Open Linked Data in Portugal - Contribution for INSPIRE Implementation
Rui Reis, Bruno M. Meneses, Raquel Saraiva, Maria José Vale, Jesus Estrada DGT, TRACSA Resume Environmental protection is a topic widely discussed. The main goal to be achived is to assure development and economic grow and at the same time preserve the natural resources. This is closely related with the definition and implementation of sustainable territorial management policies. In this context, it is necessary to understand the limitations in the definition of these strategies and management of energy, water resources and the delimitation of protected areas. To accomplish these goals is essential to implement integration strategies for the public domain of data available on the web in order to enhance their use and to complement and satisfy users needs. Providing environmental data to perform these tasks integrates diverse geographic information, such as the map CORINE Land Cover. In these actions is essential for the implementation of INSPIRE Directive the harmonization of all datasets produced and to make them able to integrate multiple assessments, taking into account its specifications. The environmental assessment actions, currently being developed in some pilot regions in Portugal and Spain mainlands, will contemplate the designated linked open data, following the guidelines of the INSPIRE Directive. These regions are defined for environmental preservation, forest production, protection analysis and environmental resources management. These results will be very important to define the guidelines for planning towards development efficiency in a collaborative information management approach and to planning actions, evidencing the benefits and limitations of data sharing in a collaborative platform between public institutions, enterprises and citizens. The assessements are designed in the perspective of data sharing. The users can easily integrate the information in different evaluations of the territory, with emphasis on environmental protection. DGT and TRACSA is developing the SmarOpenData pilot in Portugal and Spain, focused in evaluation the relationship between land use and land cover and drinking water reserves management. This relationship is based on the nationals and European normative frameworks in the main domains of spatial planning and water management but also to implement spatial data infrastructures in accordance with the open linked data strategy applied to smart regions. The aim of this collaborative platform is to share and harmonize datasets into a common model usable by the users. All this work is being done to be integrated in the SNIG INSPIRE platform as demonstration projects to induce public administration increasing efficiency and to allow to all citizens to share their view in a knowledge share based approach to increase good governance.
