakari Hospital. This is due to be completed in late 2016. Progress this month: The project team are working through the tenders we received for the construction of the new unit, while work continues to prepare the space so construction can begin. The 3D drawing opposite shows the plans for the new unit. The new space will provide a warm welcoming environment for patients of all ages to feel valued while being tested or receiving treatment. The waiting room will be open and light with plenty of seating, a children’s play area and a strategically placed reception, positioned to ensure people arriving at the clinic are efficiently received, while also creating a link to the business end of the facility.

On the operational side of the new Audiology unit, there will be three new acoustically designed testing booths, two smaller units and one larger room which has a control room to the side for more specialised testing. Every design aspect of these rooms has been considered to not only meet, but exceed the required standard to ensure there is no margin for error during a very important process.
The finishes to the entire modern facility have been selected with care to make both working in and visiting the new Audiology department as comfortable as possible.

2. GASTROENTEROLOGY
Overview: A re-fit of Gastroenterology Unit in its current location on Level 8 of the Ward Block. The project involves temporarily relocating this service to Level 5 of the Ward Block while work is carried out. The redevelopment of the 8th Floor Gastro Unit is due to finish at the end of February 2017. Progress this month: The refurbishment of the temporary Gastro Unit on the 5th floor has now been completed. The team have moved in and are operating clinics as usual. The map below shows the location of this unit – on the 5th floor, adjacent to the ICU (in the former NICU space). The relocation of other services from the 8th floor is also almost complete, with University staff relocating to the 2nd floor this month. Detailed design of the new Gastro unit is now well underway and will continue over the next few weeks.

3. DEFERRED MAINTENANCE Overview: Programme of 19 projects identified as required upgrades to facilities in order to ensure clinical service continues over 7-10 years. Progress this month: Progress is being made with the sub projects. Maintenance projects are approved by the Maintenance Project Board and the Building and Property Team leaders, and six of those projects are now in the planning stage with progress running on track.

4. INTENSIVE CARE Project Overview: The Intensive Care Unit (ICU) will be refitted into its current location on the 5th Floor, combined with two High Dependency Units (HDUs) currently located in surgical wards, to create a combined Critical Care Unit. The decanting works are now in progress and should all be complete by mid October 2016. The construction of ICU/HDU is due to commence in January 2017 , with full construction expected to be completed in February 2018. Progress this month: On 5 July the Minister of Health, Hon Dr Jonathan Coleman announced that the Implementation Business Case and $11m funding for this project had been approved. This is wonderful news for the Southern Community, and the project team are looking forward to proceeding with full steam ahead! Preliminary design work for the new ICU/HDU is almost complete. Many of the supporting decanting and relocation works are now well underway too, with further construction work due to commence this month.

LONG TERM REDEVELOPMENT The Southern Partnership Group has released the Strategic Services Plan, which is the first formal document completed as part of the redevelopment of Dunedin Hospital. The Strategic Services Plan looks at Southern DHB’s future population and demographic forecasts, and considers challenges and potential solutions at a high level. The document is intended to help us understand the future health needs of the Southern region and help shape what future health services and the future hospital needs to look like. The Strategic Services Plan is available on the Southern DHB website (www.southerndhb.govt.nz) under ‘SDHB Redevelopments’. The Strategic Services Plan will help inform the Indicative Business Case for the redevelopment of Dunedin Hospital. The Indicative Business Case, which will provide a short list of redevelopment options, is due to be completed in mid 2017.
Staff, clinicians and management at Southern DHB have made a significant contribution to the development of the Strategic Services Plan and will continue to be involved and engaged as planning progresses. The Strategic Assessment, which sets out the initial case for the redevelopment, has also now been presented to the Southern Partnership Group. The document will be released publicly once considered by SPG and Ministers.
