Welcome to It is a privilege to have been chosen to host the 59th NMML Conference this year, and we expect it to be memorable for you! Many exciting things are occurring in Hobbs, and we are thrilled to share them with you. Rockwind Community Links, the site of Tuesday’s golf outing, has brought in writers, promoters, and golf professionals from all over the world. These opportunities have earned Rockwind many accolades and worldwide publicity, thus spreading the word about Hobbs, New Mexico and what we have to offer. We have become a destination for numerous softball and baseball tournaments thanks to our $5.2 million artificial turf project at Veterans Memorial Complex. Tournaments hosted at Veterans Memorial Complex bring a minimum of 60 teams with each tournament, benefitting our hotels, restaurants, and retailers. Near the Lea County Event Center, which will be the site of many of this week’s activities, is the future site of the Health Wellness and Learning Center (HWLC). The HWLC Hobbs City Hall is a $65 million recreation facility that will provide our citizens and those in surrounding areas a place to swim, run, exercise, study, and enjoy with their family and friends all year long. Residents of Hobbs are no stranger to improving the community through hard work and dedication. Enrollment rates continue to rise at our two colleges, New Mexico Junior College and University of the Southwest. Our arts community is prosperous, growing, and contributing much to the artistic culture of the Southwest. This growth and so much more demonstrates that we are successfully diversifying our economy. Whether you are a first-time or returning visitor, please explore and enjoy your stay in Hobbs, America! 2

Wednesday, August 31st Opening General Session
1:00 – 2:30 pm Rorke Denver – Preparing Your Team for Battle Rorke Denver trains the men who become Navy SEALs—the most creative problem solvers on the modern battlefield, ideal warriors for the kinds of wars America is fighting now. With his years of action-packed mission experience and a top training role, Commander Denver understands exactly how tomorrow’s soldiers are recruited, sculpted, motivated, and deployed. In his speech, Rorke Denver recounts his epic tales of heroic action during his service abroad as a Navy SEAL.
Thursday, September 1st Closing General Session
1:15 – 2:15 pm Jason Roberts – Build a Better Block: How to Make Real Change in Your Community, Today How can we drive change in our communities and move past unproductive committees and outdated regulation? How do we become the “bike part of town” and revitalize stagnant blocks? In this funny, smart, energetic, and breathless talk, arts activist Jason Roberts of the Better Block Project encourages us to stop waiting around. Even if that means painting in our own crosswalks, bringing in our own trees, and blackmailing ourselves into action.
5
He then applies the value of training, preparation, teamwork and motivation to the everyday work force. Rorke utilizes his personal experience on the battlefield to motivate countless audiences to become modern day corporate warriors, ready to deliver lasting results. Commander Rorke T. Denver has run every phase of training for the U.S. Navy SEALS and led special-forces missions in the Middle East, Africa, Latin America and other international hot spots. He starred in the hit film Act of Valor, which is based on true SEAL adventures.
Roberts is the founder of the Oak Cliff Transit Authority, originator of the Better Block Project, co-founder of the Art Conspiracy and Bike Friendly Oak Cliff, and recent candidate for US Congress. In 2006, Jason formed the nonprofit organization, Oak Cliff Transit Authority, to revive the Dallas streetcar system, and later spearheaded the city’s effort in garnering a $23 million dollar TIGER stimulus grant from the FTA to help reintroduce a modern streetcar system to Dallas. In 2010, Jason organized a series of “Better Block” projects, taking depressed blocks with vacant properties in Southern Dallas and converting them into temporary walkable districts with pop-up businesses, bike lanes, cafe seating, and landscaping. The project has now become an international movement and has been featured in the New York Times, Dwell magazine, and on NPR. Roberts has spoken at TEDx Austin and Oklahoma and is the recipient of the Champions of Change award in Washington DC for work in Transportation Innovations.

workshop highlights 1a&B. Preparing the Soil: Step One to Cultivating Your Local Economy Successful economic development depends on getting the right people to the table, brainstorming ideas and coming up with a plan. Hear the approaches two communities took toward prioritizing ideas, generating interest, obtaining assistance and achieving long-term participation. Learn what worked, what didn’t and what they plan to do differently next time. Sam Cobb, Mayor, City of Hobbs Sally Burbridge, Mayor, City of Aztec 2a&B. Getting from Foggy to Focused: 5 Tips for Becoming Better Focused I’m sure you have had those days when your brain just can’t get in gear. You read the same paragraph over and over; you see the words but the super highway to your brain seems to have a massive road block. You reach for car keys… Now, where did I put my &*%# keys? Our professional lives suffer from information overload and it can be hard to maintain our attention. This presentation will identify five things to improve your ability to keep the fog at bay! Bruncha Milaszewski, MA CMF Career and Professional Programs Director, Anderson School of Management, UNM 3a&B. flsa: know the rules, learn the steps The new FLSA rule will be effective December 1, 2016. Navigating the overtime mine field, changes in exempt and non-exempt status, retooling job titles and descriptions, preparing for the emotional reaction are just a few of the hidden threats. Hear what changes are expected and understand the steps to making sure your municipality is prepared. Gavin Gilette, Professional Faculty, Organizational Studies, Anderson School of Business, University of New Mexico 4a&B. Repurposing Community Assets for Economic Development Communities are facing a decreasing population, vacant properties and lower return on GRT’s. Hear how an under used kitchen or vacant space can foster innovation and build small businesses in your community. Learn what services are available for budding entrepreneurs 9
to take it to the next level. Also, hear from a New Mexico business owner whose idea further grew from a commercial kitchen, and how the support they received from the municipality helped them thrive and become sustainable. Recognize the fiscal and social impact on your community, how cultivating small businesses can keep people in your community, filling those vacant spaces, and hear from one municipality on why they are investing and their expectations. Ernie Rivera, Consultant, CEO and Founder, Foodanomics Kate Noble, Interim Director, City of Santa Fe Housing and Community Development Department Kyle Jawari, CEO and Founder, Taos Mountain Energy Bars 5. Running the Maze of the Capital Outlay Process NOTE: 2-Hour Workshop (9:00 – 11:30 am) This panel will discuss how to not get stuck in the bottleneck. Don’t go down the wrong way on a one way street, don’t get stuck on a dead end, and how to make sure you’re on the express lane. Stephanie Schardin Clarke, Deputy Secretary – DFA Linda Kehoe, Principal Analyst – Legislative Finance Committee Rick Lopez, Local Government Division Director – DFA 6. Policing in the 21st Century – Building Community Trust An opportunity to examine the building of relationships between the community and law enforcement. A frank discussion of the do’s and don’ts of how to build community trust. Gordon E. Eden, Police Chief, City of Albuquerque 7. Tips & Tools for Rapid Activation Jason Roberts, Closing Session Keynote Speaker, has worked with communities large and small, rural and urban. In this workshop, he will discuss community case studies from the Better Block Project he helped create. In each of these communities, multiple shareholders were involved from the community leaders and organizers, to the neighbors, and property owners. Jason will share how these same ideas can be implemented to advance the development of livable neighborhoods and public spaces in your community. Jason Roberts, Arts Activist and Co-Creator, The Better Block Project
