Research Prompt #1 The city of Lewiston, Idaho, became an inland “seaport” when the Lower Snake River Project was completed with four dams. Many thought this was a great accomplishment for the area. Idaho Governor Cecil Andrus, however, was cautious. At the dedication he pointed out that the cost to the natural resources of the area had been horrendous.
