Primary purpose of this position The primary purpose of this position is to improve the access to and quality of primary health care provided within general practice settings across the Murray PHN catchment area. The role will be responsible commissioning and quality improvement initiatives that support quality professional practice within general practice in areas that align with population health priorities and needs. Key responsibilities • Embed model of care logic and evidence-based approach within general practice to support professional practice and standards of care specifically aligned with Murray PHN health priorities through general practice engagement activity that occurs across the catchment. • Specific program and strategic areas of responsibility extend to: -

• Prepare progress and annual reports against planned activity, which includes: -
Commonwealth funding agreements, specifically core and flexible fund activities as they relate to general practice, and other Commonwealth funded activities as identified

• Provide expert advice and knowledge to support the development of and lead the implementation of the General Practice Engagement Strategy and other strategic plans as they specifically apply to the general practice sector. • Encourage and participate cross functional teams to integrate strategic priorities and plans with regional engagement and activity across the catchment. • Facilitate opportunities to strengthen sector engagement, linking peak professional organisations support of professional practice within general practice environment. • Have a comprehensive understanding of the external key stakeholders (e.g. general practice, hospitals, health service providers, education providers) • Understand the relational environment required to gain collaboration, compliance and innovation.

Other responsibilities • Actively participate in Murray PHN committees and working groups. • Work in accordance to and support Murray PHN strategic objectives as directed. • Work in a safe manner, adhering to all work health and safety (WH&S) requirements and report all hazards and incidents through the organisation’s WH&S processes. • Comply with organisational policies and procedures including the Code of Conduct and instrument of delegation. • Actively manage risks by complying with organisational policies and procedures and escalating risks for higher-level attention when required. Note: Some travel may be required as part of this role. Note: This position will require a current driver’s licence which must be provided prior to commencing employment.

Specialist expertise • Relevant degree and post-graduate qualifications, combined with at least 10 years’ experience in a similar role. • Have experience and/or knowledge related to the business models and/or operations of general practice. Knowledge and skills (Some at Level C and most at Level D) • Environmental scanning - Monitors external sources and identifies underlying trends. Develops, maintains and uses a variety of systems, processes and sources to gather information and gain deeper understanding. Uses a range of references and professional networks to conduct specific research. • Systems thinking – Formulating potential courses of action to achieve objectives based on an indepth understanding of the business environment and its systems. Establishes an integrated perspective of their organisations services and identifies the leverage points where intervention will add value. • Influence and negotiation – Develops long-term, complex strategies to build buy-in and support from key internal and external stakeholders. Uses a variety of influencing approaches tailored to individual situations to achieve desired outcomes. • Change Management - Scans the environment to identify necessary changes. Murray PHN spans the northern region of Victoria. While most the catchment area is located within the State of Victoria, it also includes the twin city of Albury/Wodonga. The estimated resident population is 565,000 people. It is estimated that the Murray PHN area includes: • 715 general practitioners • 44 acute facilities • 200+ pharmacies • 150+ residential aged care facilities • 9 Primary Care Partnerships • 20 Local Government Authorities There are 31 PHNs (Primary Health Networks) across Australia.
