Executive Summary

State Context The civil aviation regulatory tasks are carried by the Finnish Transport Safety Agency – Trafi (CAA Finland), including the role as NSA. Finavia Corporation is the main ATS provider in Finland. It provides air navigation services for the whole country. Finavia also operates 25 airports, including Helsinki Airport, the main airport in Finland and the only one covered by this LSSIP document. Both the Trafi and Finavia report to Ministry of Transport and Communications. The Military Aviation Authority (MAA) is the military regulatory body. Military/Air Force does not have any service provision role in Finnish aviation. Safety investigations following accidents and/or serious incidents are carried out by the Safety Investigation Authority (SIA), reporting to the Ministry of Justice. Since the establishment of the Northern European Functional Airspace Block (NEFAB) in December of 2012, consistent efforts have been contributed towards planned implementation of the free route airspace in NEFAB member states’ airspace in 2015.

ESSIP Objective Implementation The overall progress of the implementation of the ESSIP Objectives is satisfactory, even though there is some delay in the implementation of some objectives. Out of the Objectives due to be implemented by the end of 2013, work remains to be done with following objective: INF04. The objective is planned to be implemented by the end of year 2016. Out of the ESSIP objectives agreed to be implemented in 20142015, considerable advancement has been achieved in the objectives, which are completed, partially completed or planned to be completed according to schedule. The requirements of ESSIP objective ITYADQ are considered extremely challenging to meet by 2017.
