We are pleased to provide you our 2014 Annual Report. In addition to a clean and positive audit, you will discover the outcomes of several key projects and grants, the development of new partnerships, critical successes in the services, and some of the remarkable people and groups that walked with us again or anew this past year. This is also my transition year as Executive Director, President, and now CEO into retirement and next careers. I will be handing over the leadership mantel to a new, energetic, innovative executive to serve our clients and our vision into the future. The search is well underway with a board Search Committee, a search firm and consultants. We will announce my successor in the next few months. In the meantime, we will be completing projects and preparing the list of opportunities, needs, and demands used as the basis of a new long range vision and plan developed between the board, community and our new leader. Board members, clients, and staff all fought for and received an additional $720,000 in bond funds to finish the top floors of Tubman Center East for victims of trafficking and exploitation. Together with the $2 million already received, renovation began and is nearly completed at

this date on the six-floor residential and client service tower. Pictures and details will give you a preview of the wonderful spaces and services soon available. You will find other major successes and events in the pages that follow. First, thank you to our legislators for learning, backing and voting ‘aye’; our donors for supporting both capital and annual needs; our partners for creating new joint methods of service; our interns and volunteers for learning, teaching, and providing so many more services than we could alone; our pro bono attorneys for taking complicated cases; and our remarkable board and staff for their leadership and commitment to ending violence every single day and into the future. Together this represents thousands of people working – each in their own way – on building safe and healthy individuals, families and communities. My personal thanks for your support of the remarkable non-profit I was allowed to serve for 25 years – not one day of which was possible without you all. Building upon a firm foundation of service, learning and partnership Demand for client services, education, and support continues to increase. Tubman responded by embedding new learning into the way we serve, and by strengthening both longstanding and new partnerships. Here are just a few key collaborations and program changes we’ve made in response to emerging trends, needs and requests from the people we serve. As a result of a statutory change, we lost state funding to prevent elder abuse through resident and family councils in nursing homes. However, we strengthened the expertise on elder abuse into Tubman’s legal and shelter services. Shelter and crisis line resource advocates received in-depth training on the unique issues facing older clients. And the legal division added an Elder Abuse Advocate position to serve older crime victims in Washington and suburban Ramsey County. We know that this particularly vulnerable group of victims need even more support and assistance navigating the legal system—and that approximately 75% of these crimes against seniors are domestic violence related. Last year, 543 victims of domestic violence age 55 and older received some sort of legal help at Tubman, and 86 of these victims received specialized in-depth advocacy throughout their court case. Tubman began providing a Trauma Skills therapy group in October, 2013. Many of the women who completed that group wanted to continue building skills to manage and reduce their symptoms. To 4

meet that need, Tubman launched an ongoing Trauma Process group in July, 2014. As participants heal from traumatic experiences, they not only regain mental health but also develop the capacity to reclaim their lives. They resume work or education, develop healthy and supportive relationships, and respond to the world as it is rather than the dangerous, threatening environment it seemed when viewed through the lens of trauma. These groups provide the support needed for people to reclaim the lives they were meant to lead and build a future they consider “worth living”. Our partnership with Minnesota Brain Injury Alliance has grown deep roots. Staff from the Brain Injury Alliance is onsite at both shelters weekly to provide information, resources and support to residents who may have a brain injury. Tubman provides consultation to their staff regarding domestic violence, safety planning and resources—and is available to serve their clients who may be in an abusive relationship. And our partnership with the Immigrant Law Center of Minnesota continued, providing legal representation for battered women in U and T Visa cases. The shelter team is building a strong foundation with Voice of East African Women (VEAW). This past year, Tubman advocates provided domestic violence advocacy training, and VEAW staff shared their expertise on cultural considerations for working with Somali women and youth. We’ve also begun

to share operating protocols in preparation for VEAW opening their shelter program. In 2014, the City of Minneapolis Department of Public Health selected Tubman to launch a pilot program called Inspiring Youth, providing in-home and community case management to atrisk youth referred by Minneapolis high schools. Last year, Tubman also began a threeyear collaborative project funded by the federal Office on Violence Against Women to plan and implement expanded shelter, legal, mental health, support group, financial literacy, outreach and violence prevention services for youth and young adult victims in the east metro. Together with our community partners, we will strengthen systems response, participate in cross-training, refer young victims to safe shelter and other programs. Partner organizations include Independent School District 622, Century College, Maplewood Police and Oakdale Police, The PRIDE (From PRostitution to Independence, Dignity & Equality) program of The Family Partnership, Face to Face, and WISE (Women’s Initiative for Self Empowerment). The media and community sought Tubman’s response to the NFL headlines. As thought leaders on the topic, our team responded to requests for interviews for radio, television and print in order to highlight services at Tubman and our partner organizations—help for victims and offenders, men and women, parents and youth. And sadly, family violence happens everywhere. Last year,

Tubman provided 98 presentations to over 2,600 professionals, students, and community members so that all of us can step up to help prevent, intervene and respond to the violence in our own neighborhoods, workplaces, families, and cultures.

Harriet Tubman Center East included in Bonding Bill Harriet Tubman Center East is now providing safe and secure housing for 65+ women and children. $2.72 million in state bond funds plus an additional $5.1 million allowed us to double our east metro shelter space to serve families experiencing domestic violence, exploitation, and other forms of trauma. Thank you to all the Minnesota legislators that were integral in securing these funds.

Renovation of the space, which will provide an additional 32 bedrooms and common spaces for victims and their children escaping exploitation and violence, should be completed by this spring. With the community’s support, we will raise the operational dollars to cover client support and assistance, expert staff, and facility and administration costs for the new rooms. To date, we have raised almost half of the annual service cost per floor through private and federal dollars. With initial funds provided by The Saint Paul, Mardag, and F. R. Bigelow Foundations, we are hiring staff now to open the first 10 beds in Spring 2015.

2014 Legislative Activities Humphrey Fellows from the University of Minnesota Law School and the Human Rights Center are studying and comparing current law in Minnesota regarding domestic abuse, sexual assault, child abuse, stalking, abuse of elders and vulnerable adults, and trafficking and exploitation. The goal is to provide legislators language that combines, simplifies, clarifies or broadens the law to better protect victims and to assist law enforcement. Tubman’s Grassroots Organizing Committee (GROC!) acts on the social policy goals of our clients, interns, volunteers, and staff. We not only launched a successful Get Out the Vote campaign in our shelters, but also magnified our clients’ voices and made Tubman’s priorities known at multiple Days on the Hill events at the state Capitol. In March, Button Poetry’s ACT UP! event brought together artists, poets, dancers, actors, youth and survivors to discuss relationship violence and exploitation and provided an opportunity to get involved and contact legislators. We continued to host local officials as well as state and federal legislators throughout the year, providing them with critical insight into the needs of our communities, updates on Tubman’s robust services and partnerships, and tours and construction updates at Harriet Tubman Center East.

Renovation of the Legal Services Center at Tubman East includes the creation of additional drop-in spaces for our criminal justice partners, a legal resource library and conference room. And in order to better support and protect victims of trauma and exploitation, the Center will include an interview soft room, observation room, and law enforcement interview room.

Please be assured that Tubman continues to meet or exceed each of the Accountability Standards of the Charities Review Council, GuideStar, and other measures of nonprofit effectiveness and governance. In addition to our annual full audit and various reports to funders, we participate in 67+ additional in-depth audits of our program and financial results to ensure full compliance and strong performance outcomes. Our combined administrative and fundraising expenses remain at only 16%, which is better than the generally accepted average. However, efficiency is not the sole measure of successful impact, and we must continue to reinvest in administrative and technology support to grow.

Harriet Tubman Honoring the spirit and conviction of our namesake, Harriet Tubman, we help survivors on their journey to freedom—freedom from trauma and violence.

“I am trying to find places for those able to work, and provide for them as best I can, so as to lighten the burden of the government as much as possible, while at the same time they learn to respect themselves by earning their own living.” – Harriet Tubman about “contraband” patients she cared for during the Civil War

women and 701 children and youth found safety and support in our two family violence shelters. Our transitional housing program served 22 adults and 44 children.

Throughout her entire life, Harriet Tubman did whatever she needed to in order to survive, face difficulties and lead others. She changed jobs and entered new careers over 15 times, and continued to create innovative community solutions into her old age: at age 88, she created the first retirement or nursing home for African American seniors in her house in Auburn, New York. This is the same journey our clients take today [in present times] as they brave similar passages.

Today, Tubman, in this same way, serves in her footsteps through staff, interns, volunteers, other agency partners and community supporters. Through the years, we have joined with others in mergers, strong partnerships, and shared learning. Together we learned and created places where families can be safe and be strong while on a new life passage to be free and to fly. And on this firm foundation Tubman will be able to discover and build what is needed to support individuals, families and communities in the changing decades ahead. Perhaps this young Tubman client (age 13) sums it up best in the impact statement she prepared and presented to the Minneapolis City Council in August, 2014:

They must fight just to achieve safe sanctuary, hidden from violence, threats and abuse. As she was enslaved and force to escape to freedom, exploited trafficked people — many just children as she was — must find a way to be free from bondage, drugs, torment, and more. Harriet convinced supporters to help and take risks on behalf of others.

“…This program helped me with many struggles in my life and to set realistic goals and prioritize these goals…kids need positive support and reinforcement...

No matter what was needed, Harriet changed her course to save herself in order to save others. She adapted to other cultures, climates, and communities. She dreamed, prayed, believed, visioned, committed, organized, convinced, tried and acted. She ‘made do’ and but got the job done—she “kept going!” She forged paths to safety, freedom and security using her courage plus the gifts and talents of community partners and friends.

As Harriet Tubman said: I freed a thousand slaves. And I could have freed a thousand more if only they knew they were slaves.
