Primary purpose of this position The Executive Director Regional position is a member of the Murray PHN Executive Team. The Murray PHN Executive Team possess the high level planning and management responsibilities of the organisation and collectively contribute to the operational implementation and resource management of the organisation’s strategic plan and objectives. Murray PHN Executive Director positions are responsible for specific functional and structural areas of the organisation. The Executive Director Regional position will manage and oversee the resources and staff for the designated region within the Regional Leadership and Collaboration functions and structure of the organisation. Murray PHN has four specific regional areas within the Regional Leadership and Collaboration functional structure: • North West • Central Victoria • Goulburn Valley • North East This position description relates specifically to the Executive Director Regional that has functional and organsiational responsibilities for the North East region. The Executive Director Regional role will directly influence and contribute to Murray PHN’s ability to meet our national PHN objectives activities across the region. Specifically, these objectives are to: • increase the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes and • improve the coordination of care to ensure patients receive the right care in the right place at the right time. In addition to national objectives, Murray PHN devises organisational strategic objectives as part of the organisation’s strategic direction and plan. Each portfolio area includes specific responsibilities that are designated to the Executive Director Regional positions and are shared on a rotational basis. Murray PHN is a primary care coordinating organisation with significant commissioning capacity and responsibilities. Through effective stakeholder engagement (particularly with general practice, primary care providers, hospitals and other health service providers) we build and utilise constructive relationships to enable participation in targeted activities, generate information and knowledge and assist with the designing of system and service solutions. The Executive Director Regional position provides direction and management capability to the Regional Leadership and Collaboration functions to enable effective stakeholder relationships and satisfaction of national and organisational objectives. The position will provide the leadership and direction for the Regional Office staff, of which the scope of functions will include: • Primary health service engagement, • Primary health system improvement, • Workforce development and support, • Community engagement and • Primary health service coordination. The Murray PHN Executive Team will operationalise the Murray PHN Strategic Plan. The input and contribution of the Executive Director Regional as part of this process will be critical for the inclusion of perspectives of the Regional Leadership and Collaboration functions for an organisation-wide and integrated approach to planning, delivering and measuring Murray PHN activity. Key responsibilities • Establish and maintain strong and effective partnerships and relationships with key stakeholders, partners and communities within the region. • Use strong knowledge of local systems to identify opportunities for targeted improvements in service provision through greater coordination and integration and collaboration between key partners. • Participate in Murray PHN planning, management and reporting processes to enable the achievement of company objectives. • Actively support and participate with Regional Clinical Council and Regional Community Advisory Councils. • Assist with the delivery of Murray PHN programs and initiatives at a regional level and ensure that activities are undertaken in line with Murray PHN strategic direction and operational plans and are compliant with contractual requirements. • Contribute to and assist with the development of population health activities and needs assessment. • Manage the operation of the regional office and provide the supervision and management of relevant Murray PHN employees. • Contribute work as part of an executive team with other executive directors and key staff of the organisation as required. • Participate in relevant governance and planning processes and external forums, meetings and other activities that advance the contribution of Murray PHN to our region.

Other responsibilities • Actively participate in Murray PHN committees and working groups. • Work in accordance to and support Murray PHN strategic objectives as directed. • Work in a safe manner, adhering to all work health and safety (WH&S) requirements and report all hazards and incidents through the organisation’s WH&S processes. • Comply with organisational policies and procedures including the Code of Conduct and instrument of delegation. • Actively manage risks by complying with organisational policies and procedures and escalating risks for higher-level attention when required. Note: Some travel may be required as part of this role. Note: this position will require a current driver’s licence which must be provided prior to commencing employment.

Specialist expertise • A relevant post graduate qualification combined with at least 10 years' experience in a senior management role. • At least three years’ experience at a senior level within a medium to large health service. • Strong appreciation of the characteristics and influences of the health system, including primary sub-acute and acute settings. Murray PHN spans the northern region of Victoria. While the majority of the catchment area is located within the State of Victoria, it also includes the twin city of Albury/Wodonga. The estimated resident population is 565,000 people. It is estimated that the Murray PHN area includes: • 715 General Practitioners
