Abstract: This is a revised Kiribati National Human Resource Development Plan for 2012-2016 which will provide the National Human Resource Planning Committee (HRPC) and Pre-Service Board and Development Partners critical training needs of Public Service including Civil Society and Private Sector. These training activities includes in-country, in-service, open/pre-service, and overseas long and short term trainings as well as technical and professional training skill priorities that HRPC will consider as National priorities in order to achieve government key policy objectives within these four year term period.

FOREWORD I am honoured to present the Government of Kiribati National Human Resource Development Plan (National HRD Plan) 2012 to 2016. The plan enables the National Human Resource Planning Committee to identify HR key areas which need development to better improve essential services to be delivered to citizenry. In doing so, the government will be able to progress its national development goals by ensuring the skills are available to meet current and future needs. The inclusion of the Chamber of Commerce and KANGO on the National Human Resource Planning Committee (HRPC) moves the focus of that committee to National rather than simply Public Sector needs. Complementing this, the capacity of this year’s National HRD Plan also embraces the HRD needs of these sectors to ensure that the National HRD Plan is truly national. The addition of the new section on "Workforce" in this revised National HRD will ensure HRPC has necessary human capital to achieve its strategic goal and objectives. The guiding vision is that government “will have the right people, with the right skills, in the right place at the right time”. Lastly, it is my sincere and humble gratitude to those who have helped and contributed in many ways for the preparation of this National HRD Plan. I have no doubt that without earnest contributions and efforts from KANGO, the Chamber of Commerce, all Secretaries, Directors, Chief Executives, General Managers and staff of all government ministries, this Plan would not be successfully completed and ready as it is now. SECTION 1

INTRODUCTION

This five year Human Resource Development (HRD) Plan revises and rolls forward the 2009 to 2011 National HRD Plan (NHRDP). It confirms the National Priorities for HRD for the coming five years (2012 to 2016). Though, the plan was just completed due to revision and some late submission of Workforce (WF) plan from some sectors, the plan have incorporated priorities and information from the 2012 to 2016 WF and HRD Plans, submitted to the PSO in June 2012. The development of NHRDP was a result of the analysis of WF and HRD Plans received from individual stakeholders which is benchmarked to current Position Qualification Requirement (PQR)" and current economic issues confirmed with key stakeholders meeting in October 2012. The results of these analysis provide training requirement on technical and professional skills that each sector require as priority trainings that will compliment each sector core activities to achieve their objectives stipulated in the KDP, MOP's, and Sector Plans. Given the fact that NHRDP compliments Kiribati Development Plan (KDP)" 2012–2016, and government policy on HRD plan, current and future trainings will be done according to limited resources and urgent issues identified by ministries and rest of stakeholders. The priorities in the National HRD Plan are intended to provide information to HRPC, the Pre-Service Scholarship Board, training providers and donors on the highest level to understand HR needs for Kiribati as a whole. The " National HRD Policy and Procedures Manual ( N C S - K ) provide guidelines on training processes for Ministries, Enterprises and other sectors to request approval and prioritization of activities that were not submitted in their HRD plans. The focus over the next five years will continue to be on developing skills that are identified in the WF and HRD Plan mostly in professional and technical skills in Masters and Postgraduate levels. Undergraduate qualifications may need to be considered on a case by case basis and according to identified fields provided in Section 5 below. The identified basic training need was compiled from individual sector, WF and HRD Plans which shows skill gap (retirees), employees below the minimum qualification requirement (PQR), existing vacancies, and urgent skill gaps identified by Management. It is important to note that private sector or "Kiribati Chamber of Commerce and Industry" (KCCI ) and non government organization or "Kiribati Association of Non Government Organization" (KANGO) do not have a standard PQR and WF Plan for their different industries except HRD Plans. However, HRD Plan submitted by KCCI, KANGO and SOE always form part of Overseas and In Country National Priority List every year. 1

SECTION 2. HRD FRAMEWORK AND GUIDING PRINCIPLES This National HRD Plan is the coordinating mechanism for HRD activities requested by Sectors, Ministries, and Enterprise. It is intended to be the key document guiding all HRD activity for Kiribati, and for activities conducted both within the country and overseas. The focus for in-service (public sector) activity is on skill development, through targeted programs that relate to the workplace. The emphasis is therefore on short, targeted programs which meet a particular skill need, with the training conducted, wherever possible, within Kiribati. Academic programs are focused on developing professional training in the key sectors of Health and Education and as well as accounting professional and technical skills to foster infrastructure. Cabinet Decision (Cabinet Minute 42/06), where In-service Academic Awards focus on post graduate has raised a question in the House of Parliament (August 2012) where government was asked to review HRD Plan policy and priority. However, after the review PSO confirms that policy remains as it is but this time with quota for each ministry as identified in Appendix A of the "Workforce Plan" In Section K of the National Conditions of Service, for the public sector, only activities that are over one month in duration are required to be included in the National HRD Plan. PSO has carried out a consultation to all sectors in January this year on WF and HRD Plan and this is the first time most ministries submitted their WF and HRD Plans together on due date 30th March 2012.

The National HRD Plan combines the above plans at the National level, with activities grouped into the following categories: •

In-Country Programs (activities that are not academic, that are undertaken within Kiribati);



Overseas Programs (activities that are not academic, that are undertaken overseas);



Academic Programs (formal study programs that lead to a formal qualification from a Tertiary Institution, may be in-country or overseas).

HRPC identified the highest priorities, at the National Level, for each category of training, these are listed in Section 6 of this plan and will be the focus for implementation in 2012. HRPC has decided that these are the activities which will contribute most to the achievement of the Key Policy Areas in the Kiribati Development Plan and overall country objectives for the coming years. For the Public Sector, PSO will use this section to confirm and request funding for specific HRD Activities, in their relative priority order. In principle, activities identified as priority will be targeted towards the requesting Ministry or organization, but will also be available to other interested Ministries or Organizations, especially for incountry training activities. Ministries and Enterprises requesting funding for activities which are not included in this Plan must follow the procedure set out in the Policy and Procedures Manual, for amendments to the plan.

SECTION 3. REPORTING OF HRD ACHIEVEMENTS This section provides a short analysis report on what HRD activities have been undertaken and achieved and what outcome of these activities has been completed or not completed during 2011. Although this plan is for 2012–2016, it is written in late 2012, so outcomes are only available for 2009-2012 latest. Details of all activities undertaken during the year are included hereunder.

3.1 ACHIEVEMENT IN 2009-2012 At the end of 2011 and late 2012, the key achievements have been:  Review and approval of Position Qualification Requirement (PQR) for 2012.  Secure Study Assistance Scheme/Reimbursement funding from NZ government  Secure funding from NZ government for two local consultant for Performance Management Framework (Rewarding) and NCS K review.  Secure funding from AUSAID for a continuous work of Student Support Officer in Suva to work with students to improve the completion rates for Academic programs for another three years.  Secure funding for Open Scholarship for Technical and Professional Trainings from Taiwan government  Secure funding for short term overseas training on technical and specialized trainings from NZ government  Secure funding for short term overseas "Technical and Vocational Trainings" from JICA, Japan government  Adoption of simplified HRD and WF Plan framework reviewed by AUSAID Technical Assistant In 2012, development partners had reviewed the overall Academic Awards allocation and administration and NZ has decided to outsource the administration of her awards this year, while AUSAID has indicated the same interest by 2013, which means that GOK scholarship and administration will be the only award do be decided and administered by HRPC next year (2013).

3.2 IN COUNTRY PROGRAM ACHIEVEMENT

The "Study Assistance Scheme" (SAS) or Reimbursement Scheme 2011 remain applied to all sectors and only those who apply to 2012 PSO and approved institution before the starting of the course can be reimbursed, provided they passed with good grades and within the priority list, together with immediate supervisors supporting reference on performance at work during undertaking of study. The table shows an increasing number of employees in the public, private, and NGO sectors applying for the reimbursement scheme. The reimbursement fund was provided through the kind assistance of NZ government. The estimated budget every year is about A$94K. Table shows that 2012 semester one the total amount is $52K which is 4

KIRIBATI NATIONAL HRD PLAN 2012 - 2016 more than double the amount in 2011. The SAS reporting period to NZ Embassy (Tarawa) is every six months. This year's (2012) funding has been signed by Secretary PSO, and NZ First Secretary on October 2012, amount of $160K ($120K- SAS & $402TA) had been deposited to GOK Account and monitored by Planning (MFED).

3.3 IN-COUNTRY TRAINING (ICT)EVALUATION Analysis and evaluation result for the year 2009-2011 shows that only 8 trainings completed, 1 pending at Planning Office while 21 (70%) not achieved. OVERSEAS PROGRAM EVALUATION

The 2008-2011 National HRD Plan identified priorities for overseas activities/training for Government Ministries, State Owned Enterprises (SOE), Private and NGO sectors. All identify priorities were shown on "National Overseas Training Priority". From these priorities, more than half of these trainings were undertaken and achieved. However, most achievement were for Ministries and only one overseas training achieved by TRIPARTITE Overseas Training Ministry SoE/Private (SoE/Private/NGO) sectors. As for SoEs, and especially the private sector and NGOs, it is much more 61%difficult for 92% them to develop their links with overseas agencies in order to seek financial assistance apart from those available in country and therefore most of their training priorities were not achieved. (Refer Annex 4)

3.6

ACADEMIC PROGRAMS OR OVERSEAS IN-SERVICE TRAINING

The total academic student that awarded scholarship from 2008 to 2011 is 84. In 2008 only 18 awardees and 94% passed. In 2009 there were 27 awardees and 67% passed, 2010 the number of awardees were 23 and 74% passed, 2011 there were 16 awardees and 50% completed and 50% still ongoing.

3.7 IN SERVICE AWARD ANALYSIS 2010 AND 2011 The graph below shows the number of eligible and ineligible candidates in 2010 and 2011 respectively. 2010 There were 22 eligible females compared to 19 eligible males and more males (10) were ineligible than females (9). There were more In service applicants in the year 2010 than in 2011 and total applicants were 60 in 2010. 2011 There were more ineligible than eligible females (16) this year compared ineligible males (2) for the same year. Number of applicants was declined compared to 2010 since only 40 applicant . The graph below shows the main reasons for the applicants ineligibility and eligibility for the years 2010 and 2011. The two main reasons for their ineligibility was that they either "Over Age limit of 40", or having a less than 3 years work experience in their current positions or no program on the priority list or incomplete application forms or No or fail IELT. These are the most common reasons for their ineligibility. (2010 and 2011). The graph shows the score of applicants for the two years, 2010 and 2011. This graph shows that the highest score for 2010 for both Female and Male were very close 74% and 73% percent respectively. In 2010 the lowest score is much closer because 36.8% females and 43.3% for males. Average Score

For 2011, the highest score for Male was 68.8% and female’s was 57.8%. There was a difference of 11.1% between Males and Females highest score. Males and Females’ lowest score for 2011 is very close with a variance of 0.34% above males which is much better compared to 2010 lowest score. 7

KIRIBATI NATIONAL HRD PLAN 2012 - 2016 This graph shows that for 2010 average score for both males (50.5%) and females (57.8%) were very close with a difference of 7.3% for females. On the other hand, in 2011 most of the female applicants we ineligible with an average score of 42.5% and 51.2% for males, and that is 8.7% higher than females.

3.8 GENDER OF AWARDEES The chart below illustrates the gender of award holders, showing that there is a high percentage of females that has been awarded in the last three years. For example, in 2011 only 19% of total awardees were males and 81% were female awardees. Furthermore, in the past three years there were more eligible females than males for in service scholarship, this is due to the fact that more female apply than males as well as areas of study that cabinet approved for undergraduate is dominated by females like Bachelor of Education, and Nursing and Police bachelors is not required at lower level except Senior Management officers.

SECTION 4 PUBLIC SERVICE OFFIC E OR SECRETARIAT ROLE The role of PSO as a Secretariat to national Human Resource Planning Committee (HRPC) is to provide advice on NCS K and to compile the Ministry, Enterprise, and sector HRD Plans received into a National HRD Plan (NCS K 2007, p7). Furthermore, Secretariat will priorities activities requested against policy and the National Development Strategy and submit the draft plan to HRPC for approval. Secretariat will use any other information they have (such as previous plans) to include activities in the National HRD Plan. Submission of the National HRD Plan to HRPC for approval will not be delayed to wait for outstanding Ministry/Enterprise or Sector HRD Plans (NCS K2007,p7). Following HRPC approval of the National HRD Plan, it will be printed and distributed back to all Ministries, Enterprise, Sectors, and In-country Donors representatives for information and follow up action on implementation of activities (NCS K 2007 p7) Request for activities which have not been planned will not normally be recommended. Where Ministries identify an eminent need, they may submit a request at any time to have their activity incorporated into the National HRD Plan. The HRPC Secretariat will consider these requests and forward them for the next HRPC meeting for consideration and if approved, the master copy of National HRD Plan will be amended (NCS K 2007, p7).

4.1 SWOT ANALYSIS The SWOT analysis of the previous NHRD Plan 2009-2012 was conducted and has assisted in the formulation of the revised NHRD Plan 2012-2016. 4.2 SECRETARIATE VISION/MISSION/ISSUES/STRATEGIES/ACTION The vision and mission statement of HRMC (PSO) as a Secretariat derived from the analysis result that was carried out on the previous NHRD Plan 2009-2011. The issues and strategies are identified in order to improve Secretariat performance as a facilitator and coordinator of in-country and overseas trainings. Our vision is to enhance capability and competency of civil servants to improve customer service. Our mission is to ensure that demand (number of employees needed) and supply (number of qualified employees available) of labor is sufficient for every ministry at any time. This means right people in the right place in the right job at the right time. Issues 1. High number of vacancies and contractors and temporary recruits in every ministry

SECTION 5 SUMMARY OF WORKFORCE PLAN 2012 The purpose of including the summary of WF plan is for the information of HRPC members and partner donors to understand necessary human capital for each ministry to achieve its strategic goal and objectives with a hope that public sector “will have the right people, with the right skills, in the right place at the right time”. The estimated number of employees that fall under PQR is 939 or 22.2% of permanent staff in WF Plan. The different qualification required is as follows:Diploma (49.8%), Degree, (43.8%), Masters (27.2%), Postgraduate (21.3%), , Cert/F7 (12.5%), Form 5-6 (2.4%), Form 3/Class 9 (1.0%) according PQR (Annex 1B). However, a full detail of positions that fall Under, Over, Equal, to Position Qualification Requirement (PQR) in the workforce as well as "Skill Gaps" (G) and Vacancies (V) is explained in detail in Appendix "A" Ministry of Education and Health have the highest number of employees under PQR as well as positions that need Degree and Diploma qualifications in order to meet the current PQR. However, after consultation with Management team in October this year, with these two Ministries, it was noted that Bachelor of Nursing is no longer required for Health while Bachelor of Education still remain a priority for Education. The occupational grouping for WF shows that Senior Management (L3-6) is about 258 or 6%, while Middle Management (L7-11) is 761 or 18%, and Frontline or Support staff (L12-19) is 3,244 or 76% of workforce. However, Middle Management is suppose to be the focus of this training plan but after some consultation with Senior Management as stated above the focus of in11

service or overseas academic training remain for Post graduate and masters degree. According to the study, it is estimated that average recruitment per year from government according to number of employees from independence (1979, only 111 employees) and this year (2012, now 4,530 employees), an increase of 4,429 employees after 33 years and therefore the estimated number of recruitment is about 125 every year or 3% vacancy, or staff turnover a year. The study also shows that the estimated number of female employees this year(2012) according to workforce plan is 1,997 or 44%, and male is 1,867 or 41%, while vacancy is approximately 673 or 15% of the workforce. However, this number of vacancy has been updated as at 27th of September 2012 to 522 or 12% of workforce. The data shows that the estimated number of employees (2012) with different qualifications for Ministry (M) and State Owned Enterprises (SOE) is as follows:Masters 78 (M) and 10 (SOE), Postgraduate 46(M) and 5 (SOE), Degree 283 (M) and 35 (SOE), Diploma 614 (M) and 26 (SOE), Form 7 or Certificate 1,746 (M) and 80 (SOE), Secondary High School is 1,763 (M) and 322 (SOE) respectively. (Refer Annex 2)

This section summarises the highest priority needs for 2012 & 2013 for each category of training. Detail for all programs requested are included in annexes shown beside sub heading

6.1

IN- COUNTRY PROGRAMS

The National HRD Policy and Procedures Manual defines In-Country programs as non-academic activities that are undertaken within Kiribati. It is current policy that wherever possible and practical, activities will be run in-country. This section therefore includes both formal training and informal, capacity development activities that have been requested by Ministries, Enterprises and Sectors. In some instances, HRPC have moved activities that were requested for Overseas to In-Country based on this policy. Activities have been prioritised at the National level according to the current Government Policy Statement. As this is a rolling plan, activities which were highlighted as priorities for 2010 and 2011 but which have not yet been commenced/ completed have been included again in this section to confirm that they are still a priority. New activities have been added. Full details of all activities requested for In Country are included in Annex 5 cross referenced with the numbers in brackets in the tables below.

6.2 ACTIVITIES CURRENTLY IN PROGRESS Progress on activities identified as priorities for 2010 and 2011 were included in Section 4 , Reporting of HRD Achievements, they are not repeated here. ACADEMIC PROGRAMS

The tables below list the priority programs for Academic awards and scholarships for 2012. The National HRD Policy and Procedures manual defines Academic Activities as those formal study programs that lead to an Academic qualification from a Tertiary Institution. These activities may be either in-country or overseas and the preferred location and duration of the program is listed in the table provided. In accordance with Cabinet Decision (42/06 September 25 2006) and review carried out this year, InService awards will focus on post Master and graduate including identified professional and technical awards at Bachelors and Diploma levels. Therefore, two separate priority lists have been approved by HRPC. They are Academic Award Priorities and Pre-Service/Open Category Scholarship priorities. This cabinet decision also confirmed that civil servants are able to apply and compete for open category scholarships, through MOE. The tables below include a number of awards sought, which reflects Ministry requirements for each qualification; they should be read as a maximum target for awards. Priorities will be reviewed in accordance with Ministry, Enterprise and Sector Plans prior to advertising awards for 2013.

SECTION 7 PROGRESS REPORT ON IN-SERVICE AND OPEN AWARDS 2013. The total number of in-service applications received and perused by PSO were 94. Out of the 94, there were 33 eligible applications, 13 pending (await regional offers) and 48 ineligible applications. From the total of 33 eligible applications, there were 18 postgraduate applications (7 ADS, 6 NZPS, 5 region) and 15 Bachelor Degree applications (all regional). Out of the ineligible applications, there were 2 applications for a PhD program. Both applicants did not meet the age requirement as they were both overage. One of them also did not produce any written proof that chosen university’s entry requirements are met. The 13 pending applications await formal admission from the regional universities which cannot be obtained until September 2012.

7.1 AUSAID NUMBER OF IN-SERVICE AWARDS (REFER ANNEX7-8) The total number of awards for Public Sector for 2013 is 15 where selection is coordinated by Public Service Office (PSO) and decided by HRPC and Australian Embassy carry out final English Test selection. The awards are as follows: 2 Australian Development Scholarships (ADS)  2 awards for Open (Private & Civil Society)  10 Australian Regional Development Scholarship  1 Australian Leadership Scholarship Award for Kiribati and recommended candidates from Kiribati will be competing with other candidates from the Pacific countries. It is assumed that the same number of awards was offered to Ministry of Education by AUSAID.

7.2 NEW ZEALAND NUMBER OF AWARDS 2013 (REFER ANNEX 9-10 ) NZAP is now offering 5 New Zealand Pacific Scholarship for out of region which is no longer to be coordinated by PSO and decided by HRPC as the nominating authority since NZAP has abolished its regional offer of scholarship to Kiribati for 2013. This is a new approach in order to improve the passing rates for NZAP eligible applicants as well as attainment of a NZ University recognized certificate recognized regionally and internationally. HRPC will grant an immediate conversion of their awards once their application with NZAP is successful and already approved through PSO screening process.

7.3

GOVERNMENT OF KIRIBATI (GOK) NUMBER OF AWARDS 2013

The total number of GOK awards for next year (2013) for region in-service awards is 12 and that is 6 for undergraduate, 1 postgraduate, 4 Masters program at USP and 1 Masters program at Fiji School of Medicine.

TAIWAN NUMBER OF AWARDS 2012

The total number of short and long term "Open Scholarship Programs" for Taiwan this year is 39. Five (5) were selected from different sector (Ministries, SOE, Chamber of Commerce, NGO) and sponsored through Taiwan ICDF International Higher Education Scholarship Programs (L/Term), Six (6) sponsored by MOFA Taiwan Scholarship (L/Term), Three (3) sponsored by MOFA Huayu (Mandrin) Enrichment Scholarship (L/Term), Twenty five (25) sponsored by ICDF Taiwan Fellowship (S/Term) in different specialized fields and professions according to 2012 Kiribati Priority List

7.5

ESTIMATED BUDGET FOR IN SERVICE STUDENT

The estimates cost for one Regional Award for Undergraduate Program is approximately $ 17,793 a year. However, for one Regional Award for Postgraduate or Masters degree is $34,103 a year. It is estimated that only 17 Regional Undergraduate Programs can be sponsored by GOK funding of $313,245.00, or 9 awards for Regional Postgraduate Programs for a year. The estimated cost of Out of Region Award ( Australia) for Postgraduate degree is approximately $50,000 a year which means only 6 awardees can be afforded for GOK funding.
